Position / Job Summary

The Senior Director, Workforce Grants Compliance & Revenue provides strategic leadership and oversight for compliance, performance monitoring, and revenue management across Dallas College's Workforce and Continuing Education portfolio. This role ensures workforce-funded programs operate in full compliance with federal, state, and sponsor regulations while strengthening reporting accuracy, internal controls, and fiscal accountability.
Working collaboratively with academic, workforce, and finance partners, the Senior Director monitors program performance, supports responsible fund utilization, and advances processes that strengthen both grant-funded and revenue-generating workforce initiatives. This position helps optimize funding stream, mitigate compliance risk, and support the successful delivery of workforce programs aligned with Dallas College's mission and regional labor market needs.

Essential Duties & Responsibilities

  • Strategic Oversight & Risk Mitigation: Provide leadership and strategic oversight for workforce grant compliance, funding performance monitoring, and revenue stewardship across Workforce and Continuing Education programs, ensuring alignment with institutional priorities and regulatory requirements.
  • System-Wide Internal Controls: Lead the development, implementation, and systematic monitoring of system-wide internal controls and business processes to safeguard the integrity of grants and other revenue supported programs.
  • Regulatory Acumen & Compliance Assurance: Serve as an authority and Subject Matter Expert (SME), rigorously tracking and applying current/pending revisions to federal regulations (e.g., CFR, FAR), state laws, and college policies to ensure proactive, continuous compliance.
  • Process Optimization & System Enhancement: Lead the revision of operating procedures and internal systems/workflows to address emerging regulatory challenges and accommodate significant growth in the grant portfolio.
  • Grant Performance Monitoring: Track workforce grant performance metrics including measurable skill gains, credentials, enrollments, and other required outcomes to ensure compliance with funding requirements.
  • Revenue Management: Monitor workforce funding streams and support strategies that maximize allowable revenue recovery and responsible fund utilization across grant-funded and revenue-generating programs.
  • Effective Staff Leadership & Capacity: Provide exemplary supervision, including development, coaching, performance management, and strategic workload assignment to build and maintain the team's operational capacity and expertise.
  • Perform People Leader Responsibilities: Exercise full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development & termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies.
  • Lead Team Performance Management: Drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.
  • Perform other duties not listed as assigned
  • Required Dallas College Professional Development Hours per Academic Year.
  • All employees are required to complete a minimum of 19 hours.
  • People leaders are required an additional 16 hours of leadership development.

The following duties are required for People Leader roles specifically:

  • Exercises full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development & termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies.
  • Drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.

Minimum and Preferred - Education, Experience, and/or Certifications

Required Qualifications for Role (necessary or mandatory)

  • Master's degree required (Doctorate preferred).
  • Minimum of five (5) years of experience in grant administration, compliance, or related field, including three (3) years in a leadership role.
  • Demonstrated success in managing complex grants, sponsored programs, and/or compliance.
  • Official transcripts required. Demonstrated ability to work effectively with students from the full range of diverse populations.
  • EO Specific Language (IT specific) - Ability to maintain the security or integrity of the critical infrastructure of Dallas College.

Knowledge, Skills, and Abilities

  • Knowledge of federal, state, and sponsor regulations governing grants and workforce funding programs.
  • Understanding of grant lifecycle management, including compliance monitoring, reporting requirements, and fiscal accountability.
  • Ability to monitor funding performance and ensure responsible stewardship of grant and program funds.
  • Ability to analyze program performance data and ensure accurate reporting of required metrics and outcomes.
  • Experience monitoring grant deliverables, milestones, and compliance indicators.
  • Ability to design and implement internal controls and operational processes that support compliance and accountability.
  • Strong problem-solving skills to identify operational issues and implement corrective actions.
  • Demonstrated experience leading and supervising staff, including performance management, coaching, and professional development.
  • Ability to work effectively across departments including academic leadership, workforce program teams, finance, and compliance offices.
  • Strong written and verbal communication skills with the ability to explain complex compliance or funding requirements.
  • Monitor funding performance and increase revenue enhancement across grant-funded and workforce revenue-generating programs.

Other Preferred Qualifications for Role (not mandatory, but advantageous)

  • Experience managing grants or workforce funding programs within a higher education or public sector environment.
  • Experience collaborating with external partners including funders, workforce boards, community organizations, or industry partners.
  • Ability to monitor and improve program performance metrics tied to funding outcomes, including enrollments, credentials, and other workforce performance indicators.
