Departmental Overview

For over 100 years, UHS has been providing health care and integrative services for a wide range of physical and mental health care needs to the Berkeley campus community. And we've spent a quarter-century of that time at the Tang Center, a fully accredited health care facility, UHS employs over 300 people, including primary and urgent care physicians, psychiatrists, consulting medical specialists, nurse practitioners, registered nurses, pharmacists, health educators, social workers, and other health administrative professionals. All our clinicians, counselors, and nurses are state-licensed and/or certified in their respective fields. In addition to our staff, Berkeley students participate in UHS peer, intern, and volunteer programs. Together, we provide services on a continuum from prevention through treatment.

Position Summary

The Campus Mobile Crisis Response (CMCR) team will include behavioral health clinicians, a Sexual Violence and Sexual Harassment (SVSH) Confidential Crisis Advocate, and support staff. The team will provide support to students, staff, and faculty experiencing behavioral health or SVSH crises, as well as assist clinicians within University Health Services (UHS), for example, within Urgent Care.

The SVSH Confidential Crisis Advocate will primarily oversee SVSH crisis management, offering structured responses and resources to individuals and communities affected by sexual violence or harassment. This includes ensuring immediate safety, emotional support, and organizational accountability. The advocate will work closely with behavioral health clinicians to address crises such as suicidal ideation or behaviors, non-lethal self-harm, disorientation, delusional or paranoid thinking, and elevated mood states (e.g., yelling, crying, significant anxiety, or mania) that interfere with daily functioning.

In addition, the team may respond to broader campus crises, such as a student death. Responsibilities include crisis de-escalation, intervention, and assessment, connecting clients with on- and off-campus referrals, and coordinating transportation for medical examinations when needed. The team will also support outreach and campus engagement efforts.

Responsibilities

CONFIDENTIAL CRISIS MANAGEMENT AND ADVOCACY

  • Provide confidential, trauma-informed crisis intervention, ongoing advocacy, and support services for survivors of sexual harassment, sexual violence, stalking, and intimate partner violence.
  • Deliver survivor-centered advocacy, including safety planning, resource navigation, and culturally relevant services.
  • Respond to crises on-call (including nights and possibly weekends), offering immediate intervention, referrals, and emotional support.
  • Manage complex cases and serve as a liaison between survivors and campus/community resources, including law enforcement, medical providers, counseling services, and adjudication systems.
  • Assist survivors in accessing emergency housing, food, clothing, transportation, and other essential resources as needed.
  • Provide advocacy and referrals for survivors' friends and family to support recovery.
  • Implement best practices in accordance with California law and campus policies, maintaining confidentiality and a non-judgmental approach.
  • Maintain case files, collect baseline statistics, review data trends, and prepare reports to inform advocacy and outreach efforts.
  • Promote social justice, multicultural competence, and trauma-informed response skills across the campus community.
  • Support outreach, education, and consultation efforts to strengthen campus engagement and prevention initiatives.

OUTREACH, EDUCATION, PREVENTION, & REPORTING

  • Develop and facilitate workshops, training programs, and outreach initiatives to educate the campus community.
  • Implement strategies to engage underserved communities through prevention education and outreach opportunities.
  • Promote trauma-informed response skills, social justice, and multicultural competence across campus.
  • Build and maintain effective relationships with community-based organizations, law enforcement, survivor support agencies, and campus offices (e.g., OPHD, Gender Equity Resource Center, UHS staff, etc).
  • Collaborate with student organizations, leaders, and campus departments to strengthen education, prevention, outreach, and survivor support efforts.
  • Maintain confidential case files and collect baseline statistics.
  • Review data trends, prepare reports, and use findings to improve advocacy, outreach, and prevention efforts.

PROGRAM DEVELOPMENT

  • Support the Mobile Crisis supervisor and Path to Care Director in developing and improving protocols and procedures for survivor support services.
  • Develop and enhance healing services tailored to survivors' needs.
  • Implement best practices in accordance with California law and campus policies, maintaining confidentiality and a non-judgmental approach.
  • Identifies improvements to systems, practices, and procedures and advocates recommendations to leadership.
  • Works with Mobile Crisis Response team members, UHS clinical and administrative leadership and staff, and other stakeholders to develop protocols aimed at improving care and services provided to SVSH survivors.
  • Develops, maintains, and shares internal UHS, campus, and community resources as appropriate with clients and staff to promote efficient quality care
  • Promotes the development of collaborative relationships with peers and other professionals by articulating practice issues and communicating through appropriate organizational channels.

ORGANIZATIONAL RESPONSIBILITIES

  • Participates in staff meetings.

  • Demonstrates professionalism, courtesy, and sensitivity in all interactions with clients and staff
  • When assigned, actively participates on UHS committees and/or the development of new programs/ideas.
  • Is knowledgeable of client rights and responsibilities, rules of confidentiality and client privacy.
  • Readily accepts additional responsibility including assisting with the evaluation of unit operation/efficiency.
  • Maintains client records appropriately including confidentiality and completeness of notes. This includes written and electronic records.
  • Is knowledgeable of UHS and campus departments, services, locations.
  • Is knowledgeable of operational, administrative, business, and personnel policies
  • Demonstrates flexibility and adaptability as health care practices and related technology change.
  • Demonstrates an active investment in organizational and unit goals to improve customer service.
  • Implements University and UHS policies and procedures to assure a consistently high level of client care, safety and customer service.
  • Other duties as assigned

Required Qualifications

Education

  • Bachelor's degree in related area and / or equivalent experience / training

Licenses/Certifications

  • California Certification for Sexual Assault Crisis Counselor Training.
  • California Certification for Domestic Violence Advocate Special Conditions.
  • BLS certified per UHS requirements.

Knowledge, Skills and Abilities

  • Experience as a sexual assault and domestic violence counselor who has at least 65 hours of state-mandated training and was supervised by a qualified counselor.
  • Minimum one year of experience working with college/university students or young adults.
  • Demonstrated ability to provide compassionate, effective support to individuals impacted by sexual or domestic violence, sexual harassment, and stalking. Skilled in crisis intervention, peer counseling, trauma response, and survivor-centered advocacy.
  • Strong skills in evaluating levels of emotional distress and responding with appropriate interventions. Experienced in exercising independent judgment and making complex decisions in ambiguous policy environments, while maintaining objectivity and survivor trust.
  • Broad understanding of power, privilege, oppression, and gendered violence within university settings. Skilled at navigating institutional systems and policies to advocate for survivors/victims.
  • Ability to recognize complex cases requiring referral to senior advocates. Experienced in individualized planning, flexible advocacy methods, and maintaining confidentiality within legal and ethical boundaries.
  • Proven ability to work effectively with individuals from diverse ethnic, cultural, socio-economic, sexual orientation, and gender identity backgrounds. Sensitive to group dynamics and adept at fostering inclusive participation.
  • Experience in public speaking, training, and curriculum facilitation for diverse audiences. Skilled in conflict management, assertiveness, consensus-building, and group facilitation.
  • Track record of cultivating and sustaining collaborative relationships with staff, faculty, students, and community organizations. Effective team player with political acumen to address programmatic needs across systems.
  • Strong verbal and written communication skills. Experienced in writing reports, manuals, protocols, and grants. Skilled in problem-solving and involving others through active listening.
  • Proficient in Microsoft Word, Excel, PowerPoint, case tracking systems, and other university software essential for advocacy and reporting.
  • Able to provide services and crisis intervention during non-business hours. Capable of arriving on campus or at crisis scenes within 45 minutes. Committed to confidentiality and compliance with California Evidence Code section 1035.2(a)(1).

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

  • The budgeted salary range that the University reasonably expects to pay for this position is $68,700- $94,300
  • This is a 100%, full-time (40 hours per week), career position that is eligible for full UC benefits.
  • This position is exempt and paid monthly.
