Supervisor, Facilities Mechanical Systems

Job Summary

Reporting to the assigned department leader, this role is responsible for overseeing the daily operations and maintenance of the central utility plant (CUP), managing staff, monitoring equipment such as computerized operations controls, planning, record keeping, emergency response, ensuring compliance with regulations, and performing complex tasks including mechanical repairs to various HVAC systems.

Primary Duties and Responsibilities

Essential Performance Requirements

  • Researches and analyzes data such as customer design proposal, specifications, and manuals to determine feasibility of design or application
  • Researches, plans, and designs mechanical and electromechanical products and systems, such as instruments, controls, robots, engines, machines, and mechanical, thermal, hydraulic, or heat transfer systems
  • Plans and directs engineering personnel in fabrication of test control apparatus and equipment and in the development of methods and procedures for testing products or systems
  • Directs and coordinates fabrication and installation activities to ensure products and systems conform to engineering design and customer specifications
  • Coordinates operation, maintenance, and repair activities to obtain optimum utilization of machines and equipment; establishes and maintains preventative maintenance schedules
  • Troubleshoots equipment as necessary to identify and correct broken or failing parts and evaluates field installations and recommends design modifications to eliminate machine or system malfunctions
  • Interfaces with contractors and vendors as necessary; ensures contracted work is performed in a timely and safe manner, and adheres to all established policies, procedures, and laws
  • Manages office functions, including task management, job assignments, communication with other staff and faculty, placing orders for parts and supplies, entering data for equipment, and payroll
  • Ensures proper environmental conditions are set throughout the district/campus of assignment
  • Ensures the safe, compliant, and efficient operation of the facilities
  • Maintains in-depth knowledge of all plant equipment and systems, including mechanical, electrical, and computer controlled functions

General Supervision and Management

  • Provides leadership for all assigned direct reports
  • Interviews and recommends suitable applicants for employment and complete required performance evaluations

Service Excellence

  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the mission, values, goals, and principles of the College

Supervision

  • Works under the general supervision of the assigned department leader

Required Minimum Qualifications

  • High School diploma or General Equivalency Diploma (GED) and seven (7) years' working experience related to the Essential Performance Requirements, or any equivalent combination of education and work-related experience
  • One (1) years' experience supervising (e.g., managing, evaluating the performance of others)
  • Valid driver's license with an acceptable driving record

Preferred Qualifications

  • Associates degree or 60+ college hours in Environmental Science, Engineering, Waste Water Treatment Technology, or closely related field
  • At least one (1) year’s working experience in mechanics and/or instrument repair
  • Current Certified Pool Operator (CPO) certification
  • Current Environmental Protection Agency (EPA) certification
  • Current HVAC certification, maintenance electrician license and/or apprentice plumber’s certificate

Knowledge, Skills and Abilities

  • Knowledge of the design, function, and maintenance requirements for all plant equipment, such as pumps, generators, turbines, valves, and computerized control systems
  • Knowledge of modern preventive maintenance programs, troubleshooting methods, and diagnostic techniques
  • Skilled in excellent customer service and interpersonal relationships
  • Skilled using HVAC Control Systems (e.g. Reliable and Johnson Controls), computerized applications, and enterprise systems, including word processing, spreadsheet, and presentation software
  • Ability to work effectively in a collaborative environment
  • Ability to understand how changes in one area impact the entire plant operation and make informed decisions accordingly
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations under pressure during emergencies or unexpected operational challenges
  • Ability to train others in safety protocols and safe workplace practices, including lockout/tagout procedures, confined space entry, and handling hazardous materials
  • Ability to work irregular hours, including evenings and weekends to address emergencies or urgent repairs
  • Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables

While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. The employee is occasionally required to stand, walk, and climb or balance. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The position requires the stamina to perform various physically taxing tasks and in potentially taxing environments.

Work Environment
The work environment characteristics described here are representatives of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock, chemicals, fumes, gases, vibrations, and inclement weather conditions. The noise level in the work environment may be loud and require use of personal protective equipment.
