Job Description

PURPOSE AND SCOPE:
The Analyst, Police Department (PD) Threat Assessment reports to the Manager, PD Threat Assessment and conducts behavioral threat assessments and manages cases to prevent acts of targeted violence that pose a threat to the campus community. The position provides support to the Manager, Threat Assessment to mitigate threat and risk incidents through prevention, intervention, and management.

ESSENTIAL JOB FUNCTIONS:

  1. Conducts behavioral threat assessments on individuals who display behavior that may pose a threat to the LSC community, reports findings, mitigates risk/threat, conducts follow-up, maintains records, and manages cases. This includes, but is not limited to, conducting interviews with subjects of concern and other involved parties, conducting home visits, conducting Open-Source Intelligence research, performing phone/computer/device dumps, and using Structured Professional Judgement Tools (SPJ's) to make informed decisions regarding level of risk
  2. Assists in screening and managing threat assessment reports to assess and identify levels of concern and priority and use judgment to determine an appropriate response, which may include involving Lone Star College Police Department personnel, may be required to be available for emergencies after hours and on weekends regarding threat cases
  3. Collaborates with multi-disciplinary stakeholders across the LSC System and in the community to review, identify, and develop specific intervention and prevention strategies. Directly interacts with department heads as part of the multidisciplinary practice of Behavioral Threat Assessment and Management. Provides guidance on best next steps and provides training as it pertains to the safety of our campus community
  4. Collects and organizes information to facilitate communication and monitors all data sources for quality assurance
  5. Reviews Maxient and CrimeStar cases, and other databases, as directed, daily
  6. Works alongside the Criminal Investigations Unit when both a criminal investigation and behavioral threat assessment occur
  7. Conducts Registered Sex Offender reviews, as assigned
  8. Conducts Criminal Trespass Warning reviews, as assigned
  9. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Public Safety Policy and Crime Statistics
  10. Assure compliance with threat assessment and law enforcement professional ethical standards
  11. Maintain compliance with rules, regulations, and privacy requirements relating to sensitive records under FERPA, HIPAA, CLERY, Title IX, and Law Enforcement databases
  12. Responsible for other reasonable, related duties, as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong understanding of mental health issues, behavioral threat assessment and management methodologies, and crisis intervention techniques
  • Excellent written and verbal communication skills
  • Ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through appropriate communication methods for a diverse group of internal and external constituents, using both technical and non-technical language
  • Ability to provide credible testimony in a court of law
  • Proficient analytical skills, including the ability to analyze a variety of data, determine validity, draw conclusions, and make recommendations
  • Proficient use of Google Suite, Microsoft Office Work, Excel, and PowerPoint
  • Ability to meet deadlines, work with complex systems, balance multiple priorities, and ensure a high level of accuracy in work products
  • Ability to work with users at all levels of experience as a team member and as a self-motivated sole contributor
  • Ability to handle highly sensitive information and maintain confidentiality
  • Ability to effectively foster and maintain a professional, positive, and productive work environment
  • Ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information
  • Ability to effectively use social media platforms
  • Above average skills in computer and database applications

PHYSICAL ABILITIES:
The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as typewriters and record boxes. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity.

WORK SCHEDULE AND CONDITIONS:
Equipment used includes radio transmitter, body camera, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment.
Interface with internal and external contacts as needed to carry out the functions of the position
Work is mostly performed in a climate-controlled office with minimal exposure to safety hazards. When in the field conducting home visits, you may be exposed to potential safety hazards. There may also be some exposure to outdoors.
Work will require some on-call response

REQUIRED QUALIFICATIONS:
Bachelor's degree and at least 3 years of related experience, or an equivalent combination of education and experience
Bachelor's degree in psychology, social work, criminal justice, higher education administration, or a related field

PREFERRED QUALIFICATIONS:
Experience working with juveniles and/or young adults
Prior experience using structured professional judgement tools or other evidenced-based practices to assess behavioral threats (resumé must include which tolls/practices used)
Certification in threat assessment and management, crisis intervention, or related fields

Salary
Hiring salary range is $51,761 - $59,526
