Utility Engineer Manager (Johns Hopkins Facilities & Real Estate)

Under general supervision of the Director, Energy and Engineering, we are seeking a Utility Energy Manager (UEM) who will oversee the operations, maintenance, and strategic planning of energy systems to ensure reliable, cost-effective, and efficient service. Key responsibilities include managing staff, conducting energy audits, implementing energy conservation programs, ensuring regulatory compliance, and overseeing maintenance and repairs. The role requires strong technical knowledge of energy systems, financial acumen for budgeting, project management skills, and excellent leadership and communication abilities. Key responsibilities include tracking, budgeting, billing and procurement of utilities; managing Energy personnel; coordinating and collaborating with the Office of Sustainability on energy conservation and sustainability goals and requirements; and ensuring regulatory compliance.

General Summary

Responsible for providing daily supervision and guidance to the Energy Team to ensure their work is completed to the highest standards and within the agreed timeframe. The UEM will be responsible for managing resources, scheduling work, and ensuring that all regulations and standards are met. The role requires strong leadership, technical knowledge, and organizational skills to support business objectives.

Specific Duties & Responsibilities

  • Monitor utility systems to ensure smooth and efficient functioning; work with shops and plant personnel to schedule routine maintenance, and coordinate repairs to prevent failures, maintain infrastructure integrity and improve energy efficiency and sustainability.
  • Develop and implement long-term strategies and initiative for energy conservation, cost reduction, and sustainability initiatives to meet organizational goals.
  • Prepare and manage the utility/energy budget, monitor expenses, and identify opportunities to lower costs through energy efficiency and conservation programs.
  • Ensure operations comply with all relevant environmental, safety, and regulatory standards. Prepare and present reports on performance, efficiency, and compliance to stakeholders.
  • Lead projects from planning to completion, including the implementation of new technologies and system upgrades, often coordinating with cross-functional teams.
  • Map and guide the necessary path to Decarbonization on Homewood campus by 2040.
  • Monitor energy usage and performance metrics, maintain energy management databases, and use data analytics to identify areas for improvement.

Minimum Qualifications

  • Bachelor’s Degree.
  • Five years of experience in energy management and sustainability.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Bachelor's Degree in Engineering, Energy Management, or a related field.
  • Deep knowledge and understanding of energy systems, efficiency technologies, and utility management principles.
  • Proven ability to lead and motivate teams, manage personnel, and make critical decisions.
  • Strong skills in planning, executing, and closing projects, including managing timelines, scope, and expectations.
  • Skills to prioritize tasks, manage multiple projects, and ensure timely completion of activities.
  • Excellent analytical skills to review data, identify issues, and develop effective solutions.
  • Capacity to identify issues, analyze causes, and implement effective solutions.
  • Strong written and verbal communication skills to present findings, coordinate with teams, and interact with stakeholders.
  • Excellent communication and interpersonal skills, with the ability to work effectively with trades staff, suppliers, and vendors.
  • Understanding of financial principles, budgeting, and the ability to align energy strategies with business goals.
  • Proficient with Microsoft software suite.
  • Ability to read and interpret technical drawings and specifications.
  • Familiarity with energy management systems, data analytics tools, and other relevant software.
  • Ability to work under pressure and manage multiple projects simultaneously.
