POSITION OVERVIEW

College of Marin is seeking a visionary, equity-minded leader to serve as the Associate Vice President of Counseling and Support Services. This senior-level position plays a critical role in advancing student access, retention, and success by overseeing a comprehensive suite of student support programs. Reporting to the Assistant Superintendent/Vice President of Student Learning and Success, the Associate Vice President provides strategic leadership in the integration and continual improvement of counseling, mental health, and student support services aligned with the College's mission to promote educational excellence and social equity.

The ideal candidate will bring a deep understanding of student development, a commitment to equity and inclusion, and a proven ability to lead transformative initiatives in a collaborative, student-centered environment. This is a unique opportunity to shape the student experience at a forward-thinking community college nestled in the heart of Marin County.

Under general direction, plans, organizes, directs and integrates instruction and operations of the programs, services and activities of assigned Student Learning and Success division programs, services and activities; directs the planning, implementation and evaluation of a variety of programs and services to support student enrollment, retention and transfer or graduation; provides leadership, planning, evaluation and continual modernization of student services and programs in accordance with the District's mission, goals and objectives; represents the District and oversees or participates in K-12 partnerships, alignment and partnerships with four-year institutions, regional consortiums, workforce development groups, and other state and regional industry groups; ensures compliance with all applicable laws, rules, regulations, and accreditation recommendations and standards; provides highly responsible and complex professional assistance to the Vice President of Student Learning and Success in areas of expertise; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Associate Vice President (AVP) of Counseling and Student Services is distinguished from the Dean of Student Support and Success class in that the former directs and manages student support programs and services. The incumbent supervises the Associate Dean of Student Services, Activities and Advocacy, Associate Dean of Student Services Kinesiology & Athletics, Director of Student Accessibility Services, Director of Student Support Program & Services, including tutoring, counseling, transfer and career center and learning communities. This position is also designed as a deputy Title IX coordinator in the absence of the Title IX coordinator.

Essential Functions

Plans, implements and evaluates short- and long-range strategies, goals and objectives for assigned Student Support and Success division and related departments including annual program plans, goals and objectives, and related resources including staffing, technology, fiscal and facilities utilization, accreditation, student learning outcomes, program review and related programs; with senior administrative staff, Academic Senate and other groups, designs and recommends student academic support services and activities that comply with and foster advancement of Equal Opportunity policies and services.
Plans and directs the development and delivery of all-inclusive student support, educational planning and intervention programs/services; ensures student access to academic and targeted support services from pre-enrollment through completion or transfer to remove barriers to educational goals; directs the development and implementation of supportive programs including learning communities, tutoring and learning centers, educational and financial support services to students and behavioral intervention programs; ensures student eligibility criteria is accurate and applied in a fair and equitable manner; ensures program tracking and reporting support funder/reimbursement requirements and advocates for adequate levels of general funding.
Plans, organizes, directs, controls, integrates and evaluates the work of division and department directors, faculty, classified managers and staff in assigned division; directs and manages the selection, onboarding and orientation of full- and part-time faculty and divisional staff; coordinates associated processes with Human Resources and in compliance with collective bargaining agreements, District policies and established procedures.
Oversees and ensures the timely evaluation of classified staff; encourages continuing professional development; works with employees on performance issues; oversees staff, students and community conflict resolution and grievance processes.
Plans, projects and recommends short- and long-range staffing and student support resource requirements; contributes to the development of annual budgets and resource allocation; researches, develops, recommends, implements and evaluates externally-funded initiatives and opportunities; ensures compliance with external funding guidelines and all legal mandates; manages and directs development, implementation and evaluation of work processes, systems and procedures to achieve annual goals, objectives and work standards.
Facilitates grant and external funding; identifies and oversees application processes; ensures proposals meet funding agency requirements and priorities; ensures accuracy of fiscal management processes including budget planning, expenditure management, auditing and appropriate usage of grant funds; develops and submits mid-year and annual budgets to the District, State Chancellor's Office and other funding sources; ensures District compliance with mandated program and reporting initiatives, requirements and regulations.
Through subordinate directors and managers, ensures grant-funded student support programs provide equitable access to education for disproportionately impacted student populations; oversees the collection and analysis of planning data and works with directors on the development of programs, projects and grant coordination; ensures District, state and federal guidelines are met; monitors grants to ensure spending targets are met and fiscal operations comply with District, State Chancellor's Office and funding source requirements.
Directly and through subordinate Directors and staff, plans, directs and develops programs to support student academic, physical, mental, financial and basic needs; develops effective partnerships with businesses and industries to develop and implement student support services and programs that provide career mobility through flexible service delivery modalities that support access and equitable student outcomes; identifies barriers to entry and academic completion including conducting quantitative and qualitative needs assessments and develops customized student support solutions.
Collaborates with K-12 partners, particularly secondary institutions, to provide matriculation and student support services for dual enrollment and other career pathways; develops student support services and programs from junior high school through employment or transfer; develops and implements summer, first-year and transfer experiences.
Works with advisory boards and attends advisory board meetings; assists with the institutional accreditation process and accreditation processes for individual programs.
Advocates for the use of technology to deliver services to students, while reserving human resources to provide personal assistance and developmental activities for students; provides leadership to the college community with the implementation of student information system student modules and is responsible for testing student information system module upgrades.
Participates in overseeing academic integrity, student behavior, administration of due process and student discipline, the student appeal process, and the District's responses to informal and formal grievances.
Participates in participatory governance consultations and collaboration with the Academic Senate and other faculty groups on a variety of institutional issues; provides guidance to and receives recommendations from the Academic Senate and other representative organizations, as applicable, regarding planning, implementing and reviewing student success programs, services, activities and related matters.
With department administration and staff, ensures compliance with California Code of Regulations Title 5, accreditation standards, Board Policies and Administrative Procedures; oversees and participates in reviewing equity, workforce training and program outcomes and assessments; develops and updates reports and data-tracking success measures for enrollment, student financial support, and programs in area of responsibility; ensures timely and accurate reporting of mandated reports and data.
Makes presentations to the Board of Trustees, Executive Leadership and other groups; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars; serves as the institutional liaison to K-12 and four-year institutions, to local, state and federal economic and workforce training agencies and partner organizations.
May act in the absence of the Assistant Superintendent / Vice President of Student Learning and Success.
Performs related duties as assigned.

OTHER DUTIES

As assigned to Associate Vice President of Counseling and Student Services: Plans, manages and implements a variety of Counseling programs and services to support student academic success, ensures student access to academic and personal counseling from pre-enrollment through completion or transfer; directs student assistance with matriculation support including course selection, orientation and access to support services. Oversees the activities of the Transfer and Career Center, Tutoring and Learning Communities. Responsibilities have a strong emphasis on student success and completion, collection and reporting of student information, and typically require adherence to complex federal and state funding and reporting rules, regulations and reporting requirements. Student learning support programs, pursuant to proper course articulation policies and standards, student diversity, student needs, and program requirements, and in collaboration with department chairs, faculty and other staff as appropriate; develops, analyzes and implements curriculum standards to meet student needs; provides technical advice on changes and modifications of curriculum and transfer articulation proposals; collaborates with academic and student support program managers, faculty and appropriate staff to build, foster and advance student-centered programs, services and activities. Through subordinate Associate Dean of Student Activities and Advocacy, direct, plan and ensure the management programs and services that support student extracurricular activities and the Child Study Center to ensure holistic care, wellness and the safety of all students. Through subordinate Associate Dean of Kinesiology & Athletics, direct, plan and ensure the management of Kinesiology & Health Education, Athletics, Adapted Physical Education, and the Student Health Center programs and services. Through subordinate Director of Student Accessibility Services, direct, plan and ensure the management of student accessibility, mental health services, educational assistance classes, and District compliance with all laws and regulations pertaining to students with disabilities. Through subordinate Director of Student Support Programs & Services, direct, plan, and ensure the integration of services and operations across a broad student support network, including EOPS, CARE, CalWORKs, NextUP, Undocumented Student Services, and Rising Stars - Juvenile Justice (RS-JJ) programs. May act in the absence of the Title IX Coordinator. Supports the District's Title IX Coordinator in developing trainings and initiatives to prevent student harassment and discrimination; develops complaint resolution process and coordinates activities and reporting requirements with other departments; perform Title IX intake meetings and oversee investigations as designee.

Education and Experience:

Possession of a master's degree from an accredited college or university; and Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be a master's degree within one of the instructional areas' disciplines, and three years of increasingly responsible experience as an academic administrator or in a faculty leadership role; or The equivalent; and Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.

Desired Qualifications:

Three years of increasingly responsible experience as an academic administrator or in a faculty leadership role that included curriculum and student support program development and budget development and management responsibilities. A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Advanced mastery of theory, principles and methods of academic disciplines relevant to the assigned division. Accreditation standards of the Accrediting Commission for Community and Junior Colleges and Western Association of Schools and Colleges. CONDITIONS OF EMPLOYMENT

Criminal Justice/Fingerprint Clearance. SELECTION PROCESS

Supplemental & Salary Information

CLASSIFICATION CATEGORY & RETIREMENT PLAN

The Associate Vice President of Counseling and Support Services is an educational administrative position, in compliance with all applicable sections of the California Education Code. Educational administrators also participate in the California State Teachers' Retirement System (CalSTRS) through District and employee contributions. Educational administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.

SALARY INFORMATION

FLSA Status: Exempt Salary Grade: Management Level M48 Full Salary Range: $187,560 - $238,632 annually Starting Salary Range: $187,560 - $200,916 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step. Please refer to the Management Salary Schedule on our Human Resources website for detailed information.

Marin Community College District (MCCD) offers a generous suite of health, welfare, and fringe benefits for benefit-eligible Educational Administrators, including: Medical Insurance: The District offers six plan options through Kaiser and Blue Shield.
