Dr. Paul McFarland serves as an Adjunct Lecturer in the School of Humanities, Arts, and Social Sciences at the University of New England (UNE), Armidale, Australia. He previously held the position of Lecturer and Course Coordinator for the Urban and Regional Planning programs at UNE since 2005. His academic qualifications include a PhD from UNE with the thesis titled "Peri-urban planning in an age of limits," a Graduate Certificate in Higher Education from UNE, a Bachelor of Management (Farm Business) with Honors from the University of Sydney, and a Bachelor of Applied Science (Environmental Planning) from Charles Sturt University. McFarland is recognized as a Fellow of the Planning Institute of Australia (PIA Fellow) and a Member of the Institute of Australian Geographers (MIAG). He currently holds the role of Honorary Treasurer for the IAG and serves on the NSW Planning Institute of Australia Committee.
McFarland's research and teaching focus on regulatory planning, particularly peri-urban land use planning within Australian contexts such as New South Wales. Notable publications include "The Peri-urban Land-Use Planning Tangle: An Australian Perspective" (2014, International Planning Studies), "Taking a De-Binarised Envirosocial Approach to Reconciling the Environment vs Economy Debate: Lessons from Climate Change Litigation for Planning in NSW, Australia" (2014, Town Planning Review, with Robyn Bartel and Colin Hearfield), "The Best Planning System in Australia or a System in Need of Review? An Analysis of the New South Wales Planning System" (2011, Planning Perspectives), "Planning Reform as a Catalyst to Advance E-Planning" (2015), and "Communication is a Fundamental Component of a ‘Good’ Planning System" (2024). He has delivered seminars at UNE, such as "Adapting Peri-urban Planning to a Post-Productivist Landscape" (2015), and presented at conferences including on land use regulation in an age of limits. McFarland has mentored students who have pursued successful careers in planning, contributing significantly to professional planning education at UNE.
