Troy Rawlins serves as an Associate Professor in the School of Safety, Security & Emergency Management at Eastern Kentucky University. He earned a Bachelor of Science and a Master of Public Administration from Kentucky State University, followed by a Doctor of Education from Spalding University. Prior to his academic career, Rawlins accumulated over 16 years of professional experience in occupational safety, encompassing regulatory compliance, voluntary compliance efforts, and roles within higher education. He joined Eastern Kentucky University as an Assistant Professor and was granted tenure and promotion to Associate Professor in 2020. His expertise centers on safety and health leadership and management within the public sector, as well as examining the impacts of safety and health practices on safety professionals themselves.
Rawlins has made notable contributions to the literature in occupational safety and emergency management. He co-authored the textbook Principles of Occupational Safety Management (2017, Cognella Academic Publishing) with Ron Dotson, Earl Blair, and Scott Rockwell. Additionally, with Rifath Ali, he contributed chapters to the Encyclopedia of Security and Emergency Management, including “Investigations: Environmental Pollution-Dumping” (2020) and “Occupational Safety and Health Administration (OSHA)” (2019). Rawlins and Ali also published “Evaluating the Impact of Hybrid/Blended Instructional Design on Muslim Student Performance Scores in a Traditional On-Campus Course” (2017) in the Online Journal of Distance Learning Administration, detailing a pilot study that improved academic outcomes for students in an occupational safety and health course through Adobe Connect integration. In collaboration with David Stumbo, he presented initial findings from an “Occupational Safety Internship Study” at the 2020 University Presentation Showcase. Rawlins’ scholarship emphasizes practical applications in safety education, innovative pedagogy, and public sector safety challenges.
