Benefits
Functional content and remuneration positioning: The general functions of teachers in polytechnic higher education as described in article 2º-A and paragraph 4º of article 3º of the ECPDESP. The remuneration position will be determined in accordance with the provisions of Decree-Law Nº. 408/80, of 18 November, with subsequent amendments.
Eligibility criteria
10. Criteria for selecting and assessing candidates: In accordance with ECPDESP's 15.º-A and article 22.º of the RCCPDIPS, the general parameters for the assessment and ranking of candidates, aimed at ascertaining the merit of the candidates for the duties to be performed, to which the indicated weighting (%) has been assigned, are as follows:
- Technical-Scientific and Professional Performance Component (CDTCP) relevant in the scientific area in which the competition is open: 40%;
- Pedagogical Capacity component (PC) relevant in the scientific area in which the competition is opened: 40%;
- Other Activities Component (COA) relevant to the institution´s mission: 20%.
Selection process
For each evaluation component, the Selection Committee decided to include items that best reflect the scope of the parameter being assessed, for which the corresponding scoring criteria have been established, as set out below:
10.1 - Technical-Scientific and Professional Performance Component (CDTCP):
a) Academic Training (FA):
- Bachelor´s degree - 3 points.
- Master´s degree - 5 points.
- Doctoral degree or specialist title (DL 206/2009 of 31 August) - 10 points.
- Postgraduate course - 3 points.
b) Quality and Dissemination of Research Activity Results (RAI):
- Authorship of peer-reviewed scientific books: - Up to 6 points per book published by international publishers; up to 3 points per book published by national publishers. The score awarded shall take into account the reputation and recognition of the publisher and its relevance to the disciplinary area of the competition.
- Authorship of chapters in peer-reviewed scientific books: - Up to 3 points per chapter published in a book issued by an international publisher; - Up to 1.5 points per chapter published in a book issued by a national publisher. The score awarded shall take into account the reputation and recognition of the publisher and its relevance to the disciplinary area of the competition.
- Authorship of scientific articles published in indexed journals, using Web of Science/Scopus, as reference: - Up to 10 points per article published in a Q1 (first quartile) indexed journal, as first or last author; - Up to 8 points per article published in a Q2–Q4 (second to fourth quartile) indexed journal, as first or last author; - Up to 6 points per article published in a Q1 indexed journal, as a co-author (non-leading author); - Up to 4 points per article published in a Q2–Q4 indexed journal, as a co-author (non-leading author). The score awarded shall also take into account the disciplinary area of the competition.
- Authorship of scientific articles published in non-indexed journals: - Up to 1.5 points per article as first or last author; - Up to 0.5 points per article as a co-author (non-leading author). The score awarded shall also take into account the disciplinary area of the competition.
- Technical publications: - Up to 1.5 points per publication, to a maximum of 30 points.
- Participation in scientific events with presentation of papers:
- Publications in proceedings with indexation: - Up to 1.5 points per article; - Up to 0.5 point per abstract. The score awarded to each article shall take into account its indexing status in the ISI/Web of Science database and its relevance to the disciplinary area of the competition;
- Oral/poster communication: Up to 1/0.5 points per oral/poster communication at technical-scientific events. The score to be awarded to each communication shall take into account the existence of scientific arbitration up to a maximum of 30 points;
- Participation as a guest speaker in scientific events: Up to 2 points per participation in events;
- Participation as a guest moderator in scientific events: - Up to 1.5 points per participation in events.
- Participation in organization committees/scientific committees of technical-scientific event: - Up to 3 points per event within the disciplinary area of the competition.
- Coordinator/editor of scientific publications with refereeing and legal deposit ISBN/ISSN: - Up to 3 points per book or journal, taking into account its relevance to the disciplinary area of the competition, the reputation and recognition of the associated publisher, or its indexing in the ISI/Web of Science database.
- Reviewer of scientific articles submitted to journals — Up to 1 point per article and/or journal, up to a maximum of 20 points. Publications indexed in the ISI/Web of Science database shall be used as the reference standard for evaluation purposes.
- Evaluator of scientific research projects: 5 points per call for funding programmes. As a reference, the assessment of international research projects will be taken into consideration.
- Relevant professional activity in the subject of the competition: - Up to 1 point per year of professional activity, up to a maximum of 10 points.
- Other activities considered relevant by the jury - Other activities that demonstrate the candidate's technical-scientific performance shall be valued, up to a maximum of 10 points.
c) Quality of Research Projects and Contracts (PCI):
- Responsible for research and development projects funded by international programmes: - Up to 6 points per project year if the candidate is responsible for the project; - Up to 4 points per project year if the candidate is responsible for the institution's participation in the project; if necessary, the points shall be awarded in proportion to the number of twelfths completed;
- Member of research and development projects funded by international programmes: - Up to 2 points per project year; if necessary, points shall be awarded in proportion to the number of twelfths completed. The points awarded under this heading cannot be accumulated in the same project with the points awarded under 1);
- Responsible for research and development projects funded by national programmes: - Up to 3 points per project year if the candidate is responsible for the project; - Up to 2 points per project year if the candidate is responsible for the institution's participation in the project; if necessary, points shall be awarded in proportion to the number of twelfths completed. The score awarded shall take as its reference a 36-month research project funded by the Foundation for Science and Technology (FCT);
- Member of research and development projects funded by national programmes: Up to 1 point per project year; if necessary, points shall be awarded in proportion to the number of twelfths completed. The points awarded under this heading cannot be accumulated in the same project with the points awarded under 3).
d) Academic Work Guidance (OTA):
- Guidance within the scope of studies leading to a doctoral degree: 5/1 points for each doctoral programme completed /in progress.
e) Knowledge Transfer (TC):
- Patents and prototypes – 5 points per international patent and 2.5 points per national patent. Only cases with finalised registration and approval processes shall be considered.
- Actions contracted or protocolled with external companies or institutions, funded – 2 points per action/year as a person responsible and 1 point for action/year as participant.
f) Awards, Scholarships and Distinctions (PBD):
Scientific and academic awards, scholarships and distinctions from scientific societies or public and private entities – Up to 3 points per award, scholarship or distinction. Awards, scholarships or distinctions of a technical-scientific nature, awarded in national or international competitions, by research entities or bodies, scientific societies or by public and private entities of recognized merit shall be considered.
10.2 Pedagogical Capacity Component (PC):
a) Teaching Functions (FD):
- Number of semesters of teaching experience: – 1.5 points for each semester, up to a maximum of 30 points.
- For each different curricular units taught, per academic year, in the area for which the competition is open or related areas: - 4 points. A curricular unit of 5 ECTS/Semester/and/or4 hours/week shall be used as the standard.
- For each curricular unit responsibility (reference 5 ECTS/Semester/and/or4 hours/week), per academic year will be used as standard): - 3 points 1 st time/1 point thereafter;
- Participation in committees/working groups in the preparation and creation/adaptation of study plans – 3 points per course.
b) Participation in Juries (PJ):
- Participation in doctoral and master's degree juries, as an examiner/rapporteur – 3/1.5 points per doctoral/master's degree jury.
- Participation in doctoral and master's degree juries, as a jury member – 1/0.5 points per doctoral/master's degree jury.
- Participation in Bachelor´s degree/ Technological Specialization Course/Other juries: - 0.5/ 0.25/0,25 points per jury of Bachelor´s/Technological Specialization Course (CTESP)/Others.
c) Guidance of Dissertations and Works Leading to Academic Degree (ODT):
- Studies leading to a master's degree or equivalent completed – 2 points per guidance.
- Studies leading to a bachelor's degree completed – 1 point per guidance, up to a maximum of 20 points.
- Studies leading to a Higher Professional Technical Course (CTESP)/Other completed – 0.5 points per guidance, up to a maximum of 10 points.
10.3 —Other Activities Component (COA) considered relevant to the Institution's Mission:
a) Exercise of Academic Positions and Duties (CFA)
- Holding unipersonal management positions: – 50 points per year in office in the case of the institution's top manager; 40 points per year in office in the case of the Director of an Organisational Unit or equivalent. The statutory positions in the institutions where the position was held shall be taken into account, taking into account their statutory hierarchy. If necessary, points shall be awarded in proportion to the number of twelfths completed;
- Participation in collegiate bodies: - 30 points per year in office for chairmanships; - 25 for vice-chairmanships; - 12 points per year in office for elected members with the role of secretary of the body; - 10 points per year in office for elected members (not cumulative with the previous scores); - 20 points per year in office for department coordination or equivalent; - 15 points per year in office for head of department or institutional laboratory(ies) or equivalent; - 15/7.5 points per year in office for course director/vice-director or equivalent. The statutory positions in the institutions where the position was held shall be taken into account. Examples of these are the governing bodies, the Management, the General Board, the Scientific Board and Pedagogical Board. Base scores for non-specified positions shall be scaled according to the dependence and functional equivalence of the position in relation to the reference bodies. If necessary, points shall be awarded in the proportion to the number twelfths completed;
- Other positions and duties by appointment: - 45 points per year in office in the case of Vice-President of the institution or equivalent; 35 points per year in office in the case of Deputy Director of an Organisational Unit or equivalent and Pro-President of the institution or equivalent. In all other positions, points shall be awarded based on the standard described in 1) and 2) and the principle of analogy of duties. If necessary, points shall be awarded in the proportion to the number of twelfths completed.
b) Extension Activities and Others (AE+AEI+AF+PAS+PPO)
With regard to the scientific area in which the competition is open, the following shall be considered: AE — Extension Activities; AEI — Activities Relevant to Teaching and Research, namely Service to the Community within the scope of the Institution's Mission, Cooperation and Consultancy Services; AF — Training Activities for School Audiences (Elementary and Secondary Education) and Continuous Training of Professionals in Various Areas; PAS — Participation in Projects and Actions of Social Interest; PPO — Participation in National and International Projects and Organizations of Scientific, Professional or Cultural Interest - 1 point/activity/year shall be awarded, up to a maximum of 5 points.
11. Procedures and timetable for the competition: the procedures and rules applicable to the competition are those set out in the RCCPDIPS.
11.1 — The applications of the candidates admitted to the competition shall be assessed in accordance with the approved parameters, items and weightings.
11.2 - According to the grid in point 10, each member of the jury values each of the sub-components for each candidate.
11.3 — The results obtained from the application of the rules defined in point 11.1 shall be relativised as follows: in each sub-component, the candidate with the highest number of points obtained shall be given a value of 100; the remaining candidates shall be given a proportional value based on the candidate with the highest number of points.
11.4 — The Final Classification (CF) of each candidate’s assessment is calculated by weighting the various components and sub-components to the formula:
CF = 0.40*CDTCP + 0.40*CP + 0.2*COA
11.5 — By unanimous decision of the jury, parameters and weightings shall be applied to the CDTCP, CP and COA Components in accordance with the formulae below:
CDTCP = 0.1*FA + 0.35*RAI + 0.25*PCI + 0.05*OTA + 0.2*TC + 0.05*PBD
CP = 0.6*FD + 0.2*PJ + 0.2*ODT
COA= 0.4*CFA + 0.6*(AE + AEI + AF + PAS + PPO)
