Scope of Job:
To provide supervision in the operation and administration of a large, complex department or business unit consisting of several administrative areas, to relieve the administrator of a large volume of complex decisions, and to plan and coordinate the activities of the unit. Responsible for managing the personnel and for the operation of a large, complex department or business unit consisting of several administrative areas and for making complex administrative decisions requiring an intimate knowledge of a wide range of regulations, policies, and procedures. Also responsible for fiscal and administrative activities for a large department or comprehensive responsibility for the operation and direction of a smaller department.
Description of Duties:
- Relieves administrator of a wide variety of internal administrative duties which require a thorough understanding of the functions, programs, and policies of the University.
- Provides insight to Supervisor and users with planning ideas, resource utilization, and optimum scheduling routines, arranges best use of human and fiscal resources and carries out multiple simultaneous activities.
- Manages and participates in the development and implementation of the department goals, objectives, policies and priorities for each assigned service area; recommends, within University policy, appropriate service and staffing levels.
- Maintains departmental procedures manuals.
- Plans, directs and coordinates the department work plan; meets with staff to identify and resolve problems; assigns work activities, projects and program areas of responsibility.
- Manages fiscal activities including budget preparation and accounts including expenditure approval, procurement, reporting, budget allocation and cost analysis.
- Determines and recommends options to address budget issues.
- Analyzes data to identify areas of progress or trends; draws conclusions and develops recommendations for management consideration.
- Leads meetings addressing specific operation issues and develops recommendations and action plans towards their solution.
- Interprets and reviews administrative decisions, policies, and internal procedures.
- Participates in the resolution of operating problems.
- May plan, supervise, and schedule the work of a large staff.
- Determines work priorities, evaluates work progress, and ensures the meeting of deadlines.
- Assists in the preparation of the annual budget and/or grant applications and maintains the current status of the same with respect to funds available and obligated.
- Prepares or coordinates preparation of complex reports, which require significant contact with other department or outside organizations.
- Composes complex correspondence, including memorandums, meeting minutes and various reports.
- Serves as a liaison with other departments on policies, procedures, and practices.
- Reports directly to the top administrator in the department.
- Performs related duties as required.
Supervision Received:
Direct supervised by an Assistant VP or similar upper level management.
Supervision Given:
Supervises assigned staff.
Required Education:
Bachelors Degree from an accredited University.
Preferred Education:
Bachelors Degree in Business Administration or related field.
Licenses/Certifications:
None.
Required Experience:
Four (4) year of office administrative or business management experience, specialized experience may substitute for a degree on a one-for-one basis.
Preferred Experience:
Experience within higher education. Supervisory experience.
Equipment:
Personal computer, word processing, spreadsheet, and database software. Standard office machines.
Working Conditions:
Needs to be able to successfully perform all required duties. Indoor office environment.
Other:
Some evening and /or weekend work and travel may be required. Ability to multi-task. Must possess strong interpersonal, oral, and written communication skills. Work requires the application of considerable judgment and discretion.
