Adult Education Programs Director
The Director provides comprehensive leadership and oversight of Adult educational programs, personnel, grants, and budgets to ensure high-quality instruction, operational effectiveness, and continuous improvement. This role is responsible for program planning, performance evaluation, fiscal management, and collaborative partnerships that support student success and organizational goals.
Essential Responsibilities include
Program Leadership and Operations
- Evaluate program effectiveness and student learning outcomes through data collection, analysis, and reporting
- Develop, implement, and maintain procedures for student intake, assessment, placement, and enrollment management
- Oversee program and course offerings, including developing schedules and plan sheets, assigning instructors, and coordinating instructional logistics
- Review and support curriculum development and instructional materials
- Collaborate with marketing and community partners to promote programs and formalize instructional agreements
- Manage customer service and technology operations at the Pearson VUE Test Center
Financial and Budget Management
- Develop and manage program budgets
- Monitor expenditures to ensure fiscal accountability and alignment with funding requirements
Grants and Contracts Administration
- Research and write grant applications
- Develop, manage, and monitor grant budgets
- Administer contracts and subcontracts
- Authorize expenditures and ensure compliance with applicable regulatory and funding requirements
- Provide oversight of grant-funded programs and activities
Personnel Supervision
- Supervise approximately 30 FT & PT direct reports, including staff and instructors
- Oversee hiring, training, and performance evaluation
- Support professional development and performance growth
- Ensure staff and instructors have access to appropriate resources to be successful
This is a full-time, exempt staff position reporting to the Associate Vice President for Workforce and Continuing Education.
Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement. This is an in person position based at our Bel Air campus.

Required Education:
Bachelors Degree
Required Experience:
- Minimum of five years of adult education &/or development experience
- One year of supervisory experience involving oversight of direct reports, hiring, performance management, development, and discipline
- Grant experience
- Budget management experience
Required Knowledge, Skills & Abilities:
- Knowledge of data collection and assessment
- Strong instructional leadership skills
- Experience with data collection, analysis, and assessment
- Ability to work in a diverse and underserved population
- Excellent team management and interpersonal skills
