Afghan Refugee Support Services (ARSS) Specialist
Afghan Refugee Support Services (ARSS) programming enhances the capacity of Maryland's resettlement network by providing employability assistance, English language and vocational training, case management, outreach activities, and other targeted supports. ARSS also incorporates Afghan Refugee School Impact (ARSI) and Afghan Support to Schools (AS2S) activities, offering specialized assistance for Afghan children, youth, and their families to ensure successful educational and career pathways that promote long-term self-sufficiency.
The ARSS Specialist plays a vital role in delivering these services by assessing the needs of Afghan refugees and coordinating referrals, outreach, and case management to ensure clients have access to the tools and support necessary for successful integration into the Baltimore community.
- Assess client needs and develop individualized service plans to facilitate self-sufficiency.
- Provide information to program participants on available community services and assist with referrals to workforce programs, English language classes, and social services.
- Conduct outreach and build strong relationships with local service providers, schools, community organizations, and other stakeholders to expand resources for Afghan refugees.
- Coordinate client registration for relevant programs, including language training and workforce development.
- Liaise with the BCCC Refugee Program Manager to monitor client progress and address barriers to services.
- Document client program enrollment and maintain accurate records, including case notes, in compliance with program and MORA requirements.
- Establish and maintain both virtual and in-person contact with clients, utilizing telephonic interpretation services when needed.
- Collaborate with resettlement agencies and community partners to ensure coordinated case management and service delivery.
- Participate in trainings, events, and community meetings (occasionally outside of regular business hours) to strengthen knowledge of available services and partnerships.
- Assist in developing and distributing culturally and linguistically appropriate outreach materials for Afghan clients and their families.
- Track and report client outcomes and service utilization in alignment with program reporting requirements.
Education: Bachelor's degree in social work, human services, education, or a related field.
Experience: One (1)+ years of professional work experience including administrative roles/tasks which must include the following: Scheduling, Records management, Correspondences (phone, email), Maintaining filing systems (electronic and paper), Partnering with Maryland and Baltimore social service providers, Working with clients with limited English proficiency, Working with refugee or immigrant populations, preferably Afghan clients.
