Job Description
The Assistant Director of Compliance and Budgets supports the planning, implementation, and oversight of financial aid business processes to help the UMKC meet enrollment goals and maintain full federal, state, and institutional compliance. The position oversees federal Title IV processing, manages financial aid fiscal operations, and ensures accurate and timely administration of all federal and institutional aid funds.
Additionally, this role serves as the operational lead for federal aid processing and reconciliation, develops and maintains the annual Cost of Attendance, and collaborates closely with the Associate Director of Financial Aid and Data Systems to ensure effective use of PeopleSoft and related systems. The Assistant Director provides expertise as a high-level end user, troubleshoots processing issues, and ensures optimal workflow for staff and students.
CHARACTERISTIC DUTIES
- Manage Title IV processes including Pell, Direct Loans, FSEOG, and Federal Work-Study.
- Responsible for the oversight and support of specific financial aid programs and compliance such as verification, Federal Work-study, Return to Title IV process, Satisfactory Academic Progress process, Direct Loans, and Pell reporting, overawards, eligibility issues, and escalated processing challenges.
- Collaborate with Associate Director of Financial Aid and Data Systems in planning and implementing the technical set-up of each new financial aid processing year in PeopleSoft to ensure efficiency and compliance.
- Assist with daily management of technical PeopleSoft operations, including running and maintaining multiple processing reports to ensure financial aid operations and staff function in an accurate and efficient manner and troubleshoot any issues that arise.
- Responsible for completing annual financial aid reports including HPL Annual Operating Reports, FISAP, DHE-14 and participating in the A-133 Audit.
- Responsible for implementing strategic initiatives focused on improvements in efficiency, streamlining processes, and increasing customer satisfaction, while also emphasizing the importance of accurate processing through a detail-oriented mindset.
- Assist in the planning and implementation of the student communications process including developing forms, training manuals, and procedures.
- Monitor day-to-day operations of the Financial Aid Office and assist in developing financial aid policies, procedures, and criteria including making informed recommendations of policy and procedure revisions.
- Oversee the supervision of personnel, which includes work allocation, training, and problem resolution. Evaluate performance and make recommendations for personnel actions while motivating employees to achieve peak productivity and performance.
- Develop and maintain relationships with various internal and external customers (i.e., offices within the divisions of student and academic affairs; other domestic higher education institutions, and governmental organizations) to facilitate communication and cooperative efforts that ensure optimal programs and processes in support of university recruitment and retention goals.
- Serve on university and community committees and task forces.
- Duties require supervisory responsibilities and knowledge of federal and state financial aid regulations. Some weekend and potential evening hours may be required to support Financial Aid Office community outreach and orientation activities.
- Monitor fund balances and ensure reconciliation with internal and external systems and manage fiscal budgets for Federal programs, Campus-Based programs, and institutional funds.
- Develop, calculate, and maintain the annual Cost of Attendance components in accordance with federal guidelines.
- Create and promote a service-oriented culture focused on student success.
- Perform other duties as assigned.
Minimum Qualifications
A Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications
- Experience with PeopleSoft Campus Solutions.
- Experience with federal aid reconciliation.
- Supervisory experience.
- Knowledge of accounting principles or fiscal management.
- Experience with compliance reporting.
Anticipated Hiring Range
The anticipated hiring range for this position has been established as $59,737.60-$68,017.20 annually.
Salary is determined by a variety of factors, including but not limited to, the individual's particular combination of education, skills, and experience, as well as organizational requirements.
