Essential Duties & Responsibilities:

  • Strategic Relationship Development: Identify, cultivate, and maintain high-level relationships with external stakeholders; align external interests with institutional priorities; position Dallas College as a trusted partner in workforce development, higher education, and regional prosperity.
  • Community Engagement & Advocacy: Develop and implement engagement strategies that foster trust with diverse communities; inform leadership of community insights and anticipated developments; advocate for Dallas College students, faculty, and programs in public forums; serve as liaison with nonprofit, faith-based, and grassroots organizations; support the Vice Chancellor of External Affairs in building authentic community relationships.
  • Partnership Planning and Strategy: Conduct research and analysis to identify partnership opportunities; design and execute strategies that leverage resources, foster innovation, and address socio-economic gaps; drive measurable community and economic impact.
  • Impact Reporting and Monitoring: Establish systems and metrics to track, evaluate, and report partnership outcomes; ensure transparent reporting to stakeholders; use data to demonstrate alignment with institutional goals and community impact objectives.
  • Relationship Management: Serve as a trusted contact for partners; maintain open communication and responsive engagement; mediate concerns; foster sustainable, long-term collaborations; recognize and celebrate partner contributions.
  • Partnership Model Development & Collaboration: Research best practices and adapt frameworks to Dallas College; develop innovative, sustainable partnership models; facilitate cross-functional collaboration to maximize resources and institutional impact.
  • Executive Support: Provide strategic counsel to the Vice Chancellor of External Affairs and senior leadership; prepare briefing materials, presentations, and reports for internal and external stakeholders; synthesize complex information into actionable recommendations.
  • Data Analysis and Insights: Leverage analytics to evaluate partnerships, measure community impact, and inform strategy; identify trends and community needs to guide proactive planning and resource allocation.
  • Representation: Represent Dallas College at meetings, events, and conferences; effectively communicate the College’s value proposition, role, and impact.
  • Compliance and Stewardship: Ensure compliance with institutional, legal, and ethical standards; oversee stewardship and recognition strategies; demonstrate accountability to sustain partner trust and institutional integrity.
  • Evaluation and Continuous Improvement: Develop and track key performance indicators (KPIs) to assess program effectiveness, participant progress, satisfaction, and completion outcomes; use insights to refine program models and demonstrate ROI.
  • Building and Developing Teams: Responsible for assembling a talented team, fostering a positive work environment, and developing the skills and capabilities of team members.
  • Team Leadership and Operational Oversight: Supervise and develop high-performing teams, manage staffing plans, budgets, and resources to ensure program sustainability and growth in alignment with the college’s strategic workforce development mission.
  • Decision-Making: Make informed and timely decisions that align with the organization’s goals and values.
  • Completes required Dallas College Professional Development training hours per academic year.
  • Performs other duties as assigned.
  • Regular and predictable attendance at assigned work location.

The following essential duties and responsibilities are also required for People Leader positions specifically:

  • Exercise full discretion and decision-making authority in recruitment, selection, hiring, mentoring, coaching, development & performance evaluation of staff, ensuring alignment with applicable laws, college policies, organizational goals, budgetary constraints, and workforce planning strategies.
  • Manage and drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.

Minimum and Preferred – Education, Experience, and/or Certifications:

Minimum Requirements for Position:

  • Bachelor’s degree in Business Administration, Public Relations, Communications, Non-Profit Management, or a related field.
  • 7+ years of relevant experience working within or in partnership with higher education institutions, public sector organizations, or community-based initiatives.
  • Official transcript will be required.
  • Will be subject to a criminal background check. Some positions may be subject to a fingerprint check.

Other Preferred Qualifications for Role:

  • Master’s degree or higher preferred.
  • Bilingual or multilingual preferred.

Knowledge, Skills, and Abilities:

Required Qualifications for Role:

  • Deep understanding of the mission of community colleges and the strategic vision of Dallas College.
  • Proven track record of cultivating and managing high-level relationships with external stakeholders.
  • Strong knowledge of community engagement, public affairs, partnership models, and development strategies.
  • Experience designing and implementing innovative outreach programs that align with institutional goals.
  • Exceptional written and oral communication skills, with the ability to articulate complex information clearly and persuasively.
  • Demonstrated ability to develop and deliver compelling presentations and proposals to varied audiences.
  • Excellent research, analytical, and problem-solving skills, including the ability to interpret data and generate actionable insights.
  • Strong interpersonal and negotiation skills, with the ability to build rapport and influence stakeholders at all levels.
  • Strategic thinking and planning capabilities, with experience managing complex initiatives and workflows.
  • Ability to work independently and collaboratively in a fast-paced, cross-functional environment.
  • Familiarity with best practices in higher education community engagement and relevant state and federal regulations.
  • Familiarity of partnership models, engagement strategies, and student pipeline development.
  • Strong research, analytical, and problem-solving ability; able to interpret data and create reports.
  • Excellent written and oral communication skills; proven ability to prepare and deliver compelling presentations and proposals.
  • Proficiency in Microsoft Office Suite and CRM or similar database systems.
  • Commitment to the mission and values of Dallas College.
