Job Description

Reporting to the Director of the Office for Community Support, Non-Discrimination, Rights and Responsibilities (CSNDR) and University Title IX Coordinator, the Associate Director for Compliance and Title VI Coordinator is responsible for oversight of the University’s compliance with Title VI, as well as overall case management of Title IX Hearings, Appellate Panels, NDAB Determination Panels, and matters subject to the University Committee on Rights and Responsibilities (UCRR) Fact-Finding Procedures. The Associate Director works closely with the Director of CSNDR and University Title IX Coordinator, the Title IX Hearing Chair, and the Director of the Office for Dispute Resolution (ODR) on application of the University’s Policies and Procedures addressing sexual harassment, other sexual misconduct, and the University’s Non-Discrimination and Anti-Bullying Policies and Procedures (NDAB). The Associate Director is also responsible for supporting the University’s administration and implementation of the UCRR Fact-Finding Procedures, including working closely with the President, Faculty Panels, and Appellate Panels.

The Associate Director serves as the supervisor of Deputy Title VI Coordinator and Case Manager as well as anticipated additional supervisory responsibilities within CSNDR’s NDAB and Title IX Compliance Team as the team grows.

Job-Specific Responsibilities:

  • Supporting and advising Hearing, Appellate, and Determination Panels, local Title IX Resource Coordinators, Local Designated Resources (LDRs), personal advisors, and other University groups regarding the applicable Policies and Procedures.
  • Providing logistical assistance to the University President or their designee, and to UCRR Faculty Panels.
  • Supervising the intake of all complaints filed under the NDAB, including those alleging discrimination based on characteristics protected under Title VI (i.e., race, color, or national origin/shared ancestry).
  • Preparing summary materials, notice documents, and other applicable documents/materials for Hearing Panels, Determination Panels, Appellate Panels, and the UCRR Faculty Panels.
  • Playing a lead role in the preparation of an Annual Report published by the Director of CSNDR, which shall include information pertaining to complaints raised under the NDAB.
  • Serving as the primary point of contact, as assigned, for communications, correspondence, and applicable materials for Hearing Panels, Determination Panels, Appellate Panels, UCRR Faculty Panels, local Title IX Resource Coordinators, LDRs, parties and their personal advisors, and witnesses.
  • Developing and implementing internal guidance and resource documents for Hearing Panels, Appellate Panels, Determination Panels, and UCRR processes.
  • Developing and implementing training for personal advisors in Hearing, Appellate, and Determination Panels, and UCRR Faculty Panels.
  • Partnering with the Director of CSNDR and ODR on the development and implementation of training for Hearing Panelists, Determination Panelists, Appellate Panelists, Administrative/Review Board members, and Designees.
  • Offering informational sessions to Title IX Resource Coordinators, LDRs, and other University constituents.
  • Ensuring that all documents are properly processed, consistent with FERPA and community expectations for the handling of sensitive information.
  • Ensuring compliance with University policies and procedures and applicable Federal and state laws and regulations.
  • Serving as a representative for CSNDR to both internal and external constituencies at the direction of the Director of CSNDR and University Title IX Coordinator.
  • Other duties as assigned by the Director of CSNDR.

Qualifications

Basic Qualifications:

Candidates MUST meet the following basic qualifications to be considered for this role:

  • J.D. required.
  • At least eight years of professional experience in civil rights compliance, investigations, or related work.
  • At least three years of experience working in higher education or investigating, advising, or consulting with institutions of higher education. Advanced degree other than J.D. may count toward years of experience.
  • Supervisory experience.

Additional Qualifications and Skills:

  • Excellent legal research, analytical, and writing skills. Strong organizational skills and attention to detail; ability to communicate effectively with faculty, staff, complainants, respondents, witnesses, and others within and external to the University community. Ability to use utmost discretion while working with confidential and sensitive information. Ability to manage diverse and changing priorities and work effectively in a team environment.
  • Familiarity with federal statutes important to post-secondary education (e.g., Title IX, Title VII, VAWA, Title VI, Clery Act, FERPA), experience in the higher education environment, and/or fluency in different languages a plus.

Work Format Details

This position has been determined by school or unit leaders that some of the duties and responsibilities can be effectively performed at a non-Harvard location. The work schedule and location will be set by the department at its discretion and based upon operational needs. When not working at a Harvard or Harvard-designated location, employees in hybrid positions must work in a Harvard registered state in compliance with the University’s Policy on Employment Outside of Massachusetts. Additional details will be discussed during the interview process. Certain visa types and funding sources may limit work location. Individuals must meet work location sponsorship requirements prior to employment.

Salary Grade and Ranges
