Doctor Fernando Manuel Gomes Remião, Associate Professor with full professorial status at the Faculty of Pharmacy, University of Porto, and Vice-Rector of the same university:
Following my Order issued of 20 August 2026, by delegated power under Ordinance no. 10012/2026 published In the Official Gazette (Diário da República), 2nd series, no. 153 of 10 August, this call for applications is published for one position of Associate Professor to the disciplinary area of Mining Engineering at the Faculty of Engineering of the University of Porto. The application procedure will remain in force for a period of thirty working days as from the working day immediately following the publication of this Notice in the Official Gazette.
1. Applicable legal provisions
Articles 37 to 51, 61 and 62-A of the University Teaching Career Statute (ECDU), republished by Decree-Law no. 205/2009 of 31 August, and amended by Law no. 8/2010 of 13 May, and the Regulation on Competitions for the Recruitment of Full, Associate and Assistant Professors of the University of Porto (hereinafter referred to as the Regulation), approved by Order no. 12913/2010, published in the Diário da República, 2nd series, no. 154 of 10 August and amended by Deliberation (extract) no. 380/2019, published in the Diário da República, 2nd series, no. 64 of 01 April.
2. Administrative admission requirements for the competition
To hold a PhD degree for more than five years, counted up to the day preceding the expiry of the deadline for the submission of applications, under the terms of Article 41 of the University Teaching Career Statute (ECDU).
Holders of academic degrees awarded by foreign higher education institutions must hold recognition of the doctoral degree, under the terms of Decree-Law no. 66/2018 of 16 August, in its current wording, by the date of expiry of the period granted for entering into the contract.
3. Approval on absolute merit
3.1. In the absence of grounds for rejection of applications, the Jury shall deliberate on their approval or non-approval on absolute merit, by reasoned nominal vote, abstentions not being permitted.
3.2. A candidate shall be deemed approved on absolute merit if approved by an absolute majority of the voting members of the jury.
3.3. Approval on absolute merit of candidates depends on their possessing an overall curriculum vitae which the jury considers, on reasoned grounds, to display scientific and pedagogical merit, research capacity and activity carried out, compatible with the disciplinary area for which the competition has been opened, capable of integrating the specific educational and scientific offer of the disciplinary area and appropriate to the respective academic rank, duly documented in the information submitted with the application.
3.4. For the purposes of the assessment referred to in the previous point, the favourable vote must be based on the cumulative fulfilment of the following circumstances or requirements of a qualitative and quantitative nature:
- a) Hold a Ph.D. in the field of Mining Engineering, or in another field deemed appropriate;
- b) Have published at least 20 articles indexed in the Web of Science Core Collection (SCIE/SSCI/AHCI/ESCI) or in Scopus over the past 10 years;
- c) Have an overall academic record whose merit, in the jury’s opinion, demonstrates scientific and pedagogical excellence, research capacity, and professional activity, evidencing suitability for the duties corresponding to the position of Associate Professor in the field of Mining Engineering, in accordance with the comprehensive evaluation set forth in this call for applications.
4. Evaluation and ranking on relative merit
Once the candidates approved on absolute merit have been definitively identified, they shall be ranked on relative merit, on the basis of the dimensions and ranking criteria, their respective weighting and the final valuation system, established in accordance with the provisions of No. 6 of the Article 50 of ECDU and Article 15 of the Regulation.
4.1. Assessment methodology
Candidates approved on absolute merit shall be subject to a curricular assessment, having regard to the general duties assigned to university teachers by Article 4 of ECDU, focusing on the dimensions and respective criteria identified below.
4.2. Assessment dimensions
The assessment of candidates focuses on the following dimensions and on the project, and the curricular aspects in the disciplinary area for which the competition has been opened shall be relevant, in the sub-areas of Earth Sciences and Prospecting; Extraction and Processing of Geo-resources; Geoenvironment; or Occupational Safety and Health.
- 1. Scientific Merit (VMC) - 45%
- 2. Pedagogical Experience and Merit (VEMP) - 20%
- 3. University Extension Tasks and Economic and Social Valorisation of Knowledge (VTC) - 10%
- 4. University Management (VGU) - 5%
- 5. Scientific-Pedagogical Project (VPCP) - 20%
4.3. Assessment criteria
The criteria to be taken into account in the assessment of each of the dimensions and of the project referred to in the previous point, as well as their respective weighting in the final classification, are set out below.
Candidates must expressly identify the sub-area or sub-areas into which each curricular element submitted falls - Earth Sciences and Prospecting; Extraction and Processing of Geo-resources; Geoenvironment; or Occupational Safety and Health - and works and activities which do not fall within the material scope of the competition shall not be taken into account.
4.3.1. Criteria for the assessment of the Scientific Merit dimension (VMC) - 45%
4.3.1.1. VMC1 - Scientific output (45%)
Quality and quantity of scientific output in the area in which the competition is opened (books, articles in journals and articles in conference proceedings), expressed by the number and type of publications and by the recognition accorded to them by the scientific community (as reflected in the quality of the publication venues and in the references made to them by other authors). Candidates must indicate their role in each publication, namely as first author, corresponding author or last author (when responsible for the project/doctorate). Only books or publications indexed in the Web of Science Core Collection (SCIE/SSCI/AHCI/ESCI) or in Scopus shall be considered.
4.3.1.2. VMC2 - Coordination and implementation of scientific projects (35%)
Quality and quantity of scientific projects in which the candidate has participated in the area for which the competition is opened, funded on a competitive basis by public funds, through national or international agencies or by companies, and the results obtained therein, with relevance being given to the coordination of projects and the supervision of doctorates.
In the assessment of quality, account shall be taken of the amount of funding obtained, the degree of demandingness of the funding call, the evaluations to which the projects carried out were subject, and the number and quality of the resulting publications.
4.3.1.3. VMC3 - Involvement in the scientific and professional communities (20%)
Capacity for involvement in the scientific and professional communities, expressed, namely, through collaboration in the editing of journals, the delivery of invited lectures, participation in academic juries outside the institution itself, as well as by activities with recognised impact, namely through the award of prizes or other distinctions in the area in which the competition is opened.
4.3.2. Criteria for the assessment of the Pedagogical Experience and Merit dimension (VEMP) - 20%
4.3.2.1. VEMP1 - Production of pedagogical material and participation in projects with an impact on the teaching/learning process (45%)
Quality and quantity of the pedagogical material produced by the candidate, of publications of a pedagogical nature in prestigious international journals or conferences, as well as of participation in projects for improving the teaching/learning process, including the reformulation or development of syllabuses of course units, in any of the following sub-areas: Earth Sciences and Prospecting; Extraction and Processing of Geo-resources; Geoenvironment; or Occupational Safety and Health.
4.3.2.2. VEMP2 - Teaching activity (20%)
Experience, breadth and quality of the teaching activity carried out by the candidate in the area for which the competition is opened, in the last 5 (five) years, at undergraduate, master's or doctoral level. Wherever possible, the assessment of the quality of the teaching activity carried out by the candidate shall make use of the results of objective methods based on the collection of opinions (pedagogical surveys).
4.3.2.3. VEMP3 - Supervision of master's dissertations (35%)
Special emphasis shall be given to the supervision and co-supervision of master's dissertations, in any of the sub-areas (Earth Sciences and Prospecting; Extraction and Processing of Geo-resources; Geoenvironment; or Occupational Safety and Health). The role performed (supervisor/co-supervisor) and, where applicable, the resulting publications must be indicated.
4.3.3. Criteria for the assessment of the University Extension Tasks and the Economic and Social Valorisation of Knowledge dimension (VTC) - 10%
4.3.3.1. VTC1 - Patents, registration and ownership of rights, drafting of technical standards and legislation (20%)
Authorship and co-authorship of patents, records of ownership of intellectual property rights over software, mathematical methods and rules of mental activity. Participation in the drafting of legislative projects and technical standards with direct or indirect interest (with justification) for the area for which the competition is opened.
4.3.3.2. VTC2 - Consultancy services and study and development contracts (40%)
Coordination and participation in consultancy activities involving the business environment and the public sector. The assessment of this criterion shall also take into account the economic valorisation of the research results achieved, measured by the development and technology transfer contracts to which they gave rise in the disciplinary area in which the competition is opened.
4.3.3.3. VTC3 - Dissemination of science and technology (40%)
Coordination and participation in initiatives for the dissemination of science and technology within the scientific community (for example, organisation of congresses and conferences) and to diverse audiences, and publications for the dissemination of science and technology in the area in which the competition is opened. Particular emphasis is placed on participation in organising committees and scientific committees of international congresses.
4.3.4. Criteria for the assessment of the University Management dimension (VGU) - 5%
VGU - University management activities (100%)
The participation and performance of the candidate in scientific, pedagogical or institutional management activities within the University are assessed.
4.3.5. Criteria for the assessment of the Scientific-Pedagogical Project dimension (VPCP) - 20%
The Plan must be submitted in English and include the scientific and pedagogical components relating to one of the sub-areas: Earth Sciences and Prospecting; Extraction and Processing of Geo-resources; Geoenvironment; or Occupational Safety and Health. The candidate must choose a course unit in the said area and within the remit of the Faculty of Engineering of the University of Porto and propose its reformulation in terms of contents and pedagogical and didactic approaches. The candidate must also propose a research plan within the area in which the competition is opened, capable of being carried out in the five years following entry into office, and indicate how he or she intends to carry it out and integrate it with the research developed within the disciplinary area of Mining Engineering at FEUP. The candidate shall frame the research that he or she intends to carry out within his or her teaching activity, contextualising the state of the art and the teaching and research strategies that he or she proposes to adopt. This plan must demonstrate capacity for initiative, teamwork and leadership of research projects in the disciplinary area in which it is opened and which he or she intends to carry out and integrate with the research developed within the disciplinary area of Mining Engineering at FEUP. The candidate shall frame the research that he or she intends to carry out within his or her teaching activity, contextualising the state of the art and the teaching and research strategies that he or she proposes to adopt. This plan must demonstrate capacity for initiative, teamwork and leadership of research projects in the disciplinary area in which the competition is opened.
A document of a maximum of 10 A4 pages (Arial font, size 11, 1.5 spacing and 2.5 cm margins, including cover page, bibliography, bibliographical references and annexes) must be submitted, consisting of two parts: (i) a proposal of research activities that the candidate intends to develop during the five years following the commencement of functions as Associate Professor in the Mining Division; and (ii) a pedagogical proposal for a course unit of one of the degree programmes under the responsibility of the Mining Division of the Department of Civil Engineering and Georesources of the Faculty of Engineering of the University of Porto.
5. Operation of the Jury
5.1. Scoring of candidates
Each member of the jury shall make a reasoned assessment, scoring each candidate in relation to each dimension on a scale of 0 to 100 points, taking into account the criteria approved for each of the dimensions, with a degree of demandingness adjusted to the rank for which the competition is opened.
5.2. Public Hearing
The jury may, if it so deems, hold public hearings, under equal conditions for all candidates approved on absolute merit, for the purpose of personally clarifying the assessment elements contained in the documentation submitted by them.
Should it be necessary to hold these public hearings, they shall take place between the 30th day and the 70th day following the deadline for the submission of applications, all candidates being informed, through the Apply platform, at least ten working days in advance, of the date and place on which those public hearings will take place.
5.3. Final Result
The Final Result (RF) of the assessment of each candidate by each member of the jury is calculated by means of the weighting formula for the various curricular dimensions:
RF = (0,45*VMC) + (0,20*VEMP) + (0,10*VTC) + (0,05*VGU) + (0,20*VPCP)
which reflects the weights associated with each dimension.
Following the individual reasoned assessment, each member of the jury draws up his or her ordered assessment list of the candidates, with which he or she participates in the votes leading to the decision and the final ranking of the candidates under point 4, ties between candidates in the final classification not being possible.
5.4. Decisions of the jury
5.4.1. Any decision shall result from the provisions of Article 17(12) of the Regulation, applicable by virtue of Article 83-A of the ECDU, insofar as it determined the approval thereof with a view to implementing the rules of that legal instrument, encompassing the procedural processing of the competitions, namely as regards the assessment system and the final classification.
Consequently, under Article 17(12) of the said Regulation, the jury shall deliberate by reasoned nominal vote based on the selection criteria adopted and publicised for the approval and ranking of the candidates, an absolute majority being required for any decision, abstentions not being permitted.
5.4.2. Ranking methodology
In the various votes, each member of the jury must respect his or her ranking list, and the following shall be observed in the votes:
- The first vote is intended to determine the candidate placed in 1st position, counting the number of votes that each candidate obtained for that place;
- If a candidate obtains an absolute majority of the votes for 1st place, he or she shall be placed in that position and removed from the ballot, the procedure then beginning to choose the candidate who will occupy 2nd place;
- If no candidate obtains an absolute majority of the votes for 1st place, a new ballot shall begin, only among the candidates who obtained votes for 1st place, after the least voted candidate for that place in the previous vote has been removed;
- If there is a tie between two or more candidates in the position of least voted, a tie-break vote shall be held only among them, counting the number of relative first positions of each, and the least voted candidate shall be removed;
- If the tie remains between two or more candidates in the position of least voted, but the number of tied candidates in the position of least voted has been reduced, compared with the previous round of voting, a new tie-break vote shall be held only among the candidates tied in the position of least voted, counting the number of relative first positions of each, and the least voted candidate shall be removed;
- If the tie remains between two or more candidates in the position of least voted, without the number of tied candidates in the position of least voted having been reduced, compared with the previous round of voting, the tie shall be broken by the casting vote of the President or by the exercise of the tie-breaking vote, as the case may be, and the candidate voted for by the President shall be chosen to take part in the subsequent vote for the same place;
- In the event of a tie when only two or more candidates remain for 1st place, the tie shall be broken by the casting vote of the President of the jury or by the exercise of the tie-breaking vote, as the case may be;
- Once the candidate for 1st place has been chosen, he or she leaves the votes and the procedure to choose the candidate to be placed in 2nd place begins, the process referred to in the previous subparagraphs being repeated for the subsequent places until a single ordered list of all candidates is obtained.
6. Submission of applications
6.1. Submission of applications
Candidates must access and register on the electronic platform www.apply.up.pt in order to submit their application, selecting the procedure for which they wish to apply (procedure code: DOCPUB-FEUP-26-22), by the end of the deadline.
6.2. Supporting documentation for applications:
The application must mandatorily be accompanied by the following documents, under penalty of exclusion:
- Doctoral certificate, except in cases corresponding to the award of the PhD degree by the University of Porto. The applicant to the competition who is selected for the post to be filled and who holds a doctoral degree obtained abroad must present recognition or registration (as applicable) of his or her degree at the time of signing the contract, under the terms of Decree-Law no. 66/2018 of 16 August, under penalty of exclusion;
- Certificate or diploma of communicative competence in spoken and written Portuguese. Candidates of foreign nationality, except those from Portuguese-speaking countries, must possess command of spoken and written Portuguese at Common European Framework of Reference level C1, or above. That requirement is officially recognised through a certificate or diploma of communicative competence in Portuguese under the Common European Framework of Reference for Languages of the Council of Europe;
- Curriculum Vitae in Portuguese and English, containing all information relevant to the assessment of the application, as well as to demonstrating compliance with the criteria laid down in point 3 of this notice, taking into account the assessment and ranking criteria set out in point 4.3 of this notice for the assessment dimensions and parameters;
- One copy of each of the works and supporting evidence of the activities mentioned in the submitted curriculum, enabling the criteria set out in points 3.4 and 4.3 of this notice to be verified and assessed. In addition, candidates may highlight, in the submitted curriculum, up to ten of those works/activities which they consider most representative of the activity carried out by them, stating therein the reasons justifying the emphasis attributed to the selected documents;
- A document containing the scientific-pedagogical proposal in Portuguese and English, with a maximum of 10 pages, using Arial font, size 11, 1.5 line spacing, and 2.5 cm margins (including the cover page, bibliography, references, and appendices); failure to comply with the page limit will result in disqualification.
6.3. Each of the documents indicated in subparagraph d) of point 6.2 of the competition notice must be submitted as an individual file and in full version on the Apply platform. The documents may be included in folders in compressed format (zip, rar, 7z).
6.4. For the purposes of evaluating applications, documents made available via hyperlinks or external storage platforms (drives) will not be considered, with the exception of hyperlinks that refer to publications identified by a DOI.
6.5. Failure to comply with the provisions of no. 6.1 shall determine the exclusion of the application.
6.6. Failure to submit, or submission after the deadline, of the documents referred to in subparagraphs a) to e) of no. 6.2 shall determine the non-admission of the application.
7. Notifications and hearing of interested parties
7.1. The Human Resources Service of the Shared Resources and Common Services Centre of the University of Porto shall notify the candidates of the order admitting or not admitting them administratively to the competition, which shall be based on compliance or non-compliance with the requirements laid down in current legislation and in no. 2 of this notice, as well as the conditions established regarding the supporting documentation of the application referred to in no. 6.2.
7.2. Interested parties shall be granted a hearing, under the terms of Articles 121 and 122 of the Code of Administrative Procedure, in respect of candidates who have not been admitted administratively, those who have not been approved on absolute merit, and candidates ranked in a place on the ranking list of candidates that is not liable to be filled in the job post put out to competition. All candidates shall be notified of the approval of the jury's final decision.
7.3. Notifications are made by publication on the Apply UP electronic platform, under the terms of Article 112(1)(c) of the CPA, producing effects under the terms of Article 113 of the CPA.
The period for candidates to submit written comments is ten working days.

9. Other provisions
Joint Order no. 373/2000 of 31 March, of the Minister for State Reform and Public Administration and the Minister for Equality, determines the mandatory inclusion in entry and access competitions of the following statement:
"In compliance with subparagraph h) of Article 9 of the Constitution, the Public Administration, as employer, actively promotes a policy of equal opportunities between men and women in access to employment and in career progression, scrupulously ensuring the avoidance of any and every form of discrimination".
In this respect, the terms "candidate(s)", "professor(s)" and other similar terms are not used in this notice to refer to the gender of persons.
