Offer Description
Dr Pedro Nuno de Freitas Lopes Teixeira, Full Professor at the School of Economics and Management of the University of Porto, Rector of the same University:
Following my order of 3 August 2026, a public competition is hereby opened for a period of 30 working days, commencing on the first working day following the publication of this notice in the Diário da República, for the recruitment of one Assistant Professor in the disciplinary area of Biological and Environmental Sciences, to perform duties in the Department of Population Studies (EPOP), particularly in the Laboratory of Hydrobiology and Ecology, of the School of Medicine and Biomedical Sciences of the University of Porto.
1. Applicable legal provisions
Articles 37 to 51, 61 and 62-A of the Statute of the University Teaching Career (ECDU), republished by Decree-Law no. 205/2009 of 31 August, as amended by Law no. 8/2010 of 13 May, and the Regulations for the Recruitment of Full, Associate and Assistant Professors of the University of Porto (hereinafter referred to as the Regulations), approved by Order no. 12913/2010, published in Diário da República, 2nd Series, no. 154, of 10 August, and amended by Extract of Deliberation no. 380/2019, published in Diário da República, 2nd Series, no. 64, of 1 April.
2. Administrative admission requirements to the competition
Pursuant to Article 41-A of the ECDU, only applicants holding a doctoral degree may be admitted to this competition.
If the doctoral degree was awarded by a foreign higher education institution, it must be recognised by a Portuguese higher education institution, pursuant to Decree-Law no. 66/2018, published in Diário da República, 1st Series, no. 157, of 16 August. This formality must be completed by the date of contract signing.
3. Criteria for selection and ranking of candidates
For the purposes of assessing absolute merit, Aquatic Ecology and/or Aquatic Microbiology constitute the mandatory scientific core of the profile of the PhD holder to be recruited. Scientific output in other areas, namely Iodine Deficiency, Green Chemistry and Tropical Health, shall only be considered on a complementary basis, provided that it is clearly framed within the central scientific domain referred to above.
3.1. In the absence of grounds for rejection of applications, the Jury shall decide on their approval or non-approval on absolute merit, by reasoned nominal vote, with abstentions not being permitted.
3.2. An applicant shall be considered approved on absolute merit if approved by an absolute majority of the voting members of the Jury.
3.3. Approval on absolute merit of applicants requires an overall curriculum which the Jury considers, with reasons, to demonstrate scientific and teaching merit, research capacity and activity compatible with the disciplinary area for which the competition is open and appropriate to the respective teaching category, as documented in the information submitted for the competition.
3.4. For the purposes of the assessment referred to in the preceding point, a favourable vote must be based on compliance with all of the following cumulative criteria:
- a) Holding a doctoral degree in the disciplinary area of Biological and Environmental Sciences, or related areas, based on a thesis relevant to the field of Aquatic Ecology and Aquatic Microbiology;
- b) Having a recognised high-quality scientific curriculum, with regular scientific output and relevant impact in the fields of Aquatic Ecology and Aquatic Microbiology, and, complementarily, in Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment in temperate and/or tropical ecosystems;
- c) Demonstrating consistent scientific output, including at least 40 (forty) articles published in peer-reviewed international scientific journals with an impact factor according to the latest edition of the Journal Citation Reports (JCR) international reference system (Clarivate Analytics) or indexed in Scopus (Elsevier), being first, last or corresponding author in at least 15 (fifteen) of these articles;
- d) Having been or being Principal Investigator in at least 1 (one) research project funded through a competitive call (national or international), in the fields of Aquatic Ecology and Aquatic Microbiology, with relevance to Public Health and the Environment in temperate and/or tropical ecosystems;
- e) Having relevant scientific experience in project development, evidenced by participation in at least 8 (eight) research projects funded through competitive calls (national or international), of which at least 5 (five) must be in the fields of Aquatic Ecology and Aquatic Microbiology; the remaining projects may concern complementary fields relevant to this competition, namely Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment in temperate and/or tropical ecosystems;
- f) Demonstrated experience in the formal supervision or co-supervision of undergraduate and master's students, on topics within the fields of Aquatic Ecology and Aquatic Microbiology or complementary fields relevant to Public Health and the Environment, including Iodine Deficiency.
4. Ranking of candidates approved on absolute merit
Once the applicants definitively approved on absolute merit have been identified, they shall be ranked on relative merit, based on the assessment components and criteria, their respective weightings and the final scoring system, established in accordance with Article 50(6) of the ECDU and Article 16 of the Regulations.
4.1. Assessment methodology
Applicants approved on absolute merit shall undergo curricular assessment, taking into account the general duties assigned to university teaching staff by Article 4 of the ECDU, focusing on the assessment components and respective criteria identified below.
4.2. Assessment components
The assessment of applicants shall cover the following components and programme, with emphasis on curricular aspects in the disciplinary area for which the competition is open:
- a) Scientific merit in the disciplinary area for which the competition is open, with particular emphasis on the thematic fields of Aquatic Ecology and Aquatic Microbiology and, complementarily, Iodine Deficiency and/or Green Chemistry, with implications for Public Health and the Environment in temperate and tropical ecosystems – 55%;
- b) Teaching experience and merit in the disciplinary area of the competition, with particular emphasis on course units or teaching activities related to Aquatic Ecology and Aquatic Microbiology, with implications for Public Health and the Environment in temperate and/or tropical ecosystems – 20%;
- c) Other activities relevant to the mission of the higher education institution – 5%;
- d) Scientific, Teaching and Outreach Programme – 20%.
4.3. Assessment criteria
The criteria to be taken into consideration in the assessment of each of the assessment components and programme identified in the preceding point, and the weighting assigned to each of them in the final classification, are set out below.
4.3.1. Criteria for assessing the Scientific Merit component (VMC) – 55%
4.3.1.1. V.M.C1 – Scientific Output (55%): Scientific publications (articles, books and book chapters), with greater importance being given to articles published in journals indexed in the Journal Citation Reports (JCR) (Clarivate Analytics) or the Scopus database (Elsevier). This parameter shall consider:
- the quality and quantity of scientific output, namely full-length original articles published in journals indexed in JCR and/or Scopus, complemented by book chapters with an ISBN and international circulation, as well as other publications of recognised standing, with particular emphasis on the thematic fields of Aquatic Ecology and Aquatic Microbiology with implications for Public Health and the Environment in temperate and/or tropical ecosystems;
- the nature of authorship and responsibility for the published works and the recognition they receive from the scientific community, as reflected in citations by peers;
- the relevance of the 5 (five) works selected by the applicant as their most representative, particularly with regard to their contribution to the development and advancement of the disciplinary area of the competition and, in particular, to the fields of Aquatic Ecology and Aquatic Microbiology, with implications for Public Health and the Environment in temperate and/or tropical ecosystems.
4.3.1.2. V.M.C2 – Research Team Building and Implementation of R&D Projects (15%): Leadership and participation in scientific projects funded by national or international agencies, companies or other institutions, within the disciplinary area of the competition, with particular emphasis on the thematic fields of Aquatic Ecology and Aquatic Microbiology, with complementary recognition where projects concern Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment.
4.3.1.3. V.M.C3 – Scientific Leadership and Recognition (10%): Presentations and lectures at conferences and other scientific forums, within the disciplinary area of the competition, with particular emphasis on those in the thematic fields of Aquatic Ecology and Aquatic Microbiology or Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment;
4.3.1.4. VMC4 – Supervision and Co-supervision of Postgraduate Students (20%): formal supervision of master's dissertations and doctoral theses on topics falling within the disciplinary area of the competition, with particular emphasis on those in the thematic fields of Aquatic Ecology and Aquatic Microbiology or Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment.
4.3.2. Criteria for assessing the Teaching Experience and Merit component (VEMP) – 20%
4.3.2.1. VEMP1 – Teaching Activity and Pedagogical Output (80%): Teaching experience in higher education course units, particularly in the delivery of lectures and practical classes, with preference given to teaching in course units of General Ecology, Aquatic or Marine Ecology, Biological Oceanography, Microbial Ecology or Aquatic Microbiology, to students enrolled in Life and Health Sciences programmes (e.g., Medicine, Veterinary Medicine, Aquatic Sciences and Marine Sciences); the quantity (years and teaching hours), quality and diversity of teaching at undergraduate and postgraduate levels shall be valued.
4.3.2.2. VEMP2 – Student Supervision (20%): Supervision of students in Internship or Project course units and in extracurricular activities falling within the disciplinary area of the competition, with particular emphasis on those in the thematic fields of Aquatic Ecology and Aquatic Microbiology or Iodine Deficiency and Green Chemistry, with relevance to Public Health and the Environment.
4.3.3. Criteria for assessing the Other Activities Relevant to the Institution's Mission component (VOA) – 5%
4.3.3.1. VOA1 – Academic Management and Other Duties (50%): Performance of academic management duties and activities, cultural and scientific outreach, community service, and other activities of scientific and cultural relevance;
4.3.3.2. VOA2 – Participation in Academic Examination Committees and Other Evaluation Panels (50%): Participation in academic examination committees and other types of panels.
4.3.4. Criteria for assessing the Scientific, Teaching and Outreach Programme component (PCPE) – 20%
Scientific, Teaching and Outreach Programme that the applicant proposes to develop in the disciplinary area for which the competition is open, with particular emphasis on areas applying Aquatic Ecology and Aquatic Microbiology and, complementarily, Iodine Deficiency and/or Green Chemistry, within the fields of Public Health and the Environment. Particular value shall be given to its alignment with the scientific and teaching areas of intervention of the Abel Salazar Institute for Biomedical Sciences and its Department of Population Studies and Laboratory of Hydrobiology and Ecology, to which the Assistant Professor to be recruited will be affiliated. The Programme shall address the considerations set out in paragraph (d) of point 6.2 (Application Documents).
5. How the Jury works
5.1. Scoring of applicants
Each member of the Jury shall carry out an individual reasoned assessment, scoring each applicant for each assessment component on a scale from 0 to 100 points, rounded to one decimal place, taking into account the criteria approved for each component, with a level of exigency appropriate to the category for which the competition is open.
5.2. Final Result
The Final Result (FR) of the assessment of each applicant by each member of the Jury shall be calculated using the weighted formula for the various curricular criteria and assessment components.
FR = (VMC × 55%) + (VEMP × 20%) + (VOA × 5%) + (PCPE × 20%)
Following the individual reasoned assessment, each member of the Jury shall draw up their ranked list of applicants, with which they shall participate in the votes leading to the decision and final ranking of the applicants under point 4. No tie between applicants in the final classification shall be possible.
5.3. Decisions of the Jury
5.3.1. Any decision shall result from Article 17(12) of the Regulations, applicable by virtue of Article 83-A of the ECDU, which provided for its approval with a view to implementing the provisions of that legal instrument, including the procedural conduct of competitions, namely the assessment and final classification system.
Consequently, pursuant to Article 17(12) of the said Regulations, the Jury shall decide by reasoned nominal vote based on the selection criteria adopted and published for the approval and ranking of applicants; an absolute majority shall be required for any decision, and abstentions shall not be permitted.
5.3.2. Ranking methodology
In the various rounds of voting, each member of the Jury shall respect their ranking list, and the following procedure shall be observed:
- a) the first vote shall determine the applicant placed in 1st position, by counting the number of votes obtained by each applicant for that position;
- b) if an applicant obtains an absolute majority of the votes for 1st position, that applicant shall be placed in the respective position and removed from the ballot, and the procedure shall begin to select the applicant who will occupy 2nd position;
- c) if no applicant obtains an absolute majority of the votes for 1st position, a new ballot shall be held only among the applicants who received votes for 1st position, after removing the applicant who received the fewest votes for that position in the previous vote;
- d) if two or more applicants are tied for the position of least votes, a tie-breaking vote shall be held only among them, counting the number of relative first-place positions of each, and the applicant with the fewest shall be removed;
- e) if the tie persists between two or more applicants in the position of least votes, but the number of applicants tied in that position has been reduced compared with the previous voting round, a new tie-breaking vote shall be held only among the applicants tied for the position of least votes, counting the number of relative first-place positions of each, and the applicant with the fewest shall be removed;
- f) if the tie persists between two or more applicants in the position of least votes, without any reduction in the number of applicants tied in that position compared with the previous round, the tie shall be broken by the casting vote of the Chair or by the exercise of the tie-breaking vote, as applicable, and the applicant voted for by the Chair shall proceed to the subsequent vote for the same position;
- g) if a tie occurs when only two or more applicants remain for 1st position, the tie shall be broken by the casting vote of the Chair of the Jury or by the exercise of the tie-breaking vote, as applicable;
- h) once the applicant for 1st position has been selected, that applicant shall be removed from the voting and the procedure for selecting the applicant to be placed in 2nd position shall begin, repeating the process described in the preceding paragraphs for the subsequent positions until a single ranked list of all applicants has been obtained.
6. Applications
6.1. Submission of applications
Applicants must access and register on the electronic platform https://apply.up.pt/ to submit their application, selecting the procedure to which they wish to apply (procedure code: DOCPUB-ICBAS-26-1, by the end of the application deadline.
Applications shall be completed through the sections available on the Apply UP electronic platform, under “My application”.
6.2. Application documents
Applications must include the following documents, failing which the application shall be excluded:
- a) Doctoral degree certificate, except in cases where the doctoral degree was awarded by the University of Porto. The applicant selected for the position, if holding a doctoral degree obtained abroad, must submit recognition or registration (as applicable) of the degree at the time of signing the contract, pursuant to Decree-Law no. 66/2018 of 16 August, failing which the applicant shall be excluded.
- b) Curriculum Vitae, containing all information relevant to the assessment of the application and to demonstrating compliance with the criteria established in point 3 of this call, taking into account the assessment and ranking criteria set out in point 4.3 of this call for the assessment components and parameters;
- c) Works mentioned in the submitted curriculum, with applicants required to highlight up to 5 (five) of those they consider most representative, particularly with regard to their contribution to the development and advancement of the disciplinary area for which the competition is open, with particular relevance to the thematic fields of Aquatic Ecology and Aquatic Microbiology, and, secondarily, Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment in temperate and/or tropical ecosystems.
- d) File containing the Scientific, Teaching and Outreach Programme, relating to the scientific and teaching activities aligned with the mission of the institution/department that the applicant proposes to develop during the first five years, in the disciplinary area for which the competition is open, with particular relevance to areas applying Aquatic Ecology and Aquatic Microbiology, and, secondarily, Iodine Deficiency and/or Green Chemistry, with relevance to Public Health and the Environment, meeting the following requirements: presentation of a scientific project specifying the main problems to which the applicant intends to devote and/or continue their future research, contextualising them within the current state of the art in these areas, and describing, in a systematic and concise manner, the research strategies the applicant proposes to adopt to develop their scientific activity and solve or contribute to solving the problems identified; presentation of a teaching project specifying how the applicant may contribute to the advancement and development of the disciplinary area for which the competition is open; explanation of the reasons and motivations for their choices, and of their contribution to fulfilling the institution's mission, including the international dimension.
6.3. Each of the documents indicated in paragraph (c) of point 6.2 of the Call must be submitted as an individual file and in full version on the Apply platform. Documents may be included in compressed folders (zip, rar, 7z).
6.4. For the purposes of application assessment, documents whose access is provided through links shall not be considered, except for links referring to publications with a DOI.
6.5. The documents referred to in point 6.2 should preferably be submitted in a non-editable format.
6.6. Failure to comply with point 6.1 shall result in exclusion of the application.
6.7. Failure to submit, or late submission of, the documents referred to in paragraphs (a) to (d) of point 6.2 shall result in the application not being admitted.
7. Notifications and hearing of interested parties
7.1. The Human Resources Service of the Common Resources and Services Centre of the University of Porto shall notify applicants of the decision on administrative admission or non-admission to the competition, based on compliance or non-compliance with the requirements laid down in the legislation in force and in point 2 of this call, as well as with the conditions established for the submission of applications referred to in point 6.2.
7.2. Interested parties shall be heard, pursuant to Articles 121 and 122 of the Code of Administrative Procedure, if they have not been administratively admitted, if they have not been approved on absolute merit, or if they are ranked in a position on the applicants' ranking list that cannot be filled by appointment to the position advertised. All applicants shall be notified of the approval of the Jury's final decision.
7.3. Notifications shall be made by publication on the Apply UP electronic platform, pursuant to Article 112(1)(c) of the CPA, producing their effects under Article 113 of the CPA.
7.4. Applicants shall have ten working days to submit written comments.
