Associate Vice President for Facilities and Campus Planning
Job Description
The Associate Vice President (AVP) for Facilities and Campus Planning reports directly to the Chief Financial Officer (CFO)/Senior Vice President for Business Affairs. This senior executive provides strategic leadership and oversight for campus master planning, facilities operations, space management and capital construction. The role oversees large-scale projects and infrastructure initiatives, ensures compliance with TAMUS and state regulations, and strengthens collaboration with stakeholders at the university and system level. The AVP ensures that the physical environment supports PVAMU's Strategic Plan 2035 - Journey to Eminence by investing in people and performance, advancing teaching excellence, enriching student success, expanding research capability and fostering social responsibility.
This position operates in a complex, multi-stakeholder environment and requires frequent collaboration with academic administrative and external partners. The AVP for Facilities and Campus Planning will have multifarious experience in facility operations and campus planning.
Responsibilities:
Leadership:
- Serve as leadership role to facilities unit, campus planning, space management, and the business operations team for facilities.
- Provide strategic leadership for campus master planning, space planning, and long-range physical development initiatives.
- Serve as a key advisor to executive leadership on space needs, campus growth, and infrastructure investment decisions.
- Supervise and mentor professional staff responsible for campus planning, space management, and related analytical functions.
- Represent the university in planning discussions with external partners, governmental entities, and community stakeholders as appropriate.
- Provide strategic direction for directors and managers in Facilities Services, Business Operations, Campus Planning, and Space Management; foster a culture of customer service, accountability, professional development and emergency preparedness.
- Supervise department and performs performance reviews of direct reports.
Facilities Maintenance:
- Prepare and presents submission of recommended facility maintenance projects to campus leadership.
- Lead planning and coordination for multi-million-dollar capital projects, renovations, and deferred maintenance in collaboration with facilities, finance, and academic leadership.
- Ensure compliance with applicable regulatory requirements, including ADA accessibility standards, sustainability goals, and land-use policies.
- Support sustainability and resiliency initiatives through environmentally responsible planning and space optimization strategies.
- Coordinate with staff and vendors as needed.
- Chair the deferred maintenance project review committee.
Reporting and Analysis:
- Oversee space inventory management, utilization analysis, and space assignment processes to ensure effective use of institutional space.
- Collaborate with academic and administrative units to forecast space needs related to enrollment changes, new programs, and research initiatives.
- Develop and maintain the university's campus master plan, ensuring alignment with academic priorities, research growth, student success, and community engagement.
- Reviews key performance reports on a routine basis.
- Submit all reporting associated with the Texas Higher Education Coordinating (THECB).
- Provide Board related materials on facilities and campus planning items to SVP.
- Present annual budget requests for unit.
- Responsible for amending contracts, as overseen by the department.
Customer Service:
- Meet regularly with campus leadership to address any facilities or utilities related concerns.
- Present to campus leadership updates related to ongoing facilities activities.
- Collaborate with academic and administrative units to address space needs and planning priorities in support of instruction, research, and operations.
Other Duties:
- Perform other duties as assigned.
Required Education and Experience:
- Bachelor's degree in a related field.
- Seven or more years of progressive director/leadership level experience in facilities operations, capital planning or construction management.
Required Knowledge, Skills and Abilities:
- Demonstrated expertise in master planning, building systems, life-safety codes, and complex project management.
- Strong budgeting and contract oversight skills.
- Highly effective communicator and collaborator across various constituencies.
- Strong proven interpersonal skills.
- Strong proven analytical, problem-solving and customer service skills.
Preferred Qualifications:
- Master's degree in related field preferred.
- 20 or more years of experience in public works, facility/operations management preferred. Higher Education Experience preferred. Professional certifications include CEFM, FMP, STS, CFM, CEFP, Project Management Professional (PMP), and emergency management training.
- Demonstrated ability to align physical planning with academic and research missions.
- Experience with facilities and operations in large-scale commercial or educational facilities
- Knowledge of work management software.
- Knowledge of continuous improvement and/or process improvement.
- Knowledge of building systems, fire and life safety codes, building codes, and accessibility standards.
Other Requirements:
- May involve occasional travel and participation in evening or weekend meetings.
- Must be able to maintain an on-call schedule as needed for campus emergencies and other facilities related matters.
