Job Description

Summary/objective
The Budget Manager/Post-Award Administrator supports the fiscal management and oversight of externally funded grants, including all Title III programs and related awards. The position ensures the compliant administration, tracking, and reporting of grant expenditures in accordance with federal, state, Board of Regents, Southern University System, and institutional guidelines. This role works collaboratively with Principal Investigators/Project Directors (PI/PDs), Grants Accounting, and University administration to monitor budgets, reconcile accounts, process post-award documentation, and ensure timely financial reporting and drawdowns. The Budget Manager/Post-Award Administrator plays a key role in safeguarding SUNO’s financial integrity while supporting the University’s mission to provide high-quality academic programs and student development services.

Grant-Funded Position Statement
This position is funded in whole or in part by the Title III-B Strengthening Historically Black Colleges and Universities (HBCUs) Program. Continuation of this position is contingent upon the availability of federal Title III funds and satisfactory program performance.

Post-Award Administration & Grants Oversight
1. Manage post-award activity for all external grants, including Title III-funded programs.
2. Serve as system administrator for federal and state online grant platforms (e.g., Grants.gov, NSF Fastlane, Board of Regents systems).
3. Review award documents to ensure alignment with original proposals and institutional requirements.
4. Coordinate with the Grant Accountant to establish grant accounts in Banner and ensure accurate posting of expenditures.

Budget Monitoring & Reporting
5. Prepare monthly expenditure reports for PI/PDs and respond to inquiries regarding allowable costs and budget status.
6. Conduct regular account reconciliations and ensure accurate coding of expenditures.
7. Prepare and submit monthly drawdown requests and assist with submission of final financial reports.
8. Maintain detailed financial records for Title III components, including carryover balances and summary reports.

Procurement and Personnel Processing
9. Review and approve requisitions and purchasing requests for grant-funded goods and services.
10. Process purchase requisitions and track invoices through payment.
11. Review and verify personnel documentation (e.g., EPAFs, stipend forms, supplemental pay) to ensure alignment with award budget.
12. Assist PI/PDs with budget revisions, reallocation requests, and documentation required for granting agencies.

Compliance and Documentation
13. Ensure all grant expenditures adhere to federal Uniform Guidance, state regulations, SUS policies, and internal fiscal procedures.
14. Prepare special reports as required and maintain organized financial and grant records for audit readiness.
15. Process grant award notifications and acquire appropriate account codes.
16. Process FEMA reimbursement documentation for the SUNO campus, as applicable.
17. All other duties as assigned.

Competencies

  • Knowledge of grant administration and post-award financial management.
  • Working knowledge of GAAP and GASB standards.
  • Strong organizational and prioritization skills in high-volume environments.
  • Ability to interpret financial data and communicate findings clearly.
  • Ability to exercise sound judgment, discretion, and confidentiality.
  • Ability to build effective working relationships and lead cross-functional coordination.
  • Proficiency in ERP systems, preferably Ellucian Banner.

Work environment
Office setting.

Physical demands
Ability to sit/stand/walk at will; Ability to climb stairs; Ability to communicate verbally and in writing; Ability to use a keyboard; and Ability to lift or carry up to 10 pounds.

Required education and experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Experience working with Ellucian Banner or a comparable ERP system.
  • Demonstrated ability to produce accurate financial reports and written correspondence.
