Job Summary

The Captain for Administration and Operations Bureaus is responsible for providing leadership, management, and motivation to one of two law enforcement bureaus that comprise the University Police Department. Operations Bureau and Administration Bureau collectively provide twenty-four-hour professional police services to the campus community, ensuring that it remains a safe and vibrant environment.

The Captain will assist the Chief of Police with promoting a Community Capital Policing model that consists of building wholesome relationships with the campus community and working in partnership with other campus and community stakeholders. The Captain will also be expected to assume command of the Department in the absence of the Chief of Police.

Key Responsibilities

  • Manage department programs within their areas of responsibility in a manner that is compatible with the mission, vision and shared values of the university
  • Provide leadership and management to operational units, providing strategic direction to their chain of command, oversight for field situations (both major and mundane), effective allocation and coordination of Department resources and facilitation of a culture of service to the community through team building, performance management, and adherence to professional standards
  • Possess a demonstrated knowledge and ability to apply the principles and practices of modern public safety administration, organization and operation within the framework of the University’s commitment to creating and sustaining a diverse and inclusive workforce
  • The Police Captain will be assigned to command one of the two following bureaus: a) Operations Bureau: composed of Patrol Division; Investigations Division and Protective Services Division. Will also include management of the Emergency Preparedness program. b) Administration Bureau: composed of Parking Services Division; Professional Standards Division and Informational Services Division
  • Oversight of the Internal Affairs investigations
  • Ensure that the Department adheres to a community-oriented policing strategy that supports the overall mission of the University
  • Work closely with the faculty, staff, students and members of the campus community to maintain a focus on superior customer service in all areas of public safety
  • Emphasis is on a positive and proactive approach that facilitates the perpetuation of an environment that is diverse, inclusive and accessible
  • Maintain regular contact and interaction with appropriate law enforcement and public safety organizations at the local, state and federal levels
  • Possess the ability to work effectively and build strong alliances with individuals from a broad range of backgrounds
  • Leverage these professional relationships to identify and recommend best practices that will strengthen the Department’s ability to achieve its goals and objectives

Knowledge, Skills & Abilities

  • Knowledge and ability to apply the principles, practices and procedures of modern public safety administration, organization and operation. This includes: patrol procedures; criminal investigations; emergency response planning; major incident command and management; crime prevention; community policing strategies; traffic safety, as well as a working knowledge of federal, state and local laws, policies and regulations governing law enforcement in general and public safety within an academic environment specifically.
  • Ability to lead effectively and courageously by exhibiting high levels of ethics and professionalism in their daily actions and addressing difficult issues in a timely manner
  • Ability to communicate effectively in written form, including reports, memorandums, business correspondence, procedural manuals, budget documents and press releases.
  • Excellent oral and written communication skills
  • Ability to present information and respond to questions from employees, managers, customers, and the general public in both small and large group settings
  • Ability to engage in creative problem-solving efforts as applicable to public safety management concerns
  • Skilled in defining problems, collecting data, establishing facts and drawing valid conclusions from interpreting an extensive variety of technical instructions in mathematical or diagram form while dealing with multiple abstract and concrete variables
  • Ability to handle or operate basic law enforcement equipment such as: firearms; impact weapons; arrest and control equipment, emergency vehicles and police telecommunication instruments
  • Commitment to projecting a professional image whether in full duty uniform, business dress or plainclothes attire
  • Excellent customer service and public relations skills
  • Ability to communicate with constituents in a professional and respectful manner

Required Qualifications

  • Bachelor's Degree or equivalent experience in the field of law enforcement and management
  • Possession of a valid California Driver's License
  • Possession of a POST Management Certificate

Preferred Qualifications

  • Master’s Degree in a related field
  • Graduation from the FBI National Academy or an equivalent executive or leadership training

Compensation

Classification: Administrator III
Anticipated Hiring Range: $15,051/month - $15,435/month
CSU Salary Range: $6,891/month - $22,119/month

The final hiring salary will be commensurate with experience.
