Supervision Received: Receives direct supervision from the Chief of Police/Executive Director of Public Safety and functions within the broad scope of Public Safety and University policies and goals.
Supervision Exercised: Directly supervises three lieutenants and the office manager of University Police/Public Safety.
Salary: $99,000.00 to $107,000.00 Annually (salary commensurate with education and experience)

General Statement of Duties:

Under the direction of the Chief of Police/Executive Director of Public Safety, the Captain/Associate Director is responsible for administrative and patrol functions of the department. The Captain/Associate Director assumes responsibility of the University Police Department/Public Safety in the absence of the Chief/Executive Director.

Duties and Responsibilities:
Duties include but not limited to:
Essential:

  • Assists the Chief/Executive Director with the administration and management of the department and assumes responsibility for the University Police Department/Public Safety in the absence of the Chief/Executive Director.
  • Performs duties of a police officer as necessary and appropriate.
  • Serves as a member of the emergency response team and is primarily responsible for coordinating and planning emergency drills/table-top drills with the WSU Director of Emergency Response and WSU Emergency Response Team.
  • Assists in the responsibility for the direction and supervision of personnel to assure proper performance of duties and adherence to established rules, regulations, policies and procedures.
  • Organizes and assigns duties to ensure appropriate coverage of departmental operational functions and activities on assigned shifts.
  • Investigates University Police and Public Safety personnel complaints as required.
  • Maintains current knowledge and application of all provisions of the union agreement.
  • Keeps abreast of the law and all applicable changes in departmental rules, local, state, and federal laws and regulations that affect police operations and the civil rights of the public.
  • Implements, administers, and evaluates all approved departmental practices.
  • Oversees all criminal investigations and take all necessary actions as appropriate.
  • Develops, implements, and coordinates training and staff development activities.
  • Supervises training activities and program presenters; develops and implements in-service training program.
  • Maintains an effective working relationship with other law enforcement, fire and emergency response agencies and is the HAZMAT coordinator for the department.
  • Understands, is committed to, and implements all University policies.
  • Assists with scheduling and payroll for the department.
  • Oversees and maintains police cruiser cameras, body cameras and any K9 program for the department (if applicable).
  • Oversees the staff member who is responsible for all department vehicles for repairs and general maintenance.
  • Compiles and submits to the Chief/Executive Director all required information for the Cleary Act, Title IX, Campus Save Act and Violence Against Women Act and Campus Hazing Act.
  • Oversees and may conduct background checks for individuals hired by the department and conduct background investigation for public safety and police applicants.
  • Assists in the administration of the accreditation program for the department.
  • Interact with three different state agencies for the officers of WSUPD to either achieve (in the case of new officers) or maintain their police certifications. Must interact with the Massachusetts State Police, the Massachusetts Police Training Committee, and the Police Officer Training & Standards Commission.
  • Modify how the department trains and maintains data on the officers as required by the new laws.
  • Functions as the department's Freedom of Information Officer and work with the General Counsel for the University ensuring that any corresponding camera footage was properly saved, stored, and then disseminated in accordance with Massachusetts laws. Implementation of new cameras and function as the liaison between the department, Facilities & Operations, Information & Technology, and the outside vendor.
  • Responsible for reviewing the reports from the WSU incident report system, uploading those reports, and then reviewing the reports that other departments have uploaded that may have an impact on the University Police and Public Safety department.
  • Manages the campus wide Automated External Defibrillator program on campus.
  • Attends meetings with Facilities and Operations to ensure that proper safety and security measures are taken for all new construction and renovations of University assets.
  • Will assume the command of a critical incident if the Director of Emergency Response is not available.
  • Responsible for doing the yearly evaluations of the APA Lieutenants.
  • Is the Quarter Master for the department.
  • Responsible for the upkeep of the Owl Shuttle mobile tracking system.

Non-Essential:

  • Represents the department at meetings and on University committees.
  • Serves as liaison to other University departments.
  • Maintains departmental records as assigned including MPTC /POST on-line training
  • Oversees the purchase of uniforms and equipment.
  • Responsible for the monthly felony report sent to the state police.

Job Requirements:
Qualifications:

  • A bachelor's degree or at least five years full-time experience as a supervisor in a campus law enforcement department or other equivalent police force.
  • Thorough knowledge and understanding of state law, rules, regulations, and ability to interpret new laws, rules and regulations correctly and accurately.
  • Appointees must be graduates from a certified police academy approved by MPTC and POST.
  • Possession of a current motor vehicle operator's license.
