This position is designed for a seasoned program and project management professional who can quickly assess an evolving landscape, operate with minimal onboarding, and immediately drive execution. The role blends disciplined project management with program development, and stakeholder engagement requiring the ability to manage ambiguity, connect people and processes, and translate strategic intent into measurable outcomes. The Program Manager serves as a central integrator maintaining momentum across multiple workstreams, ensuring leadership visibility, identifying gaps and risks early, and continuously improving workflows to advance program effectiveness, scalability, impact, and outcome reporting.

Education and Experience:

  • Bachelors degree required.
  • Project Management Professional (PMP) certification preferred, significant experience in project and program management with increasing responsibility required.
  • Demonstrated experience managing complex initiatives from inception through execution and evaluation.

Skills and Knowledge:

  • Advanced proficiency in project planning, sequencing, and dependency management.
  • Strong command of scope control, risk mitigation, and structured issue escalation.
  • Ability to independently launch and run projects with limited oversight.
  • Experience managing competing priorities and senior stakeholder expectations.
  • Proficiency with common project management, collaboration, and agile tools and methodologies.
  • Experience convening and facilitating coalition or stakeholder groups to achieve shared objectives

Responsibilities:

  • Support the Director of Strategic Initiatives and Partnerships.
  • Lead and execute complex, multi-workstream initiatives with overlapping timelines and dependencies, establishing structure, plans, and governance where none exists.
  • Translate strategic priorities into executable plans, milestones, and deliverables.
  • Manage scope, risks, issues, and dependencies; maintain project documentation including RACI matrices, timelines, risk logs, and decision registers; escalate issues with solution-oriented recommendations.
  • Facilitate working sessions, decision meetings, and progress briefings; synthesize qualitative and quantitative inputs into clear executive-level updates for leadership and senior stakeholders.
  • Coordinate and align partners across government, industry, academia, and nonprofit sectors, managing expectations and ensuring shared accountability for outcomes.
  • Other Duties as Assigned.
