Chief Technology Officer
Job Summary
Reporting to the Chief Financial Officer, the Chief Technology Officer (CTO) serves as the senior leader responsible for aligning the College’s technology strategy and operations with the mission, vision, and strategic priorities of Tarrant County College District.
The CTO provides district-wide leadership for enterprise technology, including enterprise resource planning (ERP), technology acquisition and deployment, and the design, implementation, and governance of Information Technology (IT) systems, processes, and policies. This role ensures the delivery of reliable, innovative, and secure technology solutions that support institutional effectiveness, student success, and operational excellence.
With responsibility for IT fiscal stewardship, the CTO oversees technology investments and the IT budget, ensuring resources are strategically allocated to maximize value and performance. The CTO also serves as co-lead for the College’s Data Governance initiative, advancing data integrity, accessibility, and informed decision-making across the institution.
Primary Duties and Responsibilities
- Provides strategic leadership for all aspects of enterprise technology, including academic and administrative computing, instructional technology, networking, distance learning, accessibility, artificial intelligence, cybersecurity, and the effective integration of technology into teaching and learning.
- Builds, leads, and develops a high-performing team of technical and functional professionals, fostering a culture of accountability, innovation, operational excellence, and exceptional customer service; provides executive oversight of enterprise resource planning (ERP) strategy and implementation.
- Drives continuous improvement by establishing clear performance expectations, ensuring adherence to processes and standards, and identifying opportunities to enhance efficiency, effectiveness, and user experience.
- Develops, maintains, and advances the College’s IT Strategic Plan and IT Work Plan in alignment with institutional priorities; collaborates with the IT Steering Committee and Cabinet to ensure a cohesive, forward-looking technology strategy.
- Partners with executive and campus leadership to ensure technology systems, applications, and services effectively support the College’s mission, operations, and student success outcomes; proactively identifies and advances innovative solutions that improve performance and optimize costs.
- Leads comprehensive budget planning and financial stewardship for the IT division, including enterprise initiatives, infrastructure, and lifecycle management; ensures responsible oversight of all fiscal resources.
- Ensures compliance with evolving federal and Texas laws and regulations related to technology, data privacy, cybersecurity, and artificial intelligence, including requirements governing the ethical use of AI, implements governance, risk management, and compliance processes to safeguard the institution.
- Evaluates and recommends technology investments, including hardware, software, and professional services, ensuring alignment with institutional needs, technical standards, and cost-effectiveness; oversees vendor performance and contract delivery.
- Establishes and enforces policies and standards governing the use, security, licensing, and procurement of technology and telecommunications systems.
- Provides clear, concise, and strategic reporting to the Chancellor, Cabinet, and Board of Trustees to support informed decision-making.
- Champions a security-first culture by embedding cybersecurity awareness, risk mitigation, and best practices across the institution while enabling business and academic innovation.
General Supervision and Management
- Provides executive leadership and direction to the District’s IT teams, overseeing the successful implementation of enterprise-wide technology initiatives, including large-scale, complex projects.
- Develops and strengthens the knowledge, skills, and abilities (KSAs) of IT leadership through coaching, performance management, and targeted professional development; evaluates leadership effectiveness and ensures consistent adherence to Board policies, administrative procedures, and regulatory requirements.
Required Minimum Qualifications
- Bachelor's degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field
- Ten (10) years' working experience related to the Essential Performance Requirements
- Eight (8) years' experience supervising (e.g., managing, evaluating the performance of others)
Preferred Qualifications
- Master's degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field
- Experience leading Information Technology functions within higher education
