Summary

Plans, organizes, directs, and coordinates instructional programs for an academic division. Plans and develops curriculum, programs, and services that meet the needs of a highly diverse urban student population.

Distinguishing Career Features

The Dean for an Instructional Division integrates and provides academic and administrative support to faculty and a diverse student population. The Dean requires the ability to direct and integrate the activities of an academic division and its related functions and services, to provide leadership over curriculum, faculty and support staff, and assure excellence in delivering higher education. The Dean also requires the ability to facilitate professional development, establish standards and assess performance of faculty members.

Essential Duties and Responsibilities

Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:

  1. Provides leadership for program development, plans for current additions, modifications, and deletions to curriculum. Oversees and provides analysis of programs and multi-year instructional plans.
  2. Directs and prepares the schedule of classes and provides for proper staffing of classes, considering faculty loads, class size, and course offerings. Consults with faculty to design schedules that enhance attendance and meet the needs of students. Monitors workload indicators for accuracy and balance.
  3. Communicates with faculty by conducting regular meetings to facilitate planning and collegial decision-making. Ensures staff is informed about issues and projects, and for information about the overall college instructional program(s).
  4. Conducts performance appraisals in compliance with District standards and contractual obligations. Develops program, faculty and staff improvement plans and communicates with HR at the campus and District level.
  5. Provides leadership for faculty and staff development and learning opportunities that enhance effectiveness in the teaching and learning processes. Provides leadership in the development and assessment of course, program, and learning outcomes.
  6. Maintains up-to-date knowledge of new developments and innovations in community colleges and higher education. Recommends changes to maintain relevance of programs in the academic division and to meet student and community needs.
  7. Directs development of division budgets and manages financial resources consistent with policy and sound financial controls. Advocates for resources to support departmental programs and opportunities and allocates resources among competing requests for funds.
  8. Works cooperatively with other administrators and managers to coordinate programs and services across the curriculum to meet student needs. Resolves conflicts and issues within and among academic sections.
  9. Facilitates academic partnerships and maintains communications with Division faculty, faculty in feeder high schools and four-year transfer institutions.
  10. Encourages excellence in teaching. Orients new faculty, management, and staff, determines needs for staff development, plans staff development activities.
  11. Communicates with leaders in the private and public sectors and in educational agencies to determine needs for new courses and programs. Establishes advisory committees and other outreach as appropriate.
  12. Manages Division facilities including classroom spaces and special use spaces; advocates for upgraded and safe spaces; plans for supply and technology orders.
  13. Provides leadership in new and emerging technologies in support of student success, program development, hiring faculty in emerging fields. Advocates for the implementation of new technologies and procedures to improve instructional pedagogy and student support.
  14. May apply for annual grants to fund mandatory functions of departments where college budgets do not cover cost of operations. Ensures the institution is in compliance with the awarded grants.
  15. Performs other related duties as assigned that support the objective of the position.
  16. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

Qualifications and Physical Demands

Knowledge and Skills

  1. The position requires advanced specialized professional knowledge of the theories, principles, and practices associated with higher education curriculum and instruction, matriculation, and student services.
  2. The position requires specialized professional knowledge of collective bargaining, working conditions and evaluation practices.
  3. Requires advanced knowledge to manage facilities and understand and advocate for division specific needs in labs and instructional facilities, maintenance, supplies, safety.
  4. Requires a basic understanding of accreditation processes and program or college specific accreditation needs.
  5. Requires advanced specialized knowledge of the curriculum for the assigned instructional division.
  6. Requires in-depth knowledge of matriculation regulations and articulation agreements.
  7. Requires knowledge of and skill at teaching and learning processes that enhance student success and outcomes.
  8. Requires skills in organization and management practices as applied to the analysis and evaluation of programs, policies and administrative needs.
  9. Requires a working knowledge of the budget preparation and administration process.
  10. Requires in-depth knowledge of the principles of functional leadership, training, and performance evaluation.
  11. Requires a working knowledge of pertinent national and state regulations affecting curriculum and academic accreditation.
  12. Requires skill in organizing work and building an effective team to respond to student needs.
  13. Requires advanced human relations skills to deliver formal and influential presentations, build effective teams, review performance, and exercise a unique sensitivity to the needs and interests of a diverse student population.
  14. The position requires specialized professional knowledge of collective bargaining, working conditions and evaluation practices.
  15. Requires advanced knowledge to manage facilities and understand and advocate for division specific needs in labs and instructional facilities, maintenance, supplies, safety.
  16. Requires a basic understanding of accreditation processes and program or college specific accreditation needs.

Abilities

  1. Requires the ability to perform the essential responsibilities and functions of the position.
  2. Requires the ability to work with external agencies including State and Federal for licensure, Athletics and Academic Senate collaborations.
  3. Ability to work with faculty on assessment at the program and course level to ensure compliance with state and federal guidelines.
  4. Requires the ability to develop and implement a plan of accountability for academic services.
  5. Requires the ability to guide and motivate others toward goal achievement.
  6. Requires the ability to organize, plan, develop, and write new programs, develop new concepts, analyze outcomes, and prepare clear and concise reports.
  7. Requires the ability to inspire and promote awareness of socioeconomic and cultural diversity.
  8. Requires the ability to advise staff, direct and facilitate development of personal and team perspectives, develop and deliver training programs.
  9. Requires the ability to oversee and instruct in courses offered by the division.
  10. Requires the ability to develop and monitor budgets and maximize financial resources.
  11. Requires the ability to work cooperatively and productively with others.

Physical Abilities

The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources. Essential functions will vary by position. Licenses and Certificates

May require a valid driver license.

Working Conditions

Work is performed indoors where minimal safety considerations exist.

Minimum Qualifications

Possession of a master’s degree AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment. Or, any combination of education and experience which would provide the required equivalent qualifications for the position (Application for Equivalency required).

Preferred Qualifications

Doctorate degree, preferred in one of the disciplines in the Division that will be managed.

Conditions of Employment

This is a contract, full-time, 12-month per year, Educational Administrator position. The normal hours of work will be 8:00 am to 5:00 pm, Monday through Friday. Flexible schedule and weekends might be necessary to address the needs of the job duties, programs and/or students. The effective date of employment will be arranged with the supervisor.
