Director of Budget & Financial Analysis
Shippensburg University is seeking a strategic and detail-oriented Director of Budget & Financial Analysis to lead the planning, development, and oversight of the University’s budget. This key leadership role is responsible for ensuring the financial integrity, sustainability, and transparency of the University’s budget processes.
The Director manages the Educational & General (E&G), Auxiliary, and Restricted budgets totaling over $150 million, and plays a pivotal role in informing decisions that impact workforce planning, enrollment strategies, operating allocations, and long-term financial health.

Key Responsibilities
Budget Development & Oversight
- Lead the preparation and management of annual and multi-year operating budgets, including E&G, auxiliary, self-supporting, and special programs.
- Collaborate with departments to support budget formulation through trend analysis and financial projections.
- Provide guidance and recommendations to senior leadership regarding budget policies, timelines, and best practices.
- Align budget planning with strategic priorities, accreditation requirements, and sustainability goals.
- Conduct long-range financial forecasting and scenario analysis.
Reporting & Financial Analysis
- Prepare and present financial reports and budget recommendations to internal and external stakeholders, including the Council of Trustees and University Planning and Budget Council.
- Lead the Comprehensive Planning Process (CPP) and prepare financial sustainability documentation.
- Analyze revenue and expenditure trends, manage fund balances, and contribute to monthly financial dashboards.
Systems, Compliance & Data Management
- Ensure accuracy of budget data in SAP, including entries, transfers, carryforwards, and encumbrances.
- Oversee position control systems and automated reporting through SAP Business Warehouse.
- Maintain compliance with federal, state, and PASSHE financial regulations and internal audit standards.
Collaboration, Representation & Training
- Serve as a liaison to Institutional Research and other units requiring budgetary data.
- Provide training and support to university departments on budget processes and financial management.
- Represent the Budget Office on university committees and contribute to cross-divisional financial planning.

Minimum Qualifications:
- Bachelor’s degree in Accounting, Finance, or a related business field.
- Minimum of three to five years of progressively responsible experience in financial planning, budgeting, or related areas.
- Proficiency in Microsoft Office, especially Excel, Word, and PowerPoint.
- Demonstrated leadership ability with a collaborative management style that emphasizes teamwork, communication, and trust.
- Strong attention to detail with the ability to analyze complex financial data and meeting tight deadlines.
- Proven ability to prioritize tasks, managing multiple projects, and meeting established deadlines.
- Demonstrate high level of discretion, sound judgment, and ability to handle confidential information with integrity.
- Excellent oral and written communication skills, including grammar and composition; ability to communicate comfortably and effectively with staff, students, colleagues, and external stakeholders
Preferred Qualifications:
- Master’s degree in Finance, Accounting, Public Administration, or a related discipline.
- Experience in financial management or budgeting within the higher education system.
- Certified Public Accountant (CPA) designation.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint); experience with large ERP systems (e.g., SAP) and student information systems (e.g., OneSIS)
- Experience in financial statement preparation, analysis, and year-end closing procedures.
