Departmental Overview
Facilities Services works to continuously improve the campus in partnership with all members of the University community to ensure that classrooms, laboratories, and offices support teaching, learning and research. Consisting of over 500 dedicated staff members and serving over 10M building square feet and 1100 acres, Facilities Services includes the asset management program, custodial services, maintenance operations, engineering and technical services, environmental services, grounds operations, the Cal Zero Waste program, the Campus Building Department, and the campus utility systems, including the cogeneration plant. The scope of the Facilities Services reaches across campus and is closely connected to the activities of staff, building managers, other campus departments and campus leadership.
Position Summary
The Director of Inspections and Campus Building Official reports directly to the Associate Vice Chancellor - Facilities Services. This position involves the management and oversight of the Campus Building Department, which provides plan review and inspection services and supports the campus Design Standards. This position performs the duties and responsibilities of the Certified Building Official and is responsible for overseeing inspections for and inspectors on multiple building projects of all sizes and including all disciplines. The Building Department is responsible for ensuring projects conform to project plans and specifications, applicable code, standards, policies, regulations and procedures. This position oversees quality control for all campus projects. The role has a critical impact on campus.

Responsibilities
- Manages the activities of the Building Department including plan review, permit issuance and close out documentation.
- Oversees departmental processes including the use of the CMMS system.
- Serves as campus SME and coordinates processes and policies with campus constituents to develop a rigorous and functional unit.
- Is responsible for the budget, hiring, personnel management and strategic direction of the Building Department.
- Monitors the performance of subordinate inspectors and plan reviewers.
- Provides leadership and direction to subordinate staff.
- Provides opportunities for professional growth and development.
- Supports the development of functional, updated campus design standards relying on input from campus SMEs in Facilities Services and Capital Projects.
- Advises and collaborates with facilities project management/capital projects leadership, senior leaders, project managers, site coordinators, construction representatives and departments on Inspection and Building Department related issues.
- Provides proactive coordination and resolution of code problems.
- Serves as advisor to the Associate Vice Chancellor/Designated Campus Building Official.
- Interprets, enforces and ensures compliance with administrative regulations, state building codes, ordinances, and regulations related to new construction or building renovations/alterations.
- Ensures project compliance with the Americans with Disabilities Act (ADA).
- Represents the University with consultants, public officials/agencies and community groups.
- Consults and coordinates with Fire Marshall, Division of the State Architect (DSA), and all applicable state and local agencies.
- Develops department budget and budget projections in collaboration with Facilities Services budget officer.
- Monitors and manages unit operating costs.
- Develops work projections based on collaboration with Capital Projects.
Required Qualifications
- Advanced knowledge/skill in construction inspection, code compliance and plan check.
- Advanced knowledge of and/or can quickly learn campus construction environment, including infrastructure and applicable rules, regulations, laws, policies and practices.
- Advanced personnel management knowledge/skills.
- Advanced financial management knowledge/skills.
- Advanced verbal, written, and interpersonal communications skills, including highly developed political acumen, and ability to work effectively with a variety of constituencies.
- Advanced innovative and creative problem-solving skill and ability.
- Advanced organizational and analytical skills to meet prescribed deadlines on budget.
- Highly advanced ability to ensure compliance with codes and contract documents while meeting critical schedules and mandates.
- ICC certification as a Building Inspector - B2 (or obtain within one year of hire).
- ICC certification as a Certified Building Official - CBO (or obtain within one year of hire).
- Bachelor's degree in related area and/or equivalent experience/training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted annual salary range that the University reasonably expects to pay for this position is $155,900.00 - $233,400.00.
This is an exempt monthly-paid position.
