Essential Job Duties:

We are seeking an Engineer II to provide design and construction project management services across a varied portfolio of renovation and new construction projects ranging from $5,000 to $5 million. This role is ideal for a proactive, solutions-oriented professional who enjoys managing multiple projects, collaborating with varied teams, and delivering high-quality results that directly impact campus operations and infrastructure.

Key responsibilities and duties include, but are not limited to:
- Serve as the university's primary point of contact and customer representative, managing 15-20 concurrent projects in a dynamic, fast-paced environment.
- Manage renovation and new construction projects ranging from $5K to $5M across varied facility types, including academic, research, residential, dining, athletic, administrative, exterior spaces, transportation, and utility infrastructure.
- Oversee projects of varying complexity involving architectural, mechanical, electrical, plumbing, life safety (fire alarm and sprinkler), telecommunications, security, site utilities, communications, and conveyance systems.
- Manage third-party designers and contractors throughout the project lifecycle, including scope development, bidding, award, construction, inspections, occupant move-in, and contract closeout.
- Develop scopes of work, review construction documents, and prepare cost estimates to support project planning and procurement.
- Lead bid processes in accordance with State Construction Office policies and procedures, ensuring compliance with state procurement requirements.
- Administer construction contracts by managing schedules, enforcing contract terms, reviewing and processing RFIs, submittals, change orders, payment applications, and project documentation.
- Conduct effective design reviews to ensure quality assurance and proactively prevent construction issues through coordinated planning and problem avoidance.
- Apply working knowledge of North Carolina building codes, standards, and ordinances applicable to state and university construction projects.
- Ensure full compliance with State Construction Office requirements and university guidelines throughout design and construction phases.
- Perform quality control inspections and proactively coordinate construction activities to maintain safety, regulatory compliance, and operational continuity.
- Lead and participate in construction-related meetings, including pre-bid, bid openings, pre-installation, progress meetings, inspections, and final occupancy walkthroughs.
- Collaborate closely with Campus Planning and Strategic Investments, Operations & Maintenance, Business Operations, and Environmental Health & Safety to align project execution with institutional priorities.
- Communicate effectively with a varied campus population, providing responsive customer service and maintaining strong stakeholder engagement from project initiation through closeout.
Other Work/Responsibilities:
- Other tasks and responsibilities may be assigned based on the needs of the organization and evolving priorities.
Minimum Experience/Education:
- Bachelor's degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Required Qualifications:
- Proficient knowledge of standard design and construction practices and have both office and field experience.
- Effective oral and written communication skills.
- Proficient in Microsoft Office and general business software; experience with Microsoft Project and Bluebeam review preferred.
Preferred Qualifications:
- Preferred Experience/Education: Bachelor's Degree in Engineering, Architecture, or Landscape Architecture with at least five (5) years of post-graduation experience. Licensure as a registered professional engineer, architect, or landscape architect is preferred. If out of state, the expectation is that in-state licensure will be obtained within 12 months of hire date. LEED accreditation is also preferred, or the ability to pass the first test within twelve months of hire date.
- Progressive experience in project management in construction or related field.
- Knowledge in the use of organization-specific project management programs such as AERES, FM: Interact, AiM, and capital improvement.
- Knowledge of State and local building codes.
Required License or Certification:
- Valid driver's license required.
- Valid North Carolina driver's license is required within 60 days of hire and must be maintained.
