Job Summary

Incumbent works in an administrative management role at district level in the Procurement area and provides key information, direction and recommendation for decision-making.

Essential Functions

  • Supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment and making hiring, termination, and disciplinary recommendations
  • Develop and implement plans and strategies to accomplish goals for an assigned function or department; work may involve planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards and/or service offerings, ensuring compliance with Federal, State, and Local laws, regulations, codes, and/or standards, working to integrate and coordinate service areas and/or collaborating with the Board of Directors and Committees to facilitate the development of strategic plans and make recommendations
  • Develop and administer department and other assigned budgets, approve expenditures, review financial statements, manage financial operations
  • Develop and recommend revisions to District policies, procedures, guidelines or standards, direct and review a variety of reports, reconciliations, grants, work papers, promotional efforts, communications, schedules, tables and/or statements to and from internal departments, financial institutions, governmental entities and external agencies
  • Seek and manage collaborative efforts with business and industry, community agencies, donors and alumni, educational institutions, internal departments and/or other interested parties to solicit funds and facilitate grant and other departmental operations
  • Collect and analyze a variety of complex data and information, perform statistical analysis and summarize findings in applicable reports or other communication mediums
  • Serve as a liaison with other departments and students within the College to provide information on available resources, programs and/or services
  • Reviews and maintains compliance procedures for all business contracts.
  • Communicates effectively with internal stakeholders, providing updates on procurement activities and addressing any concerns or questions.
  • Implements Board of Trustees policies and procedures and makes recommendations for revisions as required. Monitors department functions for adherence to state statutes and District policies and procedures.
  • Oversees all aspects of auxiliary services (food, student transportation, bookstore).
  • Analyzes procurement data to identify trends, opportunities for improvement, and areas for cost reduction.
  • Oversee all aspects of district-wide procurement activities and ensure competitive solicitation processes
  • Oversee the programs and activities that relate to maintaining and building strong relationship with suppliers, fostering, fostering collaboration and ensuring timely delivery of high-quality goods and services
  • Direct activities related to management of all aspects of procurement card program
  • Oversee procurement contacting processes and procedures
  • Prepare the procurement recommendations and reports for the Board of Trustees' approval
  • Performs other duties of a similar nature or level

Qualifications, Knowledge, Skills, Abilities and Physical Requirements

Minimum Qualifications:

  • Master's degree in a related field to assigned area
  • Four (4) years of academic, career or technical management experience

Preferred Qualifications:

  • Doctorate Degree preferred

  • Knowledge of procurement and contract standards
  • Knowledge of higher education principles and practices
  • Skilled in directing and providing leadership to subordinate staff
  • Skilled in planning, implementing, improving, and evaluating programs, policies, and procedures
  • Skilled in developing, administering, and managing budgets
  • Skilled in analyzing and developing policies and procedures
  • Skilled in planning, analyzing, and evaluating programs and services, operational needs, and fiscal constraints
  • Skilled in interpreting and applying applicable laws, codes, rules, regulations, guidelines, and standards
  • Skilled in allocating resources effectively and efficiently
  • Skilled in managing complex projects with college-wide impact
  • Skilled in evaluating research to identify potential solutions, resolve problems, or provide information
  • Skilled in working with diverse academic, cultural and ethnic backgrounds of community college students and staff
  • Skilled in using a computer and related software applications
  • Skilled in utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information

Physical Requirements

Positions in this class typically require grasping, hearing, keyboarding, reaching, repetitive motion, standing, talking, visual acuity, and walking. The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly.
