Offer Description
It is hereby announced that, by my order issued on this date, an international competition is now open for a period of 30 (thirty) business days, starting on the business day immediately following the publication of this Notice in the Diário da República, to fill 1 (one) position in the university teaching career, in the category of Full Professor, under a permanent civil service employment contract, in the academic field of Population Health, with scientific and pedagogical experience in Biostatistics, at the Faculty of Medical Sciences | NOVA Medical School, opened pursuant to Articles 37 et seq. of the Statute of the University Teaching Career (ECDU), in its current version, as well as the Regulations on Competitions for the University Teaching Career at NOVA University Lisbon, (Order No. 3012/2015 of February 20) published in the 2nd series of the Official Gazette, No. 58, of March 24, and by the Regulations for Competitive Examinations for Academic Careers at the Faculty of Medical Sciences (Regulation No. 609/2017 of November 28).
The initiation of this competitive selection process, as well as the appointment of the selection committee, was authorized by the Rector's Order dated 19/06/2026.

I. Admission Requirements
1. Pursuant to Article 40 of the ECDU, applicants for this competition must have held a doctoral degree for at least five years and hold the title of associate professor.
2. Meet the general eligibility requirements for recruitment to public service positions.
II. Requirements for approval on the basis of absolute merit
1 - Approval of candidates on the basis of absolute merit is contingent upon their having a comprehensive academic record that the selection committee reasonably considers to demonstrate scientific and pedagogical merit, research ability, and professional experience consistent with the academic discipline for which the competition was opened, and appropriate to the respective faculty rank, as documented in the application materials submitted for the competition.
2 - For the purposes of the evaluation referred to in the preceding paragraph, the acceptance of candidates based on absolute merit shall depend on their cumulative fulfillment of the following requirements:
i) Doctorate in Biostatistics, Statistics, Statistics and Operations Research, or other fields in the area of Probability and Statistics;
ii) Aggregate Title in the Field of Biomedicine;
iii) Teaching experience and experience leading courses in the field of Biostatistics in at least one of the study cycles in Medical Sciences education;
iv) Supervision of at least two doctoral theses;
v) Participation in academic governing bodies (such as the Pedagogical Council, Scientific Council, or Faculty Council);
vi) Solid scientific experience in statistical data modeling in the field of Medical Sciences;
vii) Experience collaborating with Academic Clinical Centers or Clinical Research Units, particularly in data management and analysis in Medical Sciences;
viii) Methodological publications in the field of Statistics, or in applications within Medical Sciences;
ix) Candidates must be fluent in Portuguese (spoken and written) at a level that allows for teaching duties without any communication limitations in this language.
III. Criteria for Evaluation Based on Relative Merit
The criteria, indicators, and weightings for evaluating candidates based on relative merit are as follows:
1) In the area of scientific performance, development, and innovation, the following indicators will be considered (50% weighting):
a) Scientific Output – Quality and quantity of scientific output (full-length articles, books, conference papers) as reflected in the number and type of publications, the recognition granted by the scientific community (as evidenced by the quality of the publication venues and citations by other authors), and, where applicable, the ability to translate research findings into practical applications – 30%;
b) Scientific Activity – Quality and quantity of scientific projects in which the candidate has participated and the results obtained therein, with emphasis on project coordination and participation in national and international networks; in assessing quality, consideration must be given to the type of funding obtained for the project, that is, whether the application was evaluated and which entity was responsible for the evaluation – 10%;
c) Formation of research teams – The ability to organize and lead research teams, coordinate and participate in national and international research projects, as well as experience in supervising advanced training in the disciplinary area covered by the competition – 5%;
d) Engagement with the scientific community – National and international scientific recognition demonstrated by the ability to engage with the scientific community, expressed through the organization of events, collaboration in the editing of journals, peer review of scientific articles, delivery of invited lectures, service on scientific award juries, participation in scientific committees, organizations, or networks, etc., with particular emphasis on international engagement in the practice of scientific research – 5%;
2) The assessment of relative merit in the area of Teaching Ability will focus solely on actual, institutionally verified teaching activity at institutions of higher education, as reflected in the official teaching assignment schedule, with greater weight given to teaching experience in Bachelor's or Integrated Master's programs in Medicine. The following indicators will be considered in the assessment of teaching ability (30% weighting):
a) Teaching Activity - The teaching activity assesses the quality of services provided in undergraduate and graduate education, based on the following criteria: courses coordinated and taught in the field of Medical Sciences, taking into account teaching practice; the organization and pedagogical orientation of courses, considering both national and international components – 15%;
b) Pedagogical output – Pedagogical output shall be evaluated with regard to the production of learning support materials – 5%;
c) Pedagogical coordination – All activities that, although not involving direct contact with students, promote a learning environment at the Institution shall be evaluated – 5%;
d) Dissemination of knowledge in the community – Activities related to the dissemination and transfer of knowledge carried out outside the Institution shall be considered – 5%;
3) In the evaluation of other relevant activities, the following indicators will be considered (weighted at 20%):
a) Participation in national and international scientific societies – 5%;
b) Participation in academic governing bodies – 15%.

V. Submission of Applications
1 - Applications, accompanied by the documents listed below, must be submitted in digital format within 30 business days from the day following the publication of this Notice in the Official Gazette.
2 - Applications may be submitted in person in a sealed, properly labeled envelope at the secretariat of the Scientific Council of the Faculty of Medical Sciences, located at its main building at Campo dos Mártires da Pátria, or sent by mail to the address of the Faculty of Medical Sciences at Campo dos Mártires da Pátria, No. 130, 1169-056 Lisbon.
3 - Failure to meet the deadline for submitting the application, as well as failure to submit or late submission of the documents referred to in the preceding paragraphs, will result in the application's exclusion. False statements made by applicants will be punished in accordance with the law.
VI. Application Procedures
1 — Applications must be submitted by completing the corresponding application form, which is available at https://www.nms.unl.pt/ptpt/nms/junte-se-anms/recrutamento?category=4345. The applicant must consent to receiving communications and notifications related to this recruitment process via email.
2 — The application must be accompanied by the documentation listed below, which must be submitted in Portuguese or English; proficiency in Portuguese is required.
a) A certificate attesting to the doctoral degree obtained more than 5 (five) years ago; in the case of degrees awarded by foreign higher education institutions, submission of the corresponding specific recognition is mandatory, pursuant to Decree-Law No. 66/2018 of August 16;
b) Certificate proving the title of associate professor; in the case of qualifications awarded by foreign higher education institutions, submission of the respective specific recognition is mandatory, pursuant to Decree-Law No. 66/2018, of August 16;
c) 3 copies, in digital format (USB drive) or printed, of the candidate's curriculum vitae, dated and signed, indicating the work performed and published and the activities carried out by the candidate, in accordance with the provisions of Article 4 of the ECDU;
d) 3 copies of each of the published works mentioned in the curriculum vitae, preferably in digital format (USB drive), specifically the most representative ones, with regard to their contribution to the development and evolution of the academic field for which the competition is open;
e) A sworn statement that, should the selection committee decide to request the documentation listed in the preceding subparagraphs or any other scientific documentation cited in the candidate's curriculum vitae in hard copy, such documentation must be submitted within 10 business days;
f) If the candidate is not a Portuguese national, or is from a country where the official language is not Portuguese, the application must include an internationally recognized certification of proficiency in the Portuguese language at a level sufficient to teach in that language.
3 - Documents proving compliance with the general requirements for recruitment to public service positions may be replaced by a declaration made on the form referred to in point 1.
4 - The absence of any supporting documents that cannot be provided ex officio will result in the rejection of the application.
5 - Applicants must organize their curriculum vitae in accordance with the guidelines set forth in Section III of this Call for Applications.

VIII. Public Hearings
1 - At its first meeting, the Selection Committee shall decide whether to hold public hearings for candidates who have been approved on the basis of absolute merit; such hearings are intended solely to clarify issues related to the documents submitted by the candidates.
2 - If it is necessary to hold these public hearings, they shall take place between the 30th and 50th day following the candidates' admission on the basis of absolute merit, and all candidates shall be informed at least 5 days in advance of the date and location where these public hearings will take place.
IX. Evaluation of Applications
1 - Once the application deadline has passed, the selection committee meets in person or via teleconference to verify the eligibility of the applications. At the eligibility meeting, the jury will verify the eligibility requirements, draw up a list of admitted and/or excluded candidates, and decide whether or not to hold a public hearing.
2 - If there are no grounds for rejecting applications based on the administrative eligibility requirements set forth in Section I of this notice, the jury shall decide on approval or non-approval based on absolute merit, by a roll-call vote with justification, taking into account the approval requirements identified in Section II.
3 - Candidates who have received a favorable recommendation for approval on the basis of absolute merit from a majority of the jury members are eligible to participate in the competition.
4 - Once the candidates approved on the basis of absolute merit have been definitively identified, they are ranked in order of relative merit, based on the ranking categories and criteria, their respective weightings, and the final scoring system, established in accordance with the provisions of Article 50(6) of the ECDU and Article 16(6) of the Regulations for Competitive Examinations for University Teaching Careers at Universidade Nova de Lisboa. Each jury member shall submit a written opinion ranking the admitted candidates, assigning a score to each criterion on a scale of 0 to 100, and a final score also on a scale of 0 to 100, resulting from the sum of the scores assigned to the weighted components as stipulated in this call for applications.
5 - If no candidates have been disqualified, the selection committee shall also evaluate the candidates at the admission meeting.
6 - The ranking of admitted candidates is determined by a vote of the jury members, in accordance with the ranking presented in the opinion referred to in the preceding paragraph, pursuant to subparagraphs (a) through (f) of paragraph 11 of Article 16 of the UNL Regulations on Competitive Examinations for University Teaching Careers.
7 - If any candidate is not admitted, they shall be notified to submit their comments, in accordance with the Code of Administrative Procedure.
8 - Notifications shall be sent by email, in accordance with subparagraph c) of paragraph 1 of Article 112 and paragraph 5 of Article 113, both of the CPA.
9 - Following the hearing of the interested parties, the selection committee reviews the arguments presented and approves the final ranking list of successful candidates. The selection committee's final decision is ratified by the President of NOVA.
