The National Authority for Research is hosting a competition to fill the General Director position at the National Institute for Research and Development for Food Bioresources (IBA Bucharest). The selection process follows the methodology approved by Government Decision no. 743 of September 18, 2026, which was published in the Official Gazette, Part I, no. 804 on September 22, 2026.

Skills/Qualifications
- a) Academic/Research Rank: Established Researcher (R3) or Leading Researcher (R4), at least an Associate Professor rank in the institute's field of activity.
- b) Management or Project Experience: Have at least 3 years of management experience within domestic or foreign research organizations in a relevant field; OR have successfully led at least two competitively won research projects with a combined budget of at least EUR 400,000.
- c) Language Skills: Be proficient in written and spoken Romanian or English.
Specific Requirements
To be eligible for the General Director position at the INCD, candidates must meet all of the following requirements:
- a) Academic/Research Rank: Established Researcher (R3) or Leading Researcher (R4), at least an Associate Professor rank in the institute's field of activity.
- b) Management or Project Experience: Have at least 3 years of management experience within domestic or foreign research organizations in a relevant field; OR have successfully led at least two competitively won research projects with a combined budget of at least EUR 400,000.
- c) Language Skills: Be proficient in written and spoken Romanian or English.
- d) Health Status: Be medically fit to perform the duties of the position.
- e) Criminal Record: Have no final criminal convictions for offenses against national security, authority, or humanity; corruption or official misconduct; forgery or obstruction of justice; or any intentional crime making them incompatible with the role (unless rehabilitated, amnestied, or if the act was decriminalized).
- f) Fiscal Integrity: Have a clean fiscal record, in compliance with Government Ordinance no. 39/2015 (as amended and supplemented).
- g) Research Ethics: Not be subject to any active sanctions under Art. 63 letter d) of Law no. 183/2024 for violating ethical or professional conduct norms in research, development, and innovation.
- h) Conflict of Interest: Neither the candidate nor their spouse, relatives, or in-laws up to the third degree may hold shares or equity in companies with the same profile or those maintaining direct commercial ties with the institute.
