Job Description Summary
Primary purpose of this role is to support the research activities of Penn Dental Medicine. Responsible for the comprehensive management of a complex grant portfolio, including both pre-award and post-award activities. Oversees proposal and budget development, compliance, and monitors project financial activity. Collaborates with principal investigators to support strategic planning and communicates expertise and information for effective administration.
Job Description
- Manage and direct proposal development, budget development and related pre-award issues for a varied sponsor portfolio including the NIH, foundations and clinical trial sponsors.
- Advise investigators regarding actions needed to bring proposal into compliance and ensure Principal Investigators (PIs) are adhering to budgets and sponsor regulations.
- Review funding opportunities, prepare proposal checklists, and assist in other proposal development activities.
- Remain current in NIH guidelines and grant opportunities and educate the PIs regularly.
- Manage and prepare financial analyses for faculty using financial portfolio sheets on a monthly basis in order for them to review/ensure the funds are allocated appropriately.
- Monthly reconciliation of grant expenditures for compliance and take or recommend corrective actions as needed. This will be required for sponsored programs, pilot funds and discretionary funds in which reports will be sent to PI's on a monthly basis.
- Manage post-award processes including account generation which includes monitoring FCOI in the RIA, RPPR/progress report submissions, closeout, monitoring and review of all charges to sponsored projects, and audit requirements for federal awards and enforcing compliance with other sponsor guidelines.
- Complete budget and expense journal entries as needed.
- Review and update other support pages as needed.
- Oversee payroll on grants and work closely with the fiscal operations team to ensure accuracy of salary distribution, effort reporting and other payroll related issues which may require payroll reallocations.
- Meet with Principal Investigators to review financial issues with their research programs and to secure their approval of reports.
- Manage subcontracts and invoicing as well as monitoring RIS agreements with faculty.
- Oversee other activities, including but not limited to effort reporting and Concur report reviews/approvals to ensure compliance with audit requirements.
- Indirectly supervise PI support staff to ensure all grant activities are completed promptly and accurately.
- Responsible for maintaining salary grids for faculty members and their research personnel.
- Authorize Purchasing and Accounts payable transactions to ensure compliance with audit requirements.
- Recommend and implement policies and procedures to ensure uniformity in reporting and compliance with University, School and sponsor. Exercise resource stewardship and report known or suspected irregularities.
- Participate in the annual budget process and projections.
- Other duties and responsibilities as assigned.
Qualifications
- Bachelor of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.
- Familiarity with university-sponsored research policies and related research management systems is preferred.
- Experience with NIH and other federal granting agencies is required.
- Proficiency with Microsoft Excel, Adobe, BEN Financials and Business Objects is preferred.
- Excellent interpersonal, verbal and written communication, and critical thinking skills are required.
- Working knowledge of Uniform Guidance is required.
- Must possess the ability to work independently in a deadline-driven, multiple-priority work environment.
- Familiarity with UPENN sponsored research policies and related financial system is preferred.
- The candidate will possess strong organizational, data management and documentation skills, is attentive to detail and strives for accurate results, has the ability to work both independently and cooperatively, and demonstrates excellent interpersonal skills.
