Position Summary

Salary: $94,200 - $115,100 annually depending on experience. MSU Benefits - Free comprehensive health care for you and your family as well as a 10% contribution toward your retirement; Generous sick, vacation, personal and holiday time; This position is not eligible for remote work. Regular, in-person attendance is required to meet business and customer needs.

This position will supervise the Instrument & Controls / Electrical / Water Lab team at T.B. Simon Power Plant reporting to the Power and Water Department Manager; responsible for all aspects of installing, repairing, and maintaining instrumentation, process controls, and electrical equipment/systems for the MSU power plant, water wells, and waterworks facilities.

This position directly supervises unionized skilled trades including I&C Technicians, Electricians, and Lab Technicians; recruits, hires, evaluates, and trains staff; enforces university and departmental policies and procedures; resolves employee complaints and grievances; communicates with management to discuss work progress, staffing, and resolve issues; works with engineering and department supervisors to coordinate and prioritize work; works with union representatives to manage labor relations issues by discussing contract administration, inquiries, grievances, and general information; manages department and project budgets and schedules; assists in reviewing departmental budgets and developing financial projections and expenditures of funds; participates in long-range planning for departmental operations; develops and coordinates overhaul and outage maintenance plans; and serves as a steward of university assets and resources. Must be able to demonstrate a willingness to build good relationships through strong interpersonal skills to achieve objectives through mutual participation.

In addition to an initial drug test at hire, the employer conducts random monthly drug testing throughout the year.

Job responsibilities are as follows:
35%: Supervise Direct Reports: Plan, schedule, assign, and oversee the work of skilled trades employees and outside contractors, monitor their work in order to assure proper staffing and quality standards. Ensure employees and contractors compliance with codes, guidelines, and university and department policies and safety rules.

25%: Administrative - Employee evaluations; interview, recommend for employment, onboard, train, evaluate, and discipline skilled trades and student support staff. Approve leave time and validate timecard reporting. Manage departmental and project budgets. Initiate and prepare metrics to identify efficiencies and new processes. Regular departmental communication on crew and project work progress and issues.

25%: Project Management - Work with engineering, contractors, and other departments to plan and execute projects. Assign resources (skilled trades labor and contractors) as required to complete projects on a timely and cost-effective manner. Verify and approve requisitions for materials and services. Audit and oversee vendor bills and charges. Communicate and coordinate with customers, other departments, and contractors. Ensure compliance with codes, guidelines, and university and department policies and safety rules.

15%: Execute Studies/Investigations/Special Projects - Assist management with metrics and data computation to monitor and troubleshoot plant, system, and equipment performance and department business operations. Track and report on key performance indicators. Network with Industry Professionals - Attend APPA, trade shows, conferences and other higher education institutions to network and identify possible efficiencies.

Minimum Requirements

Knowledge equivalent to that which normally would be acquired from specialized training such as that acquired in at least one year of college, technical, vocational, or trade school with coursework in instruments & control (I&C), process control, electrical trade, industrial chemistry, or engineering; five to eight years of related and progressively more responsible or expansive work experience in supervising operational activities related to maintenance and repair of I&C or electrical equipment/systems in industrial process facilities; or an equivalent combination of education and experience; possession of a valid vehicle operator's license; must meet MSU safe driving standards and drive a University vehicle to perform job duties of this classification.

Desired Qualifications

Bachelors of science in electrical, chemical, or mechanical engineering, process control engineering, engineering technology, or related field; associates degree or certification in instrumentation technology, electrical & instrumentation maintenance, process control and instrumentation technology or related field; knowledge of power plant instrumentation, process controls, and electrical systems; knowledge of power plant operations; experience with labor relations practices; working knowledge of Microsoft Office products (Outlook, Word, Excel, Teams); knowledge of emissions monitoring systems and/or predictive emissions monitoring systems (PEMS); knowledge of plant process chemistry; knowledge of industrial process facilities data management/historian systems; knowledge of computerized work order management systems; knowledge of electronic enterprise/business/financial management software; excellent customer relations skills; ability to communicate effectively with a diverse population; ability to work independently and as an effective member of a team; excellent organizational skills with the ability to multi-task yet give attention to detail with frequent interruptions; ability to handle confidential issues with complete discretion; self-starter who possesses good decision-making skills and demonstrated ability to follow-through; desire for continuous learning.
