The Office of the Chief Investment Officer of the Regents of the University of California (UC Investments) manages more than $200 billion of endowment, retirement, and working capital assets under the policies, guidelines, and performance benchmarks established by the UC Board of Regents. POSITION SUMMARY
The Office of the Chief Investment Officer is responsible for managing the University of California's retirement, endowment, working capital, and cash assets under the policies, guidelines, and performance benchmarks established by the Regents. The mission of the Office is to implement those policies and guidelines by selecting, executing, and monitoring investment strategies designed to add value over the benchmarks within a risk-controlled framework.
The Office adheres to high ethical as well as professional standards in serving the investment management needs of its constituency and the Chief Investment Officer has full investment discretion while the Regents retain responsibility for Asset Allocation and Investment Guidelines.
The Investment Data Operations Manager will report to the Director of Investment Data & Technology Strategy and will work collaboratively with stakeholders across the Office as well as external vendors and partners. The Office of the Chief Investment Officer seeks a Manager that is able to implement a well-organized, data and process driven, well-controlled analytical environment. An important job aspect for the Manager is the collaboration with the Chief Operating Officer and Director of Investment Data & Technology Strategy in building and executing a strategy to provide an operational risk framework on data and a robust and connected reporting platform.
RESPONSIBILITIES
40% Data/Applications Management:
- Oversee collection, maintenance, and transformation of data for analysis to support the investment decision making process.
- Design and maintain various custom internal data maps related to accounting, performance, risk, and reporting.
- Develop and manage portfolio data controls and exception handling processes to enable accurate and timely reporting across the OCIO.
- Proactively identify and resolve data discrepancies between third-party and the internal data mart(s).
- Lead and own all data deliverables, such as data requirements and sources, solutions to enrich data sets, data lineage and quality rules.
- Prepare recommendations for new methodologies to capture and/or enrich mission critical investment data for consumption downstream.
- Work to continuously improve the efficiency of data flows as well as the OCIO's data reconciliation capabilities.
- Collaborate with the investments teams and asset class heads on various projects involving data.
- Execute on the OCIO's data governance policy, including the provision of adequate internal controls, definitions, and documentation.
- Provide guidance on sourcing and the optimal structuring of investment data.
- Provide guidance on capturing new investment structures/assets from a data management capacity.
25% Analytics Reporting:
- Provide guidance and systems support to relevant stakeholders (product managers, asset class teams, risk, performance, reporting, and compliance) supporting the investment decision making process.
- Maintain and coordinate various job schedules (daily, weekly, monthly) to ensure the latest data is sent to downstream systems and stakeholders. Ensure that data being sent is correct and current.
- Manage implementation and development across multiple vendors, platforms, and data sources.
- Present to stakeholder's new tools that could improve data digestion for the OCIO. These tools would encompass reporting, portal access and CRM.
- Work closely with a variety of analytical end-users to provide subject matter expertise related to business intelligence, data automation, and data visualization tools. Present new technology as it comes up to help them be more productive.
- Identify and resolve complex issues across the OCIO infrastructure. Make sure clear communication is given to team(s) that may be affected.
25% Integration/Project Management:
- Work cross-functionally with other in the OCIO and Product Managers and Head of Asset Classes to produce daily, monthly, quarterly, and annual investment reports.
- Develop, maintain, and produce high quality, accurate, and timely investment reports for the Investment team, the Regents, and clients of the OCIO.
- Manage contents, templates, and timelines to deliver daily, weekly, monthly, quarterly and annual reports.
- Collaborate with Investment, Operation, and Data Management teams to develop scalable and impactful analytics to enhance messaging and storytelling of investment reports.
- Implement a professional content management and reporting tool that includes elements of review, compliance, and approval processes.
- Establish relationships with consultants of endowments and campuses to better support data needs for their investment decision making processes.
- Partner with CIO to develop new functional dashboards and functional needs for the CIO, campuses & foundations, and other leaders.
- Coordinate internal resources and third parties/vendors for execution of projects.
- Ensure that projects are delivered on-time, within scope and within budget.
- Provide definitions of project scope and objectives, involving all stakeholders.
- Manage the development of detailed project plans to monitor and track progress.
- Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
- May lead a team of experienced analysts.
- Evaluate and recommend software offerings of external vendors to help assess their usefulness and applicability in terms of expanding the overall capabilities of the OCIO.
- Continually improve reporting efficiencies.
- Adhere to security best practices and make sure OCIO data is always protected. Develop and maintain new standards as they change and risks arise.
- Onboard new data and data sources to support the ongoing investment activities of the OCIO.
10% Ad Hoc:
- Execute on analytics and reporting based needs as requested by management
- Aid in enterprise level initiatives as required
QUALIFICATIONS
Required Qualifications
- Minimum of eight (8) years of job-related experience and/or equivalent experience/training.
- Excellent verbal and written communication and presentation skills, including the demonstrated ability to articulate ideas and issues clearly, concisely, and persuasively to a variety of audiences and prepare and/or edit complex reports involving logical and quantitative analysis, so that it is clearly understandable by both technical and lay readers and effectively advances and justifies a specific proposal or set of recommendations.
- Ability to function as a member of a team.
- Ability to clearly articulate investment process and results to the Chief Operating Officer in a timely fashion.
- Demonstrated proficiency at relationship management and the ability to build and utilize extensive personal network of industry contacts to share industry best practices.
- Excellent interpersonal skills as demonstrated by the ability to interact with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals.
Preferred Qualifications
- Knowledge of UC policy, guidelines, asset allocation, portfolio structure, investment strategies, managers, and holdings.
- Ability to demonstrate value from cloud technologies.
- Demonstrate ability and experience with implementing strategies around cybersecurity and backup/disaster recovery for core services that OCIO rely on.
- Experience building, configuring and maintaining Infrastructure applications at an Enterprise level.
- Experience in leading a team implementing applications from concept to production. This includes building, configuring and maintaining lifecycle of application.
- Expert understanding of DevOps principles, Platform and Infrastructure as a Code concepts and techniques
EDUCATION
Required
- Bachelor's degree in related area and a minimum of five (5) years of relevant work experience and/or equivalent experience/training.
- Graduate Degree (e.g. MBA or JD) and/or CFA/CIPM or equivalent professional certification
SPECIAL CONDITIONS
- This position is currently eligible for a hybrid work arrangement within California. The selected candidate will be required to report to work onsite in Oakland minimum 3 days a week or as business needs dictate.

This range reflects a wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
