IT Project Manager

Position Summary

Located 45 minutes from the Nations Capital, nestled in a history-rich community of southern Maryland, The College of Southern Maryland (CSM) has been twice named in the top 150 community colleges by the Aspen Institute with academic programs in over 100 disciplines. Provides support in the design, implementation, and evaluation of IT initiatives related to projects and business process improvement efforts for all technology-focused efforts across the college. Responsible for coordinating, monitoring, and reporting on technology projects that includes but is not limited to discovery, design, development, and implementation across all CSM campuses and sites for both stakeholders and IT professionals.

Mentors and guides IT stakeholders to create, execute, manage, and enhance enterprise-wide IT services and operational processes. Oversees the entire project life cycle, ensuring regular communication with executive stakeholders to foster trust and transparency between IT and other functional units. Utilizes industry-recognized methodologies to ensure compliance with standards and requirements, delivering ongoing reports on progress and performance to stakeholders. This position reports to the Director of Project Management and Business Solutions.

Reports to: Director II - Program & Project Management

The hiring salary for this position will be from the min to mid-point of the salary range advertised. This position is open until filled.

Specific Duties and Responsibilities

40 % Project Planning and Management

  • Mentors and guides IT projects using project management tools and techniques to avoid project delays and to resolve such issues as they arise.
  • Develops and maintains a robust system and methods for the reliable delivery of projects.
  • Works with stakeholders for evaluation of project scope and to determine priority within an established project schedule.
  • Fosters support for project management methodology throughout the community, including all functional areas in the college.
  • Utilizes a review process that evaluates project success criteria after go-live to assure full value capture and continuous improvement opportunities.
  • Sets criteria for determination of project priority and works with stakeholders to monitor and report on progress.
  • Assists with project completion where possible.
  • Monitor quality of placements and conduct site visits.
  • Responsible for all aspects of the client relationship and deliverables.

10% Stakeholder Management and Engagement

  • Collaborate with department heads and staff to understand their IT needs and implement effective enterprise IT solutions.
  • Communicate IT strategies, initiatives, and performance goals to stakeholders.
  • Develop external relationships, as appropriate, to identify and keep abreast of emerging trends and opportunities in IT.
  • Offers project management training to stakeholders.

10% Research and Analysis

  • Conduct market research to identify potential solutions based on stakeholder needs, requirements, opportunities, and potential partners.
  • Analyze the performance and impact of partnership activities and provide insights and recommendations.
  • Stay informed about industry developments and best practices in engagement and collaboration.

10% Advocacy and Outreach

  • Represent the organization at industry events, conferences, and networking opportunities.
  • Organize and participate in workshops, seminars, and other outreach activities.
  • Build a network of contacts within the industry related sectors.
  • Chair the Project Management Community of Practice (PMCoP).

15% Business Process Improvement

  • Identify and review current business practices and recommend desired outcome solutions.
  • Interview stakeholders to obtain their desired state of operations.
  • Provide recommended solutions to eliminate waste, improve time to delivery, and make business processes faster and more efficient.
  • Assist with the design and implementation of new business processes.

15% Reporting and Documentation

  • Develops or employs methods for tracking and reporting on the work done by IT.
  • Document best practices and lessons learned from projects.

Additional Duties:

  • Assists in the preparation of the colleges Master technology Plan.
  • Assists in the completion of the technology portion of capital projects.
  • Performs related tasks as required.

Minimum Education and Training

  • Bachelors degree in business, project management, information management, computer science or related field is required.
  • Minimum three years of experience leading and/or overseeing projects.
  • Experience in project management principles and tools focused on information system technologies.
  • Ability to plan and execute multiple, complex technical projects concurrently.
  • Work experience and proficiency with Microsoft Office is desired.
  • Excellent communications (written and oral), customer service and problem-solving skills.
  • Experience leading technical teams.
  • Experience providing end-user training in individual and group environments.

Preferred Education and Experience:

  • Masters degree in business, project management, information management, computer science or related field is required.
  • 5+ years of experience leading and/or overseeing projects.
  • Higher education background

Licenses, Certifications, or Additional Requirements:

  • Project Management Professional (PMP) desired.
  • Scrum Master Certification desired.
  • Lean Six Sigma desired.

Minimum Qualifications and Standards Required

Knowledge, Skills, and Abilities:

  • Familiarity with automated project management tools.
  • Work experience and proficiency with Microsoft Office
  • Excellent interpersonal and public speaking skills
  • Experience leading user acceptance testing (UAT)
  • Effective leadership ability and customer service skills
  • Project Management experience using project methodology
  • Experience using process improvement methodology (i.e. LEAN Six Sigma)
  • Experience leading successful project implementations and process improvement initiatives
  • Experience using various project management and Agile methodologies
  • Experience with enterprise resource platforms (ERP)
  • Strategic planning
  • Provide recommendation to others for producing effective business outcomes on a consistent basis
  • Use creativity and innovation to meet the daily demands of campus technology needs within the guidance of industry guidelines.
  • Analyze processes and be effective with organizing people and activities, separating and combining tasks into efficient workflows
  • Recognize what to measure and the opportunities for synergy and integration
  • Simplify complex processes and maximize resources
  • Provide guidance and contribute to the achievement of the overall college goal, working closely with all administrative levels of the college
  • Share wins and successes, foster strong team dynamics and empower teams to face issues and develop solutions.
  • Manage cost center of $5 thousand and multiple projects up to $2 million

PHYSICAL DEMANDS
The work is mostly sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly.

WORK ENVIRONMENT
Work is performed in a relatively safe, and secure work environment.
