The Manager of Capital Planning supports the Associate Vice President, Planning, Design & Construction (AVP P/D/CS in shaping Towson University’s long?term physical development and ensuring that capital investments advance the institution’s priorities and strategic mission. As the facilitator of the university’s capital planning strategy, this position supports the AVP P/D CS with the development, justification, and submission of major capital and system?funded projects while helping to secure support from state agencies and legislative bodies. The role represents and supports the university in high?level budget and policy forums, advocates for critical infrastructure priorities, and engages with regulatory authorities to ensure compliance and responsible stewardship of public resources. Working in close collaboration with the university’s budgeting office, the Manager helps inform and structure the budgets and resource plans needed to deliver the institution’s most important capital investments while also planning for long-term operational support once the projects are completed. This position integrates institutional priorities, critical facility needs, academic needs, operational priorities, and sustainability objectives into a cohesive capital strategy that advances transparent planning, informed decision?making, and accountability across all phases of the capital development process. Telework may be available for this position up to two days per week following the completion of 90 days of service in good standing.

Responsibilities and Duties

  1. Strategic Capital Visioning and Long?Range Infrastructure Planning: Lead the development and continual refinement of Towson University’s capital vision, ensuring that proposed facilities and infrastructure investments align with and support long?term institutional goals, enrollment projections, and academic programming needs while remaining financially responsible. Develop comprehensive capital project concepts including scope, narratives, feasibility considerations, sustainability strategies, and cost modeling that position the university for future growth. Integrate master planning, space analytics, facility condition assessments, and life?cycle renewal strategies.
  2. Capital Planning, Prioritization, and Submission: Oversee the preparation and submission of Towson University’s annual capital and system?funded budget requests to the University System of Maryland (USM), the Department of Budget and Management (DBM), and other governing entities. Direct the creation of detailed project justifications, architectural and engineering briefs, cost estimates, cash?flow strategies, and implementation schedules. Ensure that all capital proposals reflect institutional priorities, comply with state guidelines, and support academic excellence, operational efficiency, financial/fiscal responsibility and environmental stewardship.
  3. Legislative Strategy, Advocacy, and Communications: Support the AVP P/D/CS and Associate Vice President, Government Relations & Public Policy with Towson University’s capital priorities in legislative, budgetary, and public forums. Prepare persuasive testimony, briefing materials, and impact statements for presentation to state legislators, cabinet officials, USM leadership, and community partners. Support the university at hearings and work sessions with credibility, strategic insight, and data?driven justification. Support cultivating strong relationships with policymakers, state agencies, and local stakeholders to build ongoing support for capital initiatives and funding requests.
  4. Regulatory Coordination, Compliance, and External Agency Engagement: Support the AVP P/D/CS with authorities having jurisdiction (AHJs), ensuring capital projects align with all regulatory requirements, permitting processes, and state and local planning frameworks. Coordinate with environmental regulators, transportation authorities, utility providers, and regional planning bodies to ensure timely approvals and responsible project development. Promote transparent stewardship of public resources and ensure projects reflect best practices in safety, sustainability, and community impact. Coordinate closely with the assigned USM service center to ensure alignment on project estimates for cost and completion.
  5. Institutional Leadership, Governance, and Performance Accountability: Support AVP P/D/CS with campus?wide leadership in capital planning strategy and policy, supporting transparent decision?making and responsible resource allocation. Partner with university leadership, facilities management, academic colleges, and administrative units to integrate capital planning with current and longer-term operational needs and academic innovation. Establish frameworks for monitoring project progress, reviewing project change order requests, reporting performance metrics, and ensuring accountability to internal stakeholders, governing agencies, and the public. Foster a culture of collaboration, data?informed planning, and continuous improvement across the capital planning ecosystem and with the assigned USM service center.
  6. Manage professional service consultants: Determine appropriate selections for studies and guide decisions for needed consultant services.
  7. Other duties as assigned.

Qualifications and Skills

  • Bachelor’s degree and three years of experience.
  • Experience in higher?education or public?sector capital planning, with a strong foundation in developing capital improvement programs, preparing project justifications, and navigating state funding processes ideally within Maryland’s USM/DBM/DGS frameworks.
  • Proven knowledge of facilities planning, conceptual estimating, regulatory requirements, environmental and zoning considerations, and long?range campus or infrastructure planning.
  • Exceptional analytical, communication, and advocacy skills, including the ability to translate academic and operational needs into strategic capital proposals, prepare high?quality narratives and presentations, and represent the university effectively in budget, policy, and regulatory settings.
  • Successfully demonstrated leadership, collaboration, and stakeholder?engagement abilities, working effectively with budgeting, finance, academic units, facilities management, and external agencies.
  • Demonstrated Proficiency with planning tools, data analysis, and project/portfolio management systems is highly beneficial,
  • Demonstrated commitment to sustainability, stewardship of public resources, and transparent, evidence?based decision?making.
  • Demonstrated successful supervisory/management of related professional/skilled positions.

Preferred:

  • Some experience within the University System of Maryland, a state institution in Maryland or with a Maryland state agency- such as Department of Budget and Management or Department of General Services.
  • Experience in construction or facilities project management degree in related discipline such as Business, Finance, Economics or Construction Management.

Salary and Benefits

Salary at $115,000-$130,00 annually and full University benefits that include 22 days of annual leave, up to 17 holidays, personal and sick days; excellent health, life, and retirement plans; and tuition remission.
