Job Description Summary

The Manager, Teaching, Learning, and Student Success ( TLSS ) Budget and Academic Operations supports the financial work of both credit and non-credit academic areas. The Manager, TLSS Budget and Academic Operations is the cost center manager for the TLSS area, with authority to approve all requisitions within the area up to $10,000 at the direction of the Chief Academic Officer and Provost (Provost). This position is responsible for the development of the area’s annual budget, stewardship of the area’s expenditures, and new position requests in TLSS . In addition, the Manager, TLSS Budget and Academic Operations provides specialized program support for the TLSS, conducts financial and operations research for the Provost, and advises the Provost on strategic and operational planning. The Manager, TLSS Budget and Operations identifies and anticipates problems as well as suggests viable solutions regarding budget management within the TLSS area. Other essential responsibilities include preparing reports and correspondence; addressing information requests; providing purchasing and payroll support; and supervising, evaluation, and managing support staff with evening and/or weekend responsibilities.

Minimum Qualifications

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in related field.
  • Three years of experience in budget management.
  • Minimum of two years supervisory experience required.

ESSENTIAL DUTIES

Manager, TLSS Area Budget

  • Reviews and monitorsbudgets to ensure availability of funds and prevent negative balance. Addresses deficits by identifying object codes that can be adjusted and preparing and submitting appropriate budget adjustment form. Updates internal records accordingly.
  • Monitors all budgets within TLSS area.
  • Represents the TLSS area as budget representative on committees as appropriate; communicates and shares financial information regularly with TLSS staff.
  • Providesbudget reports, expenditure status, and other budget information as requested. Analyzes files and/or obtains information from divisions within TLSS .
  • Prepares annual fiscal year operating budgets. Works with the heads of each division to identify annual needs. Prepares budget forms. Compiles and consolidates data as needed.
  • Manages and prepares plus adjustments and stipend payments for all grant funds in conjunction with the Senior Director, Equity, Culture and Talent ( ECT ) and Grants Accountants.
  • Manages recurring contracts: obtains quotes, establishes purchase requisition, maintains electronic and hard copy files, and pays invoices. Manages contracts as necessary throughout the year. Maintains internal database.
  • Manages budget access for all cost center managers, requisitioners, and approvers in TLSS . Maintains all necessary records. Requests adjustments with Budget Office
  • Develops and conducts financials training for new cost center managers within TLSS .
  • Coordinatesthe Faculty Leave Bank Program. Maintains records, informs faculty.
  • Manages division and departmental purchases from the provost’s equipment budget. Responsibilities include obtaining and reviewing quotes, resolving vendor issues, creating purchase requisitions, tracking orders through the procurement process, verifying receipt of goods and services, and reviewing and approving invoices. Also resolves invoice disputes, updates internal databases, and ensures compliance with all applicable college policies and procedures
  • Provides direction and guidance to the TLSS Office Associate III .
  • Acquires purchase cards for new administrative staff.
  • Collaborates and approves Technology purchases of hardware and software requests from departments within TLSS in conjunction with Provost and academic deans.
  • Conduct s performance testing of TLSS Colleague processes in regards to updates performed by DSIE (Data Science, Innovation and Effectiveness).
  • Responds to and initiates inquiries (questions regarding budget, contracts, purchasing, specialized programs, etc.). Explains policies, answers questions, and independently resolve problems whenever feasible.

Manager, Academic Operations

  • Supervises, evaluates and coordinates workflow of Weekend Programs Office ( WPO ) Office Associates.
  • Manages student ID system
  • Performs specialized administrative duties required to support the area, using discretion to make judgments based on operating guidelines.
  • Participates in college-wide governance activities, standing committees, and employee sponsored organization.
  • Performs other administrative and budget-related duties as required to support the mission and function of the area.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated experience with day-to-day management of large, complex budgets
  • Ability to work in a large and complex team environment
  • Ability to manage multiple complex tasks or projects, make sound decisions, and meet competing deadlines effectively
  • Demonstrated creative problem-solving skills
  • Expert knowledge of ERP systems as a super user, especially in the Financial System area
  • Proficiency in desktop applications in calendaring, spreadsheets, document development, project management software
  • Ability to effectively communicate with co-workers, internal and external customers directly and through e-mail and telephone.
  • Ability to pay close attention to detail and follow established policies and/or procedures
  • Ability to work efficiently and productively by staying organized and completing tasks in a timely manner.

Job Requirements

PHYSICAL REQUIREMENTS

Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

OTHER REQUIREMENTS

  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
