Job Summary
The MBE Liaison Policy and Compliance position supports the Procurement Department’s mission by advancing supplier diversity, promoting equitable contracting opportunities, and ensuring adherence to State and institutional procurement regulations. This position plays a key role in fostering inclusive, transparent, and compliant procurement practices through the administration of the MBE / SBR / VSBE programs and by developing and monitoring internal policies to mitigate risk and ensure accountability.
Job Duties
- Oversee the implementation and daily management of MBE, CSB, and VSBE programs to ensure alignment with regulatory requirements and organizational goals.
- Develop, revise, and implement policies and procedures that support program objectives and promote equitable access and participation.
- Conduct regular compliance reviews and audits to ensure adherence to applicable laws, regulations, and program standards.
- Collect, analyze, and interpret data to generate reports that evaluate program performance and support strategic decision-making.
- Design and deliver training programs and provide technical support to internal staff, vendors, and stakeholders regarding program requirements and best practices.
- Build and maintain relationships with vendors and community partners to promote participation in procurement opportunities and enhance program visibility.
- Serve as a liaison between agencies to coordinate efforts, share information, and ensure a unified approach to program administration and compliance.
Requested Minimum Qualifications
Education Required: The successful candidate must have a Bachelor’s Degree in any discipline from an accredited college or university.
Experience Required: At least five (5) or more years progressive professional experience in institutional procurement, compliance, and/or buyer/purveyor standard practice management is required.
Other Preferences for Consideration
Education Preferred: A Bachelor’s Degree in Business is preferred.
Experience Preferred: Institutional procurement, compliance, and/or buyer/purveyor standard practice management experience specific to higher education is preferred.
Knowledge, Skills & Abilities
Knowledge
1. Comprehensive knowledge of Maryland State Procurement Laws and COMAR Title 21 Including specific provisions governing MBE, SBR, and VSBE programs, waiver processes, goal-setting methodologies, and vendor certification requirements.
2. Understanding of Supplier Diversity and Inclusion Strategies Knowledge of best practices in supplier diversity programming, including outreach, reporting, benchmarking, and capacity-building initiatives.
3. Familiarity with Institutional Procurement Operations and Risk Controls Understanding of how policy development, internal controls, and compliance reviews support transparent, cost-effective, and legally sufficient procurement operations.
4. Working knowledge of electronic procurement platforms and tracking systems Such as eMaryland Marketplace Advantage (eMMA), Fusion Connect, and other ERP or vendor reporting tools.
Skills
1. Analytical and Auditing Skills Ability to review procurement transactions for MBE compliance, conduct risk-based assessments, and interpret policy implications on procurement actions.
2. Policy Development and Implementation Skill in drafting, revising, and enforcing procurement policies, procedures, templates, and compliance protocols to ensure institutional alignment with State regulations.
3. Interpersonal and Stakeholder Engagement Skills Demonstrated ability to build relationships with small and minority-owned vendors, state agencies, university departments, and leadership.
4. Communication and Presentation Skills Ability to prepare clear and concise compliance reports, training materials, and executive briefings; skilled in facilitating workshops and public presentations.
Abilities
1. Ability to Interpret and Apply Regulatory Language Effectively apply COMAR requirements and institutional policy in a way that supports compliance without compromising procurement efficiency.
2. Ability to Track, Monitor, and Report on MBE / SBR / VSBE Utilization Maintain accurate records, monitor subcontracting plans, and produce quarterly and annual reports as required by the State.
3. Ability to Maintain Confidentiality and Exercise Sound Judgment Especially when managing vendor disputes, reporting discrepancies, or advising on waiver requests and corrective actions.
4. Ability to Collaborate Across Functional Units Coordinate with legal, finance, and departmental stakeholders to resolve policy compliance issues and to advance supplier diversity initiatives.
