Salary Range: 50

Salary: $9,204.39 – $11,755.45 monthly – Successful candidate will start at step 1 except in cases where District deems appropriate.

Basic Function

Under the direction of an administrator or manager, performs complex responsibilities in the administration, integration, planning, development, implementation, and maintenance of the Districts network infrastructure; monitors troubleshoots, diagnoses, and resolves computers and network servers, equipment, and devices to ensure network performance levels and stability; installs and monitors network security devices, software, protocols, and processes; provides technical guidance and support to District staff on computer network systems and telecommunications technology; serves as a primary technical advisor for complex network, communication, and configuration issues.

Representative Duties

  1. Assists in the design and architecture of the physical multi-site wide area network infrastructure; integrates enterprise level networking devices including but not limited to security devices such as firewalls, intrusion detection systems, intrusion prevention systems and backup.
  2. Assists in the cloud architecture related to resources including but not limited to Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS).
  3. Assists with the design and architecture of the logical wide area network infrastructure to control traffic flow to provide optimum efficiency and resiliency, including but not limited to virtual lans, static routes, and access controls; employs advanced routing protocols such as Open Shortest Path First (OSPF) and Border Gateway Protocol (BGP).
  4. Assists with the design and architecture of internet services by working with service and carrier providers to maintain adequate network bandwidth for end user needs.
  5. Installs, configures, administers, and maintains all devices to adhere to common architecture to develop a well-balanced infrastructure based on accessibility and security; manage wired and wireless clients logically to allow for optimum traffic flow and security controls.
  6. Designs, implements, and maintains new security systems and methods; monitors for network intrusions and security breaches; develops layers of front-end and back-end security resources for greater defense against nefarious users; authenticates and monitors traffic, traffic filtering, and security controls.
  7. Analyzes network capacity and growth requirements; recommends network infrastructure upgrades and enhancements to meet long-term District needs; installs server racks, uninterruptible power supplies, and other server support equipment; develops specifications for network hardware, software and cabling upgrades and enhancements.
  8. Designs and implements the server and storage systems to deliver CPU storage, memory and networking for application requests including but not limited to on premises virtualization as well as cloud-based resources.
  9. Troubleshoots, diagnoses, and resolves server connectivity and performance issues; administers network standards, including but not limited to naming conventions and address protocols; analyzes and monitors network traffic and other conditions to ensure optimal performance and ‘uptime; analyzes data to minimize network congestion.
  10. Maintains industry best practices; provides backup services for servers and end-users; configures and monitors onsite and offsite backup replication and recovery systems.
  11. Maintains and organizes a user access system; controls organizational units in granting access to various network resources.
  12. Develops and maintains the cloud infrastructure to utilize IaaS, PaaS, and SaaS services.
  13. Develops standards of operation for support and maintenance of the Districts network systems; documents processes to execute various system operations; ensures consistency within the Information Technology team; provides training to team members and end users, as needed.
  14. Performs a variety of clerical and administrative responsibilities in support of the departments day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and corres­pondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment.
  15. Attends and participates in a variety of committees, meetings, trainings, conferences, workshops, and professional development opportunities, as requested.
  16. Performs related duties that support the overall objective of the position.

  • Principles, practices, and methods of systems administration and maintenance.
  • Disaster planning and recovery techniques.
  • Command Line Interface protocols.

  • Applications such as Active Director, LDAP, DHCP, DNS, file sharing, print sharing and email.
  • Record-keeping, filing, file sharing, and filing system methods and techniques.
  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Effective communication skills both verbally and in writing.
  • Effective communication techniques and interpersonal skills using tact, patience, and courtesy.

Education and Experience

Bachelors degree in Computer Science, Management Information Systems, or related discipline; AND Three (3) years of progressively responsible experience in the analysis, design, development, and administration of network infrastructures. Or, any combination of education and experience which would provide the required qualifications for the position.

License Certificates/Credentials

Possession of, or ability to obtain, a valid driver license. May be required to travel for various off-site meetings, trainings, conferences, and or events in support of the overall objective of the position.

Desired Qualifications

  • Professional certifications such as Cisco CCNP/CCIE, CompTIA Security+, Microsoft Azure Administrator, or equivalent.
  • Experience supporting enterprise systems commonly used in higher education (e.g., Ellucian Banner, Canvas, Microsoft 365, Zoom).
  • Demonstrated success implementing or managing network security frameworks (e.g., NIST, CIS) in compliance with FERPA, GLBA, or other regulations.
  • Strong collaboration skills with faculty, staff, and students, with a commitment to supporting equitable access to technology in academic environments.

Distinguishable Characteristics

The Network Administrator is a professional-level technical advisor to the Information Technology Department and the Districts administration. The incumbent performs complex duties related to network system administration; designs, develops, integrates, and administers the Districts network systems to provide efficient and reliable infrastructures to effectively operate and share applications and information to District staff, students, and the public. The Network Administrator assists with network architecture and participates in research and analysis of technology alternative resources; plans for network system upgrades and expansions to ensure appropriate network capacity to support meeting the Districts operational requirements. The Network Administrator is distinguished from the Network Specialist in that the latter is the technical specialist related to PC performance and networking systems. The incumbent performs specific responsibilities related to network systems. The Network Specialist designs, develops, integrates, and administers the Districts network systems to provide efficient and reliable infrastructures to effectively operate to share applications and information to District staff, students, and the public.
