Organizational Unit Overview:

The College of Health and Human Performance provides a long history grants management at the College level and has grown its portfolio so that it manages its own college-level pre- and post-award team. The College of Health and Human Performance includes undergraduate and graduation programs with numerous labs that stretch across ECUs east and west campus. Along with a heavy emphasis on undergraduate and graduate education with one of the highest student enrollments per FTE, we have consistently expanded our research enterprise.

Job Duties:

The Post-Award Grant Administrator position reports to the Director of Research Administration but will function in a largely independent manner on a day-to-day basis by leading and managing the post-award activities, its transactions, monitoring cost share, coordinating time-and-effort reporting, and the development and submission of required data and compliance reports. The Post-Award Grant Administrator, in tandem with the Director of Research Administration provides post-grant support and training for faculty, staff, and students engaged in a broad range of research and creative activity grants and contracts. In collaboration with the Director of Research Administration, the position will assist in the facilitation of development and delivery of training and coaching post-award duties within departments or at the college level.

Post Award Grants Administrations and Compliance 50%:

  • Develop and oversee policies and procedures related to post-award grants management, as well as identify and resolve operational issues.
  • Develop systems to manage and monitor the operational and financial performance of CHHP on an ongoing basis and monitor performance metrics.
  • Maintain databases of awards and current effort commitments, including cost-sharing commitments, financial records and dashboards, necessary for compliance and fiscal stewardship.
  • Prepare regular updates and reports for the Dean, Associate Dean, Chairs/Director and primary investigators, including completing grant spenddown spreadsheets for primary investigators in relation to their grant accounts.
  • Serve on institutional committees and participate in institution-wide special projects as needed.
  • Lead sessions/presentations/training/workshops as needed on post-award grant-related content.
  • Hold quarterly meetings with large grantees to ensure continued grant compliance, spending, and renewal.

Grants Personnel and Budget Administration 50%:

  • Oversee, manage and initiate all transactional, budgetary, and regulatory aspects of the grant portfolio in personnel-related actions, while working with the college personnel coordinator and budget coordinator as needed for hiring grants personnel and tracking grant personnel budgets.
  • Initiate all actions necessary to efficiently manage personnel-related tasks for grant-paid employees, including hiring proposals, employee contract renewals, dual employment requests, Hiring EPAFs, ending job EPAFs, funding change EPAFs, and accompanying PCFs and Budget Transfers. These duties would also include creating grant-paid job postings for PeopleAdmin and assisting the search committee during the recruitment and search process.
  • Manage internally and externally funded summer salary awards, creates summer salary calculators, and request grant approval before entering EPAF for summer salary.
  • Manualize processes across a variety of mechanisms for consistency and transparency such as new grant award meetings, salary buy-out process, GCRT spenddown process, summer pay process improved, effort reporting, and cost-share tracking.
  • Liaises with faculty principal investigators engaged in funded projects, departmental offices where day-to-day transactions are executed, the Deans office, and a range of central university offices responsible for post-award grant administration.
  • Maintain grant financial records and dashboards for the College of Health and Human Performance.
  • Track the timely and appropriate establishment of new sponsored research accounts; provides regular financial reports and projects on awards and award accounts. Assures and monitors compliance with university and sponsor regulations, policies and guidelines.
  • Work with Grants office for Effort Reporting requirements for each PI.
  • Assist in the development and oversight of policies and procedures related to post-award grants management. Identifies and resolves operational issues.

Contingent upon availability of funds.

Minimum Education/Experience:

Bachelors degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education:

  • 5 years demonstrated experience in a university environment responsible for the fiscal management of institutional funds.
  • Demonstrated understanding and appreciation for partnerships with faculty, senior administrators, and external research sponsor officials.
  • Knowledge of programs and procedures for granting agencies, including federal agencies (e.g. NSF-National Science Foundation, NIH-National Institutes of Health, DOD-Dept of Defense, USDA-US Dept of Agriculture, OAA-Office of Academic Affiliations, NEH-National Endowment for the Humanities, NEA-National Endowment for the Arts) as well as corporate and private foundations and sponsors, and knowledge of relevant OMB (Office of Management and Budget) regulations.
  • Knowledge of financial reporting, budgeting and financial analysis.
  • Expertise in using computer tools such as spreadsheets, databases and word processing tools.
  • Customer Service Skills
