Program Manager

The UCSF Hemophilia Treatment Center (HTC) is a federally-funded, state-designated Hemophilia Comprehensive Diagnostic and Treatment Center. The Center must comply with an increasing number of federal and state mandated regulations. This position is being created as the Center requires a Program Manager to ensure compliance with these regulations as well as to manage overall program performance. The Program Manager will manage all aspects of the program with particular attention to the Center's 340B factor medication distribution program, federal grants, and special projects. The Program Manager is responsible for the integration of the separate Oakland and San Francisco 340B programs, into a single program.

Under the direction of the Division Manager and Medical Director, the Program Manager will be responsible for overseeing all activities of the Pediatrics 340B Hemophilia Program. This includes, but is not limited to, (1) ensuring compliance with federal grant requirements, (2) overseeing management of the hemophilia 340B program, which provides outpatient medications to patients, (3) ensuring compliance with federal 340B regulations, (4) ensuring compliance with state regulations regarding hemophilia treatment centers, and (5) ensuring compliance with all research activities. S/he will serve as the point person for the Hemophilia Regional Coordinator regarding federal grant and grant-related program issues. The Program Manager will manage the program operations and budget, and will identify projects that will improve project operations, including quality improvement projects.

The Program Manager assumes responsibility for short and long-term initiatives to grow and sustain the program. In addition, s/he will provide guidance in forecasting and planning of program activities and personnel.

The Program Manager shall perform cost-benefit analysis of potential programs, projects, and contracts. S/he will work with the different hemophilia centers, CDC, HRSA, etc., across the nation to ensure the program is aligned with national goals. S/he will work with different industry stakeholders (including but not limited to Redchip, Apogenics, Biocare, other manufacturers and distributors) to ensure the optimization of revenue stream for our program income.

In addition, the Program Manager will ensure that staff fulfill federal grant obligations and comply with both Health Resources and Services Administration (HRSA) and ATHN (American Thrombosis and Hemostasis Network) data collection requirements. The Program Manager will also oversee the research component of the Center including the CDC (Centers for Disease Control) Registry and other research endeavors of the Center.

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $113,800 - $242,800 (Annual Rate).
