About the Team
The Infrastructure and Major Capital Projects team plays a critical role in shaping Victoria University’s physical footprint and learning environments. The team is responsible for the planning, governance and delivery of major capital works and infrastructure programs that support teaching, research and operational excellence.
Working across the University with senior leaders and external partners, the team delivers innovative, sustainable and high‑impact projects aligned to VU’s strategic priorities.
About the Role
The Senior Program Manager, Project Delivery provides strategic and operational leadership across a portfolio of major capital works and infrastructure projects. Reporting to the Director, Project Delivery, the role oversees the planning, management and delivery of complex programs, ensuring alignment with the University’s Pedagogical Strategy and organisational objectives.
Operating with a high degree of autonomy, the role is responsible for governance, reporting, stakeholder engagement and continuous improvement across project delivery functions. The position plays a pivotal role in ensuring projects are delivered safely, efficiently and with measurable impact, while optimising the University’s property portfolio and enhancing learning and operational environments.
Position Key Duties
- Lead the planning, coordination and delivery of major infrastructure programs and capital projects across the University.
- Provide strategic leadership and expert advice to the Director, Project Delivery and senior stakeholders.
- Establish and maintain robust program governance, reporting and assurance frameworks, including risk and issue management.
- Oversee project lifecycle delivery, ensuring alignment with strategic, financial and operational objectives.
- Manage program budgets, financial performance and resource allocation across multiple projects.
- Develop and implement policies, procedures and frameworks to support effective project delivery and compliance.
- Ensure compliance with regulatory, property, and occupational health and safety (OHS) requirements.
- Drive continuous improvement across project management systems, processes and delivery methodologies.
- Build and maintain strong relationships with internal stakeholders, external partners, consultants and contractors.
- Lead and inspire project teams, fostering a culture of performance, accountability and collaboration.
Position Details
- Classification: Senior Staff Contract
- Salary: Highly attractive remuneration package + 17% super
- Employment Type: Full Time – 5 Year Fixed Term - Senior Staff Contract
- Hours per Week: 36.75 (1.0 FTE)
- Location: Footscray Park Campus – 3 days on-site

About You
You are a strategic and results‑driven leader with extensive experience delivering large‑scale infrastructure programs within complex environments. You bring:
- Extensive experience in infrastructure, capital works or project delivery within large or complex organisations.
- Strong understanding of property, planning and regulatory frameworks, including compliance requirements.
- Demonstrated leadership capability, with experience managing multidisciplinary teams and external partners.
- Proven ability to oversee governance, reporting and financial management across major programs.
- Experience in developing policies, frameworks and continuous improvement initiatives.
- Strong stakeholder engagement skills, with the ability to influence outcomes at senior levels.
- Sound knowledge of occupational health and safety (OHS) legislation and best practice.
- A strategic mindset, with strong analytical, problem‑solving and decision‑making capability.
