The Technical Project Specialist is a key technical and content leadership role responsible for the successful execution of projects related to the CAE in Cybersecurity Community website. This role combines advanced technical specialization, expert technical writing, and GIS data strategy to directly support the community's global initiatives, ensuring the platform's functionality and content are professional, compliant, and effectively serve a diverse, worldwide audience of federal partners, academic leaders, and grant sponsors.

University Enterprises Corporation at CSUSB ('UEC') supports the university's educational mission by providing quality services that complement the instructional program. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects.
Position Summary
Temporary, Staff, Non-Exempt, Full Time, Benefited position through 9/30/2026 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance).
Salary: $5,000.00 to $5,416.67 per month.
Location: CSUSB Campus.
Work Schedule
40 hours per week. Generally Monday through Friday 8:00AM to 5:00PM. Some nights and weekends may be required.

Typical Activities
The Technical Project Specialist focuses on hands-on execution and specialized support for the CAE Community's digital presence and reporting needs. Duties include, but are not limited to the following:
Technical Project & Web Development
Website Systems Management: Take ownership of the functionality, maintenance, and technical integrity of the CAE Community website. This includes managing the deployment of new digital tools and features to serve global partners and end-users.
Specialized Tool Development: Utilize advanced proficiency in coding languages (e.g., Python, JavaScript, SQL) to design, code, test, and deploy custom digital applications and tools that enhance the community's offerings and data collection capabilities.
Digital Content Production: Serve as the content management system (e.g., Drupal or WIX) expert, executing complex layout and design changes to the website and marketing materials using professional tools (e.g., Adobe Creative Suite, Canva) while ensuring all outputs meet high technical and design standards.
Strategic Technical Writing & Compliance
High-Stakes Documentation: Lead the development, writing, and editing of all high-priority technical, legal, and strategic documents, including formal reports, grant proposals, and public communications for executive audiences.
Quality Assurance & Compliance: Implement and manage strict quality control processes for all digital and print content, ensuring absolute technical and grammatical accuracy and strict adherence to Federal Partner, Sponsor, and University compliance requirements.
Expert GIS & Data Visualization
Geospatial Analysis: Apply expert knowledge of Geographical Information Systems (GIS) for strategic data interpretation, designing and producing sophisticated, high-impact geospatial visualizations and maps for official program reporting.
Strategic Reporting: Translate complex raw data and technical findings into clear, concise, and compelling reports, dashboards, and presentations for non-technical executive stakeholders, including college presidents, federal agency leaders, and grant administrators.
GIS System Integration: Provide specialized technical support by integrating, maintaining, and troubleshooting GIS applications and data layers within the CAE-C Community website and reporting infrastructure.
Travel Requirements
- Domestic travel is required to attend, manage, and promote CAE-C Community events, including national conferences, regional workshops, and partner meetings.
- Must be able to coordinate and supervise travel arrangements for staff, speakers, and community members as part of event support.
- Frequency of travel varies by program cycle and may include multiple trips per year, ranging from short local travel to extended national events.
U.S. Citizenship for candidate is required by funding agencies.
Minimum Qualifications
- Education: Bachelor's degree in a technical or relevant field (e.g., Computer Science, Technical Communications, Project Management, GIS, or a related discipline).
- Experience: Equivalent to four (4) years of progressively responsible and relevant experience demonstrating specialized expertise in web development, technical writing, GIS analysis, or technical project support.
- Technical Software Expertise:
- Mandatory: Expert professional experience using ArcGIS Pro or similar enterprise-grade GIS software.
- Mandatory: Proven experience in advanced data analysis, interpretation, and the creation of formal, technical reports for external executive stakeholders.
- Required: High proficiency with the Microsoft 365 Suite and Adobe Acrobat.
- Other:
- Advanced Coding Proficiency: Demonstrated ability to develop, debug, and maintain technical solutions using a coding language such as Python, JavaScript, SQL, or Java.
- Specialized Communication: Expert-level command of English grammar and style for drafting and editing high-stakes technical and executive documentation.
- Project Autonomy: Exceptional ability to manage and drive multiple, complex technical projects from conception to completion with a high degree of independence and accountability.
- GIS and Data Expertise: Proven ability to not only use but to apply and integrate GIS software for complex data analysis and visual communication.
- Digital Design and Production: Experience managing the technical and aesthetic aspects of professional digital and print collateral.
Preferred Qualifications
- Direct experience with Federal grant writing, reporting, and technical compliance in a government or academic setting.
