Position Description
Manages a unit within a department. Plans, organizes and develops goals and procedures for the unit. Represents the unit to administrators, outside agencies and others on relevant matters. Supervises subordinate staff.
Major/Essential Functions
- Performs Fleet Management duties as established and required by the Comptroller of Public Accounts in Austin. Oversee all vehicle data entry including fuel, repairs, parts, labor, mileage, and inspections into Texas State Fleet Management program.
- Maintain vehicles as per department policy and procedures.
- Approves the removal of surplus property in the Property Management System.
- Manage auctions on Public Surplus.
- Work with administration to establish or modify procedures related to surplus.
- In the absence of the unit supervisor, may direct warehouse personnel for the redistribution of surplus property, coordinate the sale of surplus property, and/or schedule pickups and deliveries.
- Prepare IV’s from various sources, enter in an acceptable format, and audit data for validity prior to upload. Accurately prepare and deliver reports detailing service functions and fiscal activity on a timely basis.
- Ensure all items are accurately billed for assigned areas and that proper documentation is easily available for customer or internal audit queries.
- Direct, supervise, and evaluate the performance of team members; establish priorities and schedules and evaluate the performance of assigned personnel.
- Routinely meet individually with assigned staff and set priorities and goals for resource utilization; monitor, evaluate, and adjust, allowing for continuous improvement of quality and services.
- Train all assigned employees on new procedures and ensure compliance with established procedures.
- Prepare or oversee the preparation of blanket purchase orders, requisitions, direct pay, credit card transactions and other purchases and payments.
- Correctly follow purchasing procedures.
- Verify accuracy of General Services departmental property inventory and surplus property inventories. Submits proper documentation to Property Inventory to ensure accurate inventory control.
- Unit Safety Officer for General Services department.
Preferred Qualifications
- 3 years of supervisory experience.
- Knowledge of information gathering and analysis, general office procedures, proficient in the use of computer and related peripherals, advanced proficiency in using software including Microsoft Office.
- Thorough knowledge of federal, state and institutional policies and procedures which relate to vehicle management, surplus property, mail, and freight. Basic knowledge of vehicle maintenance and workplace safety.
- Verifiable experience using TechBuy, Banner, Cognos, Laserfiche, Texas Fleet System, registering and licensing vehicles in Texas.
- Purveying and/or liquidating equipment, basic to intermediate programming and computer setup.
- 2 years of general maintenance experience.
- Shipping/receiving or warehouse experience.
- Prior experience with Policy wrtiting and general employee training.
Required Qualifications
Bachelor's degree plus three years of supervisory experience OR a combination of education and/or supervisory experience to equal seven years.
