Position Description
Manages a unit within a department. Plans, organizes and develops goals and procedures for the unit. Represents the unit to administrators, outside agencies and others on relevant matters. Supervises subordinate staff.
Major/Essential Functions
Organize and conduct daily functions of Registrar Financial & Administrative Operations. Serve as primary Registrar liaison for TTUS General Counsel, Human Resources, Financial and Administrative Services. Facilitate and/or lead special projects related to each. Supervise one full-time administrative assistant.
Financial:
- Utilize financial and HR systems, reports, and resources to conduct FY Budget Prep for three Registrar accounts; run beginning and end of FY financial processes.
- Utilize financial reports, systems, and resources to monitor and manage monthly expenses and revenues, create revenue JVs, process and approve budget revisions.
- Coordinate with TTU Budget Office for processing labor redistributions to reallocate payroll expenses to appropriate accounts; utilize financial and HR reports, systems, and resources to initiate and manage redistribution transactions.
- Provide justification for reclassifications and new position proposals; ensure proposals fit within Registrar budgets.
- Maintain documentation and records pertaining to Parchment and National Student Clearinghouse revenue transactions; conduct reconciliation of revenue deposits from transcript fees, re-issued diplomas, degree verifications, subpoenas, and legal records requests.
Hiring & Position Management:
- Facilitate departmental new employee hiring and onboarding processes including managing Kenexa position submission and processing, I-9 & E-Verify processing, ePAF Submission, systems access, door access, and key requests.
- Maintain internal documents including the Office of the Registrar Employee Handbook, Organizational Chart, Staff & Student Assistant information.
Subpoena & Legal Records Compliance:
- Serve as TTU Custodian of Records; prepare, review, approve, and ensure institutional compliance with subpoenas and other legal records requests regarding TTU educational records.
- Invoice, document, and deposit record processing/request fee payments. Serve as liaison between TTU System General Counsel, outside agencies, governmental entities, administrators, and others on legal and other relevant matters.
Required Qualifications
Bachelor's degree plus three years supervisory experience; OR a combination of education and/or supervisory experience to equal seven years.
Preferred Qualifications
- Experience with internal TTU administrative systems: (TechBuy, ePAF, Chrome River for Travel and Procurement Cards).
- Knowledge of TTU Operating Policies & Procedures related to purchasing, finance, and administration.
- Familiarity with confidential personnel documents and hiring processes.
- Strong organizational and time management skills.
- Ability to self-start and take initiative to complete assigned tasks.
Pay Range
$44,500 - $57,900 - $71,200
