Job Summary

The Maricopa County Community College District (MCCCD) seeks a visionary, experienced executive leader to serve as its next Vice Chancellor of Business Services & Chief Financial Officer (VC). The successful candidate will be a leader with a history of developing collaborative relationships, proven experience as a transparent and inclusive leader, and skills in effectively communicating to a variety of audiences. The next VC will be expected to excel in aligning strategy, people, and activities across functions, processes, and teams to meet the strategic goals of the MCCCD.

Reporting directly to the Chief Operating Officer (COO) and serving as a member of the Chancellor's Executive Team, the Vice Chancellor of Business Services & Chief Financial Officer (VC) leads an organization of approximately 110 business professionals, a leadership team that includes an Associate VC and two District Directors, and directly oversees an annual budget of approximately $12 million. In addition, the VC liaises with college leadership and provides guidance to the administrative operations teams at each of our ten independently accredited colleges.

The Vice Chancellor of Business Services and Chief Financial Officer oversees all financial services, functions, and disciplines, and provides vision, strategy, innovation, and leadership for district-wide business services activities. The Controller's Office duties include system-wide budget development ($1.3 billion):

The Vice Chancellor of Business Services and Chief Financial Officer serves as an advisor to the COO, Chancellor, and systemwide executive Team on all aspects of business services. This includes but is not limited to:

  • Identifying emerging trends which may impact the organization
  • Developing multi-year system-wide resource and expense forecasts and strategies
  • Developing and executing real estate strategies designed to support the needs of our colleges and district office; developing and executing multi-year capital, deferred maintenance, and major maintenance plans
  • Developing and executing procurement practices that support the organization in a cost-effective manner, and identifying/deploying other strategies that support student success

In addition, the Vice Chancellor provides system-level (district-wide) leadership to support and guide the development of programs and policies designed to ensure the district is financially sound by promoting a culture of professional excellence and accountability, maintains the internal controls necessary to comply with federal, state, and other legal reporting requirements, and collects and manages all financial data in a secure and functional manner.

The Vice Chancellor is solutions-oriented and proactive, with strong relationship-building and process optimization skills, and possesses an understanding of service delivery models within a shared governance environment and is expected to foster a collegial and respectful environment for individual employees and employee group representatives throughout the institution through the following responsibilities:

  • Collaborate with the District's colleges and divisions to achieve the overall goals and objectives of MCCCD through the lens and framework of shared governance
  • Establish a multi-year, comprehensive budget roadmap in alignment with system-wide efforts
  • Provide vision, strategic direction, and coordination related to all aspects of business services across MCCCD
  • Provide subject matter expertise and guidance to the Chief Operating Officer, Chancellor, and the Shared Governance Executive Council
  • Manage departmental budget and capital investment proposals related to business services-related IT systems
  • Proactively and strategically manage risks and contain costs related to business services matters
  • Manage relationships, contracts, and services of providers, vendors, and other external entities
  • Develop policies, procedures, and related training on all aspects of business services
  • Lead and manage a comprehensive team of professionals
  • Support professional development and employee engagement
  • Deliver professional development training to MCCCD faculty and staff on business services topics
  • Work with the Chief Operating Officer and Chancellor to advise the Governing Board on trends, threats, opportunities, strategic initiatives, outcomes, and measurements

Essential Functions

25% District-wide Strategic Financial Modeling and Budget Management:

  • Oversee and direct the design and implementation of annual budget planning and preparation
  • Establish and maintain a systemwide budget process that aligns budget allocations and spending with strategic initiatives
  • Determine delivery costs for programs and services
  • Perform complex and compound financial scenario analyses that capture budget allocation and spending options based on known revenue streams
  • Derive best practices, and establish business processes based on these practices
  • Estimate costs of capital and programmatic projects
  • Inform capital budgeting decisions and the allocation of district-wide resources
  • Create projections that incorporate known or anticipated trends
  • Generate and deliver reports on financial data to the Chief Operations Officer, Vice Chancellors, Chancellor, Governing Board, and Presidents

25% Fiscal Operations Oversight:

  • Evaluate and maintain fiscal integrity and policy/ regulatory compliance of operations and systems
  • Ensure compliance with codes, regulations and laws; direct and administers financial management services and reporting; direct and implement the design and testing of fiscal systems, policies and procedures
  • Research, analyze, advise, and resolve complex financial and strategic issues
  • Develop long and short range financial plans and projections

20% Management oversight of Auxiliary Operations, Procurement, Real Estate, and Capital Planning:

  • Evaluate, maintain, and enforce relevant policies and regulatory compliance, including compliance with codes, regulations and laws
  • Supervises and guides staff in these areas to meet both the strategic and tactical needs of the colleges and system

15% SME Resource for Enterprise Performance:

  • Monitor, evaluate, and recommend strategies for business and financial affairs that have district-wide impact
  • Serve as knowledge expert in assigned areas; provide leadership in facilitating the development of long-term strategic, operational and financial plans and forecasts; formulate and establish policies and practices based on best practices

15% Executive Representation and Employee Supervision:

  • Lead and participate in a variety of policy groups, committees and taskforces designed to advance the strategic vision of the District
  • engage as a member of the Chancellor's Executive Council and work collaboratively with other executives as well as constituent groups to further the vision of the organization
  • plan, organize, assign, supervise, review, and evaluate the work of staff
  • Other duties as assigned

Minimum Qualifications

  • Master's degree in business administration, accounting, finance, public administration, or related field
  • Ten years of progressively responsible financial experience in several facets of business services, including budgeting, procurement, accounting, financial statements and reporting, facilities planning and development, auxiliary services, and capital planning
  • A minimum of five years at an executive leadership level
  • Enterprise or system-level financial administration experience in a large, complex, multi­unit public sector environment

Desired Qualifications

  • Experience working in a higher education environment
  • Experience in a decentralized enterprise that includes “dotted line” reporting relationships
  • Experience in presenting to and interacting with a governing board
  • Executive-level experience in a public sector agency
  • Proven track record of leading organizations through transformational improvement
  • Certified Public Accountant (CPA) certification or Certified Government Financial Manager (CGFM) certification
