Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

POSITION SUMMARY:
The Vice President for Academic Affairs & Chief Academic Officer (Vice President) provides strategic, college-wide leadership for the development and delivery of educational programs of the highest quality and currency. The position functions as the chief academic officer of the college. As such, the Vice President oversees college-wide academic programs and services in the credit area, Distance Learning, and Libraries. The Vice President reports directly to the College President and serves on the President’s Cabinet.

FUNCTIONAL RESPONSIBILITIES:

  1. Oversee the college’s academic programs and services in the credit area, ensuring both their integrity and currency.
  2. Lead TCC’s long-range curriculum planning efforts, ensuring that the college’s academic programs proactively respond to the workforce needs of area business and industry and complement the economic development vision and goals of the region.
  3. In concert with the faculty and academic administrators, develop and implement a plan for on-going accountability and development which employs the concepts of “national benchmarking” and “performance standards.”
  4. Provide college-wide leadership for establishing innovative partnerships with area high schools, four-year colleges and universities, and other education and training providers which advance the college’s mission while promoting the highest of academic standards.
  5. In concert with the faculty and Office of Human Resources, develop and implement a plan for on-going faculty professional renewal which addresses the needs of all faculty.
  6. In concert with the faculty and academic administrators, ensure the appropriate integration of technological advancements into the college’s academic programming and instruction while maintaining an academic standard consistent with the college’s traditional programming and instruction.
  7. Oversee development, implementation, and operation to enhance and expand TCC’s distance learning academic programs and student services.
  8. Oversee the planning, management, operation, and development of the college’s libraries and programs.
  9. Serve as the college’s Chief Accreditation Officer for academic programs for both regional and specialized accreditations.
  10. Ensure that the college’s faculty are appropriately credentialed for the courses they are assigned to teach and maintain the college’s official records of those credentials.
  11. Ensure the college’s compliance with all federal, state, and VCCS policies governing the area of Academic Affairs.
  12. Serve as the college’s primary liaison to the VCCS on all matters of an academic nature.
  13. Collaborate with the college’s Vice President for Workforce Development in meeting the education and training needs of area business, industry, and government for a world-class workforce.
  14. Collaborate with the Vice President for Student Affairs to ensure that student support services are appropriately integrated with academic programs to promote student success.
  15. Collaborate with the Vice President for Institutional Advancement to assure that the college’s Grants and Sponsored Programs function secures funding from federal, state, local, corporate, and foundation sources to advance the college’s vision in the academic areas.
  16. Supervise assigned staff in the operational areas delineated above, including encouraging a safer and healthier workplace and a reduction in work-related employee time lost.
  17. Perform other tasks as assigned by the College President.

KSA's/Required Qualifications

  1. Demonstrated knowledge of the operational areas of Academic Affairs as delineated above.
  2. Progressively responsible, successful experience in higher education administration, particularly in the areas encompassed by this vice presidency, with demonstrated results in managing people and tasks in a highly complex work environment.
  3. Proven leadership in a large, highly complex organizational structure, with experience in a multi-campus community college setting preferred.
  4. Demonstrated ability to conduct long-range planning relative to Academic Affairs; to coordinate programs with a wide range of college faculty and staff, as well as with community and business leaders; to supervise assigned staff and build a highly effective working team; to make first-rate oral and written presentations; to organize, analyze, and innovate; and to negotiate and communicate effectively while establishing cooperative working relationships with a diverse array of individuals contacted in the course of the performance of assigned duties.
  5. Demonstrated commitment to fostering the development of the whole student.
  6. Proven ability to promote the professional growth of faculty and staff.
  7. Experience in teaching at the collegiate level, preferably in a community college setting.
  8. Demonstrated understanding of the larger issues, challenges, and opportunities affecting higher education, particularly in the areas of program accountability and development in the community college setting.
  9. Demonstrated commitment to fostering a culture of care that values belonging, respect, and support for individuals from all backgrounds within the college community.
  10. Demonstrated understanding of and belief in the comprehensive mission of community colleges.
  11. Demonstrated commitment to the collegial values of shared governance and to the principles of academic freedom.
  12. A leadership style that is open and collaborative, flexible, and visionary.
  13. Demonstrated understanding of resource planning and allocation in the context of a large, highly complex organization, preferably a multi-campus community college setting.
  14. An earned doctorate from an institutionally accredited college or university.
