Vice President for Finance and Administration

Southeast Missouri State University (SEMO), a dynamic and competitive regional public institution located in Cape Girardeau, Missouri, invites applications and nominations for the position of Vice President of Finance and Administration (VPFA). Reporting to the president, the VPFA serves as the university’s chief administrative and financial officer, advising the president on all matters pertaining to the management and operation of general administrative and financial service functions. In addition, the VPFA serves as the treasurer of the SEMO Board of Governors and as a member of the president’s executive staff.

The VPFA provides leadership and general management of the following departments:

• Financial Services – Overseeing a $158 million operating budget, the VPFA is responsible for the management of accounting, accounts receivable, accounts payable, budget management and control, bursar, student aid disbursement, budget preparation, financial information systems, credit management, collections, financial planning, financial statement preparation, investing, procurement, and payroll.
• Facilities Management – Responsible for the entire physical plant of the university, consisting of custodial services, grounds services, trades, facilities maintenance, facilities planning, capital construction, central stores and inventory warehouse, and hazardous materials and waste receipt, storage, and disposal.
• Information Technology – Lead the team that is responsible for a comprehensive IT operation that includes telecommunications, campus technology infrastructure, user services, cybersecurity, academic technologies, and application services.
• Human Resources – Responsible for a comprehensive HR operation, including employment and retirement services, benefits management, compensation administration, job evaluation system, staff training, organizational and talent development, records management, labor and employee relations, and human resources information systems.
• University Police – Oversee the team that ensures the implementation of measures and procedures for the physical security of students, employees, visitors, property, and equipment.

In the execution of these duties, the VPFA has extensive daily contact with the campus community and periodic contact with the general public, elected officials and staff, and regulatory agencies.

The following qualifications are required:

• A master’s degree or above in a discipline relevant to the position, with an additional credential of certified public accountant, certified management accountant, or certified internal auditor preferred;
• Extensive experience in financial planning, budgeting, audit, and treasury functions;
• Senior level management experience in a broad variety of relevant areas (human resources, facilities, information technology, etc.), preferably at an institution of higher learning;
• Demonstrated experience interpreting and maintaining compliance with state and federal laws preferably in matters related to finance, labor, and employment issues;
• Proven record of success in planning, problem solving, and the ability to think proactively, creatively, and strategically;
• Demonstrated ability to supervise and develop staff, and sustain good working relationships with professional colleagues; and
• Excellent verbal and written communication skills.
