What We're Looking For

The Vice President of Student Learning & Success / Provost provides strategic leadership to advance student learning, success, and access across the College, serving as the chief academic and student success officer. This role ensures excellence in instructional programs, faculty engagement, and student support services, aligning these areas with RCC's mission to provide accessible, high-quality education that meets the needs of diverse learners and the broader community. A champion for innovation in teaching and learning, the VP/Provost fosters inclusive practices, expands access to educational and workforce pathways and leads initiatives that improve student retention, completion, and career success. Collaborating with the President, Executive Team, and institutional stakeholders, the VP/Provost drives strategies that support transfer education, career and technical programs, and lifelong learning—positioning RCC as a leader in student achievement, workforce development, and community impact.

Key Responsibilities

  • Provide strategic leadership in academic affairs, student services, and workforce development.
  • Collaborate with faculty and staff to enhance curriculum, teaching excellence, and student engagement.
  • Champion innovative practices that improve student retention, completion, and career success.
  • Develop partnerships with K-12 schools, universities, and industry leaders.
  • Oversee compliance with accreditation and federal and state regulations.
  • Represent RCC at regional and state academic leadership groups.

Minimum Qualifications

  • A Master's Degree in Education, Educational Leadership, Higher Education Administration, or a closely related field (Doctoral Degree preferred).
  • Minimum of eight years of progressive leadership experience in higher education, with expertise in academic administration, student success initiatives, and faculty development.
  • Proven ability to develop strategic initiatives, secure funding, and manage institutional change.
  • Strong commitment to diversity, equity, and inclusion in education.
  • Exceptional communication, collaboration, and leadership skills

Examples of Duties - Essential Functions

1. Institutional Leadership

  • Partner with Senior Leadership and the Executive Team to develop and implement strategic initiatives that advance the College's mission, vision, and values.
  • Provide strategic insights and recommendations in executive leadership meetings to inform institutional decision-making and long-term planning.
  • Represent the College in local, regional, and state committees, advocating for institutional priorities and fostering partnerships that enhance the College's impact.
  • Collaborate with the Executive Team to evaluate, refine, and approve policies and institutional practices that support operational excellence and student success.
  • Engage faculty, staff, and students in meaningful dialogue to build consensus around policies that promote access, innovation, and institutional excellence.
  • Deliver presentations to internal audiences—including faculty, staff, and students—on strategic initiatives, policy updates, and divisional accomplishments.
  • Serve as a key ambassador for the College at external events and forums, strengthening relationships and enhancing the institution's reputation.
  • Actively participate in commencement and other major college events to honor achievements, uphold institutional traditions, and demonstrate leadership presence.

2. Divisional Leadership & Management

  • Set and drive divisional strategy by defining clear annual and long-term goals, ensuring alignment with institutional priorities, and establishing measurable outcomes.
  • Lead and develop high-performing teams, providing mentorship, oversight, and accountability to ensure effective leadership at all levels.
  • Oversee divisional recruitment, hiring, and performance management, ensuring equitable practices, professional growth, and compliance with institutional policies and bargaining agreements.
  • Foster a culture of continuous improvement and innovation, addressing challenges, resolving conflicts, and driving solutions that enhance institutional success.
  • Collaborate with executive leadership and campus stakeholders to shape policies, refine employment practices, and uphold institutional values.

3. Academic Affairs

  • Provide strategic leadership in academic innovation, including securing grants, enhancing programs, and expanding training and educational pathways.
  • Cultivate key partnerships with K-12 schools, universities, and regional employers to strengthen workforce development, seamless transfer options, and academic collaboration.
  • Oversee curriculum and program development, leading the work of the Academic and Training Council (ATC) and ensuring smooth program approval processes.
  • Ensure academic program compliance with accreditation and regulatory bodies, including HECC, CCWD, and NWCCU.
  • Represent the College at state and regional academic leadership groups, including the affinity group for community college Chief Academic Officers and the statewide provosts/CAOs group for public higher education institutions.

4. Student Services & Success

  • Provide strategic leadership for student services, including admissions, advising, counseling, financial aid, and student life, to enhance student engagement and success.
  • Represent RCC at the Council of Student Services Administrators (CSSA) to advocate for student needs and share best practices.
  • Ensure compliance with federal, state, and regional regulations (e.g., FERPA, Title IV, ADA) while fostering a culture of continuous improvement in student services.
  • Oversee and advance the college's enrollment management strategy, ensuring seamless integration of academic and student services to drive recruitment, retention, and completion.
  • Collaborate with the Office of Institutional Effectiveness to establish and monitor key performance indicators (KPIs) for student success and retention, using data-informed decision-making.

5. Other Duties as Assigned

  • Serve on college committees and working groups as assigned, contributing to institutional initiatives and shared governance.
  • Engage in ongoing professional development, staying current with trends, best practices, and innovations in higher education leadership.
  • Perform other duties as assigned to support institutional priorities and operational needs.

Screening Criteria

1. Minimum Qualifications

  • Education – a Master's Degree in Education, Educational Leadership, Higher Education Administration, Curriculum or Instruction or a closely related field is required.
  • Experience– a minimum of eight years of progressively responsible experience in higher education is required, with demonstrated success in academic administration, instructional leadership, and student success initiatives. Experience supporting faculty and curriculum development, as well as overseeing student services and programs that enhance retention and completion, is required.

2. Preferred Qualifications

  • Experience securing and managing alternative funding sources—such as grants, philanthropy, or strategic partnerships—is highly desirable.
  • Doctoral Degree (PhD or EdD) in education or closely related field is preferred.

3. Essential Knowledge, Skills, & Abilities (Core Competencies)

  • Knowledge – Adult instructional theory and practice; outcomes assessment best practices; higher education accreditation; contract and policy management; organization and structures of, student composition of, administration principles and regulations of, and mission and purpose of, a comprehensive community college; student engagement and development theory; leadership, presentation and communication skills, data generation, interpretation and presentation, student and staff development theory; retention intervention strategies, student persistence factors; applicable legal and ethical requirements; strategic planning and budgeting; diversity and inclusion practices and programs; risk management practices; community college mission and purpose; organizational and motivational leadership; computer programs including Microsoft Office Suite® products; and personnel and performance management concepts and practices to include collective bargaining.
  • Skills– Strong verbal and written communication skills, including public speaking, conflict-resolution, and problem-solving skills, decisive skills, time management skills, evidence-based decision-making skills, active listening skills, current and relevant computer skills, budgeting skills, leadership and supervisory skills, planning and organizational skills.
  • Abilities – Understand, apply, and demonstrate the College's core leadership competencies. Lead with collaborative vision and practical perspective; be sensitive to students, staff, and faculty; work in stressful situations; be compassionate and caring; communicate effectively both verbally and in writing at all levels; build and maintain effective working relationships; motivate and inspire; supervise, train, and develop staff; operate standard office equipment. Pass a criminal background check.

4. Other Requirements

  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver's License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

5. Remote Work Options

This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

6. Physical Demands

The physical demands listed below represent those that must be met by an incumbent to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with qualified disabilities to perform the essential functions.

Manual dexterity and coordination are required for less than half of the daily work period, which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility, including the ability to move materials up to 5 pounds daily and 5-25 pounds rarely. This position requires both verbal and written communication abilities.

While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

Additional Posting Information

This is an Executive position in the Student Learning and Success Department. Starting compensation will be based on Grade P of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 25-26 salary schedule. Effective July 1, 2025, the full salary range is $131,954.96–$184,736.94. Placement is based on relevant experience and education, typically not to exceed the midpoint of $158,345.95.
