SUMMARY

The primary responsibility of this role is to coordinate and oversee all apprenticeship programs, ensuring compliance with U.S. Department of Labor (USDOL) regulations, employer standards, and Jackson College policies. This position will also be instrumental in driving the growth and development of Career and Technical Education (CTE) programs, contributing to the college's mission to enhance workforce development through innovative educational initiatives. The Apprenticeship Services coordinator will be actively engaged in external outreach, meeting with employers and community partners to identify workforce needs, grow apprenticeship opportunities, and assist in developing newly registered apprenticeship programs. The role will also seek and cultivate partnerships with other organizations, associations, and training intended to expand the reach and impact of apprenticeship pathways. The coordinator will undertake a range of organizational responsibilities, collaborate with academic departments, and foster relationships with industry partners to ensure the successful operation and expansion of apprenticeship programs. Local travel is required.

This position is supported by external grant funding. Employment is expected to continue for the duration of the grant period and is contingent upon ongoing funding.

Essential Functions

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Demonstrate entrepreneurial insight to identify and capitalize on opportunities that align with and advance the mission and long-term vision of Workforce Development at Jackson College, particularly in relation to expanding CTE programs. Actively engage employers through outreach visits and industry meetings to promote apprenticeships and establish new partnerships.
  • Establish and maintain robust relationships with key industry training personnel to enhance apprenticeship opportunities, align programs with industry needs and related technical instruction (RTI).
  • Serve as the primary liaison between Jackson College, employer partners, and state and federal agencies, including the Department of Labor's Apprentice Office, for apprenticeships, to ensure seamless communication and compliance.
  • Develop, monitor, and update comprehensive records for apprentices, ensuring accurate tracking in RAPIDS and internal systems like Work Hands, in strict adherence to DOL regulations.
  • Maintain thorough records as required by DOL regulations, including those documenting apprentice progress, wage increases, EEO policies, and hiring procedures.
  • Lead the preparation for DOL audits, participate actively in the audit process, and implement resolutions for any findings.
  • Collaborate with the DOL to propose and implement changes to program standards, related technical instruction (RTI), and work processes, including the development of curriculum and associated documentation. Identify opportunities to develop new apprenticeship standards and related technical instruction (RTI) in partnership with employers and regional training partners as well as community workforce partners.
  • Coordinate with faculty, student success navigators and others to update and maintain program standards and appendices.
  • Assess the success of apprenticeship programs through data analysis, graduate tracking, and other relevant metrics, making recommendations for continuous improvement. Use this data to inform employer outreach strategies and highlight areas where new apprenticeship opportunities can be developed.
  • Collaborate with academic departments, student services, and the Registrar's Office to guide apprentices through their educational pathways, including opportunities for Credit for Prior Learning and Credit by Exam.
  • Conduct informational meetings for new apprentices and employer sponsors, ensuring accurate data collection and system updates.
  • Develop and deliver presentations on apprenticeship and CTE program topics to community groups, industry partners, and K-12 institutions.
  • Engage in professional organizations and attend conferences related to apprenticeship and pre-apprenticeship programs to stay informed of best practices and emerging trends. Network with other apprenticeship intermediaries and training providers to explore collaborative program development opportunities.
  • Maintain and enhance professional and technical knowledge through participation in relevant educational workshops, reviewing professional publications, and establishing industry networks.
  • Assist in conducting investigations and implementing corrective actions for apprentices who are not in compliance, ensuring proper documentation is maintained.
SUPERVISORY RESPONSIBILITIES

This position does not have supervisory responsibilities.

CONTACTS AND PURPOSE OF CONTACTS

Internal: Regular contact with other JC staff particularly in Student Services, Academics, Corporate and Continuing Education

External: Frequent contact with key personnel at Michigan Works Southeast! Agency Partners, career managers, school and training entities, business and industry representatives; community agencies, and professional associations to foster cooperative relationships and to share information regarding the apprenticeship program and employment services.

Minimum Qualifications

QUALIFICATIONS

Required

  • Bachelor's degree in human resources or related major from a four-year college or university or associate's degree with 1-2 years related experience and/or training or equivalent combination of education and experience
  • Three years of industry experience and/or working in workforce development.

Preferred

  • Experience in a job placement office within a governmental or educational setting or compatible experience in human resources or personnel administration.
  • Experience working in higher learning institutions or community colleges.
  • Experience building relationships with employers and developing work-based learning or apprenticeship programs.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED

Knowledge of:

  • Rules, regulations and requirements of various apprenticeship programs.
  • Technical computer skills beyond a regular user status are required.
  • Knowledge of Internet web browsers and databases is required.
  • Flexibility within an ever-changing environment, strong customer service, organizational, and interpersonal communication skills.
  • Must be highly motivated, able to work well under pressure, detail-oriented, and have the ability to prioritize.
  • Maintain strict confidentiality.
  • General office skills and a professional appearance.
  • Effective employer engagement and partnership-building strategies to expand apprenticeship participation.

Ability to:

  • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Write reports, business correspondence, and procedure manuals.
  • Effectively present information and responds to questions from groups of managers, clients, customers, and the general public.
  • Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Function as a team player and desire to work in a team environment is essential.
  • Have reliable transportation
