SUMMARY

JOB DESCRIPTION

This is a managerial position responsible for assisting in the operation of the Human Resources office, including the direct management of employment, training and development, employee relations, and recruitment. Responsible for assisting in the creation of new university policies and departmental procedures and supervising assigned staff. Provides oversight and leadership for human resources activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Executive Director of Human Resources.

QUALIFICATIONS

Bachelor’s degree or higher in business, human resource management, psychology, or a related field is required. Master’s degree in a related field is preferred. Directly related experience may be substituted for required education on a basis set forth by the Department of Human Resources.

Four years of progressively responsible experience in human resources is required. Professional experience in human resources areas including employment, employee relations, training, and administration of HR policies and procedures is required. Supervisory experience is required.

ESSENTIAL JOB FUNCTIONS

  1. Oversees the employment function, including but not limited to recruiting, onboarding, training and development, employee relations, and performance management.
  2. Administers, maintains, and updates required recruitment plans and workforce data analyses regarding employment.
  3. Oversees and administers a comprehensive training and development program to include performing needs assessments, developing and conducting original training programs, evaluating program effectiveness, and maintaining training records.
  4. Manages unemployment insurance claims program in coordination with internal, UT System, and external partners.
  5. Creates and delivers training and professional development on topics related to performance management, performance coaching, and alternative dispute resolution techniques.
  6. Provides advice and support in the expedient and proper resolution of complaints, appropriate corrective actions, and the correct interpretation and implementation of university policies.
  7. Tracks employee performance and employee relations data to identify trends, assess professional development needs, develop responsive and proactive initiatives, and generate reports for departmental and divisional leadership.
  8. Develops employee surveys related to employee performance, including but not limited to exit interviews, stay interviews, and employee climate surveys.
  9. Prepares, analyzes, and/or oversees the submission of various special, quarterly, monthly, and ad hoc reports.
  10. Identifies and incorporates continuous changes in federal and/or state policies and procedures, ensuring university and departmental compliance.
  11. Hires, supervises, trains, and evaluates assigned staff.

NON-ESSENTIAL JOB FUNCTIONS

  1. Represents the department on various university committees.
  2. May assist with administration of leave policies and procedures.
  3. May work with departmental staff to create automated process efficiencies.
  4. May require travel.
  5. Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.

  1. Knowledge of, or the ability to learn, university policies and procedures.
  2. Knowledge of federal, state and local laws, statutes, regulations, codes and standards related to area of responsibility.
  3. Skill in using computer applications including spreadsheet, database and word processing software.
  4. Ability to exercise sound judgment in making critical decisions.
  5. Ability to identify problems, evaluate alternatives, and implement effective solutions.
  6. Ability to analyze complex information and develop plans to address identified issues.
  7. Ability to learn office and university-specific software.
  8. Ability to communicate effectively in both oral and written form.
  9. Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
  10. Ability to handle difficult and stressful situations with professional composure.
  11. Ability to interpret and apply state, federal, and university policies, regulations, and law.
  12. Ability to provide administrative guidance within area of responsibility, providing direct training and supervision as needed.
  13. Ability to organize work effectively, conceptualize, prioritize objectives, and exercise independent judgment based on an understanding of organizational policies and activities.
  14. Ability to manage a budget and work within the constraints of that budget.
  15. Ability to work with and maintain confidential information.
